APPENDIX D

EDUCATION PROGRAMS

Alternative or Distance Delivery. Alternative or distance delivery in at least one computer based/electronic means is required in the CLIN areas awarded to the provider. Courses delivered through alternative delivery must duplicate nearly all of the courses and degree areas offered through traditional methods classroom instruction or in mixed format. Alternative delivery is required to ensure access to educational opportunity for eligible USPACOM personnel regardless of where they are located.

The approach must make it possible for the military member in the USPACOM area to continue to pursue education without the infringement of irregular work schedules, interrupted work activities or unanticipated changes in their mission. The adaptation of the alternative(s) broadens both the learner population and increases the range of scope of course offerings as well. The source of distance learning courses offered by the contract provider may be from within or outside the theater. Students may choose to participate in distance learning courses with any university or college.

1. HIGH SCHOOL DIPLOMA PROGRAM OR HIGH SCHOOL GENERAL EDUCATION

DEVELOPMENT. Provide instruction in all courses necessary to obtain a high school diploma. The Contractor shall be authorized by the responsible State Board of Education or regional accrediting agency to award High School Diplomas to students who have succssfully completed all State requirements and upon verification that they possess literacy skills which are at least equal to the national average on a valid test; OR provide preparatory courses to pass the High School General Education Development (HS GED) Test Battery and to obtain a high school equivalency certificate.

Instruction shall be delivered in modes to include traditional, mixed, and/or alternative formats.

Traditional includes hands-on instruction. If HS GED Test preparation courses are conducted fully via alternative format (distance learning), on-site tutor assistance services shall be provided.

Traditional/Mixed/Alternative Delivery Instruction. Traditional is face-to-face instruction in a classroom setting. Mixed delivery is a balance of distance learning, alternative learning or non-instructor based learning used in conjunction with face-to-face classroom instruction directed learning. Alternative instruction is distance learning that is not classroom based and is electronic delivered distance learning through interactive audio-video or internet based distance learning.

Total tuition charge per enrollment shall be provided in the proposal. The Government’s share of this charge will not exceed current Service TA policy per enrollment.

2. ACADEMIC SKILLS. Provide instruction (including diagnostic pre-testing and post-testing) in basic skills courses in mathematics, vocabulary, writing, grammar, and reading comprehension. Service may provide pre-testing and post-testing at their option. Instruction shall be provided in traditional class, mixed, and alternative delivery. Traditional includes hands-on instruction. Course content and materials shall be supplied by the Contractor. The Government may request the use of Government supplied materials or Government materials supported by Contractor materials.

UNDERGRADUATE PROGRAMS

** NOTE: The Contractor awarded the Lower Level Division College Programs will be required to provide High School Completion or GED courses and Basic Skills courses when requested by the Government.

** NOTE: Contractors awarded Program 4 Upper Division Liberal Arts/Business, Program 6 Upper Level Aviation, and Program 7 Upper Level Education provide degree programs that could have pre-requisite courses that are similar to courses being provided by Contractors awarded Program 3 Lower Level Division College and Program 5 Vocational Technical. Therefore, all Contractors awarded post-secondary programs (Programs 3,4,5, 6,and 7) are required to sign an articulation agreement. The purpose of the agreement is to clarify and delineate the responsibilities for delivery of services and eliminates duplication of face-to-face course offerings therefore encouraging collegial cooperation among contracted institutions. Articulation agreement must address procedures to ensure prerequisite courses are provided to allow students to progress with degree and describe exceptions when contractors awarded the Education and Aviation programs would be allowed to provide prerequisite courses. The articulation agreement must be approved by HQ PACAF/A1KE within 120 days after award.

3. LOWER LEVEL DIVISION COLLEGE PROGRAMS: ACCOUNTING/BUSINESS/ECONOMICS/

COMPUTER SCIENCE/INFORMATION

SYSTEMS/ASIAN STUDIES

(a) Provide instruction in first and second year college lecture and lecture/laboratory courses in general education, business, economics, Asian Studies/Foreign Languages, and computer science/information systems leading to a certificate, Associate degree, or Baccalaureate degree.

(b) The major academic areas required are:

1. Communications

a. Review English

b. Writing/Composition

c. Speech

d. Foreign Student Education Bridge Program for Foreign Students

(1) The Foreign Student Education Bridge Program provides foreign citizens who have been tentatively admitted to USPACOM post-secondary education programs a program that academically prepares them to enter into the American post-secondary education system.

Students participating in this program must score at least 450 and not more than 549 on the Test of English as a Foreign Language (TOEFL) or an equivalent exam. The program is offered in two parts: the first, a one-week orientation in which all will participate; and the second, a ten-month intensive program in two segments preparing students for the American experience. Most students taking the one-week orientation will need to participate in the ten-month part of the program. Some students will finish before ten months. A few students taking the short orientation will have had the American experience through study in the United States or work abroad, and may not be required to participate in the longer program.

(2) The one-week orientation will involve introductory lectures on the U.S. and foreign educational systems, especially focusing on goals and outcomes of each. During the week, lecturers will conduct interviews with each student to determine students’ accomplishments and goals. In other parts of this one-week orientation, students will learn about details of registration, grading, advising, and other student services.

(3) The second part of the bridge program, the intensive preparation stage, will cover the following subjects:

College Study in the United States American History and Literature College Writing College Research Individual Assessment

(4) The goal of this program is to help students improve their English skills to a level where they achieve at least 550 on the TOEFL or an equivalent exam. Students will be administered the TOEFL, or equivalent exam, at selected intervals to determine their progress. At any point the student achieves a score of 550, the student may exit the program. On sites where the Contractor is the sole provider, and is not awarded this CLIN, that Contractor may, with prior approval from HQ PACAF/A1KE, deliver this program at that site.

NOTE: The Computer Science/Information Systems program is not intended to contain courses that duplicate the microcomputer applications program awarded to the Contractor providing Technical and Occupational degree programs; rather it is an academic program that will include programming as a subject area.

(c) Course delivery may be by traditional classroom, mixed format and alternative delivery.

Traditional includes hands-on instruction. Alternative delivery through at least an electronic means is required for the holder of this CLIN. Alternative delivery courses and credit hours must be accepted as residence credit. This includes examination for credit courses and credit hours.

Provide credit by examination opportunities, written, performance and verbal, as appropriate, in Communications, Social Sciences/Humanities, Mathematics, Natural Sciences, Business/Management, Economics, Computer Science/Information Systems and Korean or Japanese language.

Students who “pass” a challenge examination will be awarded course credit without having to enroll in the course. For Navy, TA will be paid after successful completion and credit is accepted towards the degree program in which the student is currently enrolled.

TA will only be provided if students successfully pass the examination. TA will not be provided to military personnel when the same credit by examination opportunity is available through Defense Activity for Non-Traditional Education Support (DANTES).

Total tuition charge per exam/session shall be provided in the proposal. The

4. UPPER DIVISION LIBERAL ARTS/BUSINESS COLLEGE PROGRAMS

(a) Provide instruction in third and fourth year college lecture and lecture/laboratory courses leading to a Baccalaureate degree.

(b) Major academic areas required:

1. Asian Studies 6. Government & Politics

2. Business & Management 7. History

3. Criminal Justice/Homeland Security 8. Psychology

4. Computer Science 9. Sociology

5. Information Systems Management

(c) Course delivery may be traditional classroom or mixed delivery. Alternative delivery through at least an electronic means is required for the holder of this CLIN. Alternative delivery courses and credit hours must be accepted as residence credit. This includes examination for credit courses and credit hours. Traditional includes hands-on instruction.

Traditional Classroom/Mixed and Alternative Delivery Instruction. Traditional is face-to-face instruction in a classroom setting. Mixed delivery is a balance of distance learning, alternative learning or non-instructor based learning used in conjunction with face-to-face classroom instruction directed learning. Alternative instruction is distance learning that is not classroom based and is electronic delivered distance learning through interactive audio-video or internet based distance learning.

5. VOCATIONAL TECHNICAL PROGRAM

(a) Provide instruction in technical/occupational college lecture and lecture/laboratory/shop courses leading to technical/occupational certificates and Associate degrees.

(b) Technical/Occupational programs are:

1. Applied Management

2. Law Enforcement

3. Microcomputer Applications

4. Hospitality Management

5. Office Management

6. Fire Protection Technology (Fire Sciences)

7. Early Childhood Professions

8. Emergency Medical Technology

NOTE: The Microcomputer Applications includes courses in learning the operation of software. It implies instruction in computer application operations including development of and writing of macroinstructions, courses leading to Microsoft Certification and Instruction in program testing, Local Area Network (LAN) systems software and management. The courses are not intended to provide a foundation for the Computer Science/Information Systems program provided by the university awarded the undergraduate degrees contract.

(c) Course delivery must be by traditional classroom, mixed format and alternative delivery.

Traditional includes hands-on instruction.

Traditional Classroom/Mixed/Alternative Delivery Instruction. Traditional is face-to-face instruction in a classroom setting. Mixed delivery is a balance of distance learning, alternative learning or non-instructor based learning used in conjunction with face-to-face classroom instruction directed learning. Alternative instruction is distance learning that is not classroom based and is electronic delivered distance learning through interactive audio-video or internet based distance learning.

Total tuition charge per CH in semester hours shall be provided with proposal. The Government’s share of this charge will not exceed current Service TA policy per enrollment.

(d) Instruction also is provided in remedial courses that do not lead to a Technical/Occupational certificate or degree.

(e) Courses are not limited to but may include English as a Second Language and Unit Armorer

6. AVIATION PROGRAM

(a) Provide instruction in aviation maintenance, aviation management, and professional aeronautics leading to a certificate, Associate degree, Baccalaureate or Master’s degree.

(b) Academic areas are:

(1) Lower Level Aviation Courses.

The Contractor shall provide sequences of lower level technical aviation courses leading to certificates and Associate in Science degrees in generic fields listed below:

1. Aviation Maintenance/Airframe and Powerplant

2. Aviation Management

(2) Upper Level Technical Aviation Courses.

The Contractor shall provide sequences of upper level technical aviation courses leading to a Bachelor’s degree in the generic field listed below. Core courses include technical writing, technical and advance mathematics, physical sciences.

1. Aviation Management

2. Professional Aeronautics

(3) Graduate Level Aeronautical Science Courses.

The Contractor shall provide sequences of graduate courses leading to a Master’s degree in:

The Contractor shall provide lower level education specific courses pre-requisite to upper level education courses.

(2) Upper Level Education Courses.

The Contractor shall provide a sequence of courses leading to Bachelor’s degree in Education.

(3) Graduate Level Education Courses.

The Contractor shall provide a sequence of courses leading to a Master’s degree in Education (MEd).

Major concentration should be in the following areas with a master’s level teacher certification option within curriculum and instruction:

1. Education - Administration

2. Education - General

3. Curriculum and Instruction

(c) Course delivery for Lower and Upper Level Education courses shall be by traditional classroom, mixed format and alternative delivery or credit by exam. Traditional includes hands-on instruction.
