C. Questions and Answers are as follows:
1. Question: The “face-to-face” language is confusing and is face-to-face instruction a requirement?
Answer: Face-to-face is instruction in a classroom setting and is a requirement for this solicitation.
2. Question: Do the respondents to this RFP need to supply all of the education services being sought, or can we apply with our offering of wholly online, college-level degree programs?
Answer: Respondents do not have to provide all the education programs being sought however, face-to-face classroom instruction is a requirement. An offeror cannot offer only online classes.
3. Question: Would PACOM consider an online degree completion BS specifically designed for aviation specialties?
Answer: PACOM is looking for programs that can be provided on site and not looking for an “online only” degree program. Schools submitting proposals can provide online courses in addition to traditional courses, but they MUST support an on ground program that teaches face-to-face courses.
4. Question: Are there 2 year schools on base where a service person could complete all their gen eds?
Answer: Yes, there is/will be a school on site where a service person could complete all general education requirements.
5. Question: If online would not meet your service person’s need and you would need us to offer our degree completion model on base, would I need to build all four years or just the last 2 years?
Answer: It depends on your program.
If the first/second year requirements are simply general education requirements, then you’d only need to propose on the last 2 years of the aviation CLIN and have students transfer their previous course work into your program. You would have to explain in your proposal how the program works. You’d also have to work with the school that is awarded the lower level undergraduate program to agree which of its courses you will accept as transfer credits
If lower level requirements will be specific and transferring credits into your BS program will be difficult, then you would need to build a four year program.
6. Question: What is the suspense date for submitting a bid?
Answer: The proposal submission summary table in Section L, L-9 Proposal Preparation and Instructions, of the solicitation specifies the due dates and times for proposal submission.
7. Question: Is there any exception, waiver or conditional deferment for institutions not yet part of the SOCAR/SOCNAV degree network, but planning to seek that distinction once available?
Question: Are we still eligible to bid our graduate programs, as the requirement there as I read it, is the more logical and broader “member of the Servicemembers Opportunity Colleges (SOC) consortium?
Question: Can an institution partner with a similar school which has SOCMAR/SOCNAV status and submit a combined proposal?
Answer: The solicitation and PWS are being revised to delete the requirement for membership in SOCAD, SOCNAV, and SOCMAR and only retain membership in the SOC consortium. A solicitation amendment is being issued.
8. Question: The RFP states that institutions must be members of the SOC Consortium. I don’t believe that we are currently members but we’d be interested in joining and wondered if there is time to do so and still apply for this solicitation?
Answer: You can obtain information regarding SOC membership at the following website:

The Government is unable to answer whether there is time to join the SOC Consortium to meet the SOC membership requirement to submit a proposal for this solicitation.
9. Reference: PWS, Page 9, Paragraph 3.1 (b) and PWS, Page 12, Paragraph 4.1.1 (a)
Question: Would space for Undergraduate and Graduate program administrative staff be required to be headquartered separately, as stated, at Yokota and Kadena, for the school providing service under the Aviation CLINs? Would it be possible for the University to host Program Director and all staff at Kadena since Yokota is not a listed location for the Aviation CLINs? Alternatively, would it be possible to expand the Aviation CLINs to Yokota, allowing the Contractor to abide by the PWS without further revision?
Answer: For the aviation program, the government would be willing to host the Aviation Program Directors and staff at Kadena AB vice Yokota AB.
At this time there is not a need for an aviation program at Yokota.
10. Reference: PWS, Page 23, Paragraph 4.9.5.2 (c) Question: Would the Contracting Officer consider aligning this language with the DoD MoU that states that an evaluated educational plan will be provided within 60 days after the individual has selected a degree program and all required official transcripts have been received?
Answer: Because the Air Force has an additional TA requirement for students to have an evaluated plan after taking 6 credit hours, the government has included this requirement in the PWS. Schools are still required to meet DOD MOU requirements.
11. Reference: PWS, Appendix E – Enrollment Information by Location Question: Would the Contracting Officer consider adding Osan AB and Kunsan AB as locations to offer Aviation Programs?
Answer: Facility space at Osan will not support an additional academic program and a recent needs assessment did not indicate a need for an Aviation program at Kunsan or Osan. Osan students may travel to nearby Camp Humphreys to take courses if they are interested.
There is a possibility additional sites COULD be added, but at present the only sites requiring on ground courses (and can provide logistic support) are Camp Humphreys and Kadena AB.
Per PWS para 1.2 (a) if there is a future need for the CLIN to be provided at additional sites in the command, the ESO will request services through PACAF/A1KE and the contract will be modified to include those additional sites.
12. Shipping Question: Is there a preferred method of shipment that we should use? FedEx, UPS, etc.?
Can it be sent, “Return receipt requested” or can it be sent certified mail?
Answer: There is no preferred method of shipment or whether “return receipt requested” or certified mail is used as long as the proposals are received by the proposal due dates and times.
Question: Is there a preferred method of packaging? Are FedEx boxes acceptable?
Answer: There is no preferred method of packaging. FedEx boxes are acceptable.
13. Proof of Insurance Question: Do we need to submit insurance certificates? These were included in previous responses.
Answer: Insurance certificates, with the correct cancellation and material change verbiage, do not need to be submitted with the proposal but need to be submitted after award and before commencing work on the contract.
14. Binder Content Question: On page 141, it says that “each volume shall contain a Table of Contents, Cross References, and a List of Tables and Drawings.” Are cross references needed for each volume or only volume II as in past years?
Answer: Cross references are required for each volume.
15. Question: Is a cover letter required?
Answer: No
16. Question: Could you clarify about “two-sided” printing?
Answer: Two-sided printing is a sheet of paper with printing on both sides, front and back.
17. Question: Regarding Attachment L-1 Past Performance Information Sheet: could you please clarify who you mean by item F, the primary customer points of contact?
Answer: The primary customer points of contact are the individuals who are responsible for and familiar with the contract you are referencing; basically who is working on that contract
18. Program Manager Question: Is that the offeror’s primary point of contact for the contract?
Answer: No, it is the Government individual for whom you are performing the services.
19. Contracting Officer Question: Is this the contracting specialist we work with on a routine base (Rickie Shiflet) or another person in the PACAF contracting structure (Donna Nishimura)?
Answer: If referring to Attachment L-1 Past Performance Information Sheet, it is the Contracting Officer for that particular contract/agreement that you identified as a past performance reference.
For this requirement Mr. Watanabe is the Contracting Officer and Rickie Shiflet is the contract specialist responsible for procuring the requirement. Donna Nishimura is the alternate contract specialist for this procurement.
20. Administrative Contracting Officer Question: Is this the contracting specialist we work with on a routine base (Rickie Shiflet) or the person we commonly know as the Contract Officer’s Representative (Laura Dean)?
Answer: If referring to Attachment L-1 Past Performance Information Sheet, it is the Administrative Contracting Officer for that particular contract/agreement that you identified as a past performance reference.
For this solicitation Rickie Shiflet is the contract specialist you will work with during the solicitation phase and all correspondence should be directed to Rickie Shiflet. Laura Dean is the program manager and is responsible for the USPACOM Education program and this requirement.
21. Reference: PWS, Page 9, Section 3, Paragraph 3.1(b) Question: If a contractor is awarded both undergraduate and graduate programs, can the contractor combine both of the School Administrative Headquarters into one location? The PWS indicates the requirement for separate Administrative Headquarters for undergraduate (Yokota AB, Japan) and graduate (Kadena AB, Okinawa, Japan). Merging both operations would significantly reduce the operational costs.
Answer: Yes. If a contractor is awarded an undergraduate and graduate CLIN, the contractor will combine the administrative headquarters at one location. Once contracts are awarded, the Government will announce the specific location where each school will be assigned based on the number of institutions awarded contracts and available space in the facilities on Yokota and Kadena.
22. Reference: PWS, Appendix D, Education Programs, Page 9, Graduate Program, Management/Business Administration Question: What core courses are currently offered and/or acceptable for the Business Administration area?
Answer: The Government does not dictate which specific courses should be taught at the graduate level. The requirement is for the university to teach courses leading to award of MBA, so the university awarded the contract would determine the courses that are acceptable based on its curriculum and accreditation requirements.
23. Reference: PWS, Appendix D, Education Programs, Page 9, Graduate Programs, 1.
Management/Business Administration Question: What core courses are currently offered and/or acceptable for the Management area?
Answer: The Government does not dictate which specific courses should be taught. The requirement is to provide courses leading to a master’s degree in management, so the university awarded the contract would determine the courses that are acceptable based on its curriculum and accreditation requirements.
24. Reference: PWS, Appendix D, Education Programs, Page 9, Graduate Programs, 2.
International Relations Question: The International Relations area is listed as requiring a major emphasis and concentration in Government Pacific Studies. Is there a credit hour requirement associated with this emphasis? What specific courses are currently offered and/or acceptable for Government Pacific Studies?
Answer: There is no credit hour requirement associated with the emphasis in Pacific Studies.
The university awarded the contract would determine this based on its curriculum and accredited courses. The Government is requesting students have access to international relation courses with an Asian/Pacific flavor because our students are located within the Pacific theater and these courses will be beneficial based on their current positions.
25. Reference: CLIN 0004/0004A, Upper Division Liberal Arts/Business, Traditional Classroom/Mixed and Alternative Delivery Instruction
Question: Nine major academic areas are listed as required (Asian Studies, Business and Management, Criminal Justice/Homeland Security, Computer Science, Information Systems Management, Government and Politics, History, Psychology and Sociology). Can an offeror bid on less than nine areas? For example, one institution might be an academic leader in Asian Studies or Criminal Justice/Homeland Security.
Answer: The academic areas in CLIN 0004 are not separate. The university awarded CLIN 0004 must be able to provide courses in the academic areas listed. Courses will be provided via traditional/mixed/alternative delivery
26. Past Performance Questionnaire Deadline Question: What is the deadline to submit Past Performance Questionnaires? Does the Contract Specialist need notification the questionnaires have been sent to references?
Answer: There is no official deadline to submit Past Performance Questionnaires. However, recommend all Past Performance Questionnaires be submitted as soon as possible and no later than the closing date of the solicitation of 1 May 14.
The Contract Specialist does not need notification that the questionnaires have been sent to the references.
27. Reference: Pricing for Tuition per Credit Hour w/ Start-up Office Expenses Question: What is the Contract Specialist’s recommendation for submitting pricing proposal information for tuition per credit hour if start-up costs are necessary? As one rate? As two rates: 1) cost of tuition and 2) cost of start-up offices – staff, office rental, equipment, etc.?
Answer: It is the offeror’s decision as to what pricing information is submitted in the price proposal since the solicitation does not provide specific guidelines.
28. Reference: Section L-9, Page 141, Paragraph D.4(a) Question: Will appendices be counted against the page limit?
Answer: Yes.
29. Question: If the offer is unable to attend the pre-bid conference, would the notes/details on the bid discussion be shared formally with all interested offerors via FedBizOpps?
Answer: Yes. The Pre-Proposal Conference slides will be posted on Fed BizOpps for all interested offerors. Attendance at the Pre-Proposal Conference and site visit are not mandatory and does not preclude an offeror from submitting a proposal.
30. Question: What % of the courses are expected to be delivered via the traditional method, the mixed method and the alternative delivery method? For example, 50%/30%/20%?
Answer: The Government expects the contractor to be able to provide all courses required to complete a degree program awarded via the traditional face-to-face method. However, courses should also be available through mixed and alternative delivery modes. The main purpose is for on ground services to provide traditional classroom courses and support services. If there no longer is a need for face-to-face traditional courses, the Government will exercise future contract options.
31. Question: Is this a new requirement or a re-compete? If it is a re-compete, would the Government share:
a. Who is the incumbent?
b. What is the existing contract value including all options?
c. Does this RFP contain additional requirements that were not included in the existing contract’s requirements? If so, what are they?
Answer: Only questions pertaining to the current solicitation and its requirements will be addressed. Offerors shall submit a proposal for this solicitation and must comply with the current requirements.
32. Question: Does the Gov’t have an anticipated Level of Effort required for this RFP? How many full-time equivalent (FTEs) does the government anticipate to deliver the required services?
Answer: This is a performance based contract. The contractor determines the number of employees that they feel is necessary/required to fulfill the requirements of the PWS.
33. Question: What is the required security clearances for proposed personnel on the contract as well as supporting staff?
Answer: Per PWS, paragraph 4.7 (f), all contracted staff must show they have completed application for National Agency Check with Inquiries (NACI) and a positive result from an FBI fingerprint check.
34. Question: Would PACOM consider an offer for a DBA within the PACOM Theater in response to this solicitation?
Answer: PACOM sites have not indicated a need for a DBA, so it is not a requirement in the current RFP.
The RFP closing dates and times remain unchanged.

Written inquiries will be answered and posted to the Internet at http://www.fedbizopps.gov. Written inquiries may not be answered when requests are received after 10 April 2014 in order to ensure timely receipt of proposals.
L-2 DEBRIEFINGS
All offerors may request debriefings by providing a written request to the Contracting Officer (CO) within three (3) calendar days after receiving notification from the CO of elimination from the competitive range or award of contract at the following address:

To the maximum extent practicable, debriefings will be conducted within 5 days of the debriefing request.
L-3 DISCREPANCIES
If an offeror believes that the requirements in these instructions contain an error or omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale.
L-4 INCURRING COSTS
The Government assumes no liability for and will not be obligated to the contractor for payment for costs incurred prior to award including proposal preparation, submission, pre-proposal and site visit costs.
L-5 PRE-PROPOSAL CONFERENCE
A. A pre-proposal conference will convene at Joint Base Pearl Harbor-Hickam, on 27 March 2014 from 0900 to 1200 HST for the purpose of highlighting areas of the solicitation and answering questions regarding any aspect of this solicitation. The conference will be held at Aloha Conference Center, 650 Scott Circle, Building 1006, Joint Base Pearl Harbor-Hickam, HI, telephone 808-449-0200. Please send an email to the Contract Specialist at rickie.shiflet@us.af.mil no later than 20 March 2014 advising of your plans to attend. Your attendance at the pre-proposal conference is highly encouraged.
B. Offerors are requested to submit their question(s) to the Contract Specialist no later than 20 March 2014 in a manner addressed in the formal communications section above for response at the pre-proposal conference.
C. Remarks, explanations, and/or answers to questions provided at this conference will not qualify the terms of the solicitation and specifications. Unless the solicitation is amended in writing, it will remain unchanged. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of the solicitation amendments will apply.
D. Each offeror shall download a copy of the solicitation prior to attending the pre-proposal conference. A hard copy of the solicitation will not be provided by the Government. L-6 SITE VISIT
Offerors are extended the opportunity to make a site visit to some of the servicing locations listed in PWS Appendix C for the purpose of seeing teaching facilities, equipment, and contractor office space as well as discussing program needs with Government education personnel. This visit will be at no expense to the Government. Government Letters of Identification providing Invited Contractor Status will be issued to no more than ONE individual from each potential offeror's staff. A representative from HQ PACAF/A1KE and the contracting office will accompany the offerors’ representatives. The first meeting will commence on 31 March 2014 at Kadena AB Billeting lobby.
Intended sites to be visited: Okinawa sites include Kadena AB, Camp Foster, Camp Kinser, Camp Schwab, and Camp Hansen; Korea sites include USAG Yongsan, Camp Humphreys, and Osan AB; mainland Japan sites include Yokota AB, Yokosuka NB, Camp Zama, and Atsugi NAS. The site visit will last approximately nine days, with the last installation visit scheduled 8 April 2014. Passport and visas are required. The name, institution/company name, position title, social security number, passport number, copy of first page of passport, current address, date of birth, place of birth, citizenship, and possession/non-possession of DoD ID card of each offeror’s representative must be submitted to the following address no later than 12 March 2014 in order for travel clearances to be obtained:

Transportation to, from, and between all countries is the responsibility of the participants. The government will provide as much ground transportation as possible during the site visits.
Details on security, transportation requirements, and schedule will be provided upon request to participate.
Individuals participating in the site visit MUST complete mandatory USFK Theater Specific Required Training PRIOR to arriving in Korea. Instructions will be furnished upon notification of intent to participate.
Due to strict access requirements to military installations in Korea, it is “highly recommended”, but not a requirement, that potential offerors send a representative who possesses a DoD ID card to facilitate access to the installations.
Offerors who later decide not to attend the Site Visit for any reason must notify Mrs. Rickie Shiflet in writing no later than 24 March 2014 for cancellation.
L-7 SUBMISSION OF COMPLETE PROPOSALS
Offerors are cautioned to strictly comply with Sections B, C, G, H, K, L, and M to ensure submission of complete proposals. Failure to provide a complete proposal at the time of proposal submission may result in the proposal not being acceptable to the Government and elimination from consideration for award.
L-8 GENERAL INFORMATION
A. The proposal must be compliant with the requirements of the Performance Work Statement (PWS) and must be clear and concise, and include sufficient detail for effective evaluation.
B. The Government reserves the right to revise or amend the PWS or the solicitation prior to the proposal closing time. Such revisions or amendments will be communicated by formal amendment (Standard Form 30) to this Request for Proposal. If such amendments require material changes in quantities or prices, the proposal closing date may be postponed by enough days to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new proposal closing date and time.
L-9 PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors.
Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The instructions to offerors and evaluation criteria shall inform offerors of this condition for award. The proposal shall consist of three
(3) separate volumes; Volume I – Executive Summary/Price Proposal, Volume II - Technical Proposal, and Volume III - Past Performance Information.
B. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and completeness of the price.
C. Specific Instructions:
1. VOLUME I – EXECUTIVE SUMMARY/PRICE PROPOSAL – There is no page limit. Submit original and two (2) copies, and one (1) electronic copy, file name: Vol I Executive Summary/Price
EXECUTIVE SUMMARY:
(a) Complete blocks 12, 13, 15, 16, 17 and 18 of the RFP Section A, SF33. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K.
(b) Complete block 14 of the RFP Section A, SF 33 if any solicitation amendment(s) to the original solicitation documents was/were issued.
(c) Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections C through I, the offeror shall submit only those pages that require a fill-in.
(d) Affirmation of no Exceptions, Deviations, or Waivers if none proposed.
(e) If applicable, provide a copy of the letter from the Small Business Administration (SBA) showing proof of Section 8(a) status.
(f) For all proposed CLINS: Proof of current accreditation by a regional accrediting agency recognized by the U.S. Department of Education for face-to-face undergraduate and graduate courses, and proof of current accreditation by a regional or national accrediting agency recognized by the U.S.
Department of Education for distance learning courses and the documents stating the name of the accrediting agency; and State or Federal Government approval for the use of veteran’s educational benefits for the courses to be offered. For institutions providing associate, bachelor’s, and graduate degree programs, proof of membership in the Servicemembers Opportunity Colleges (SOC) consortium.
(g) For Lower and Upper Level Aviation Program (CLINs X006 - X007): In addition to “f” above, current program/specialized information preparing students for certification by the Federal Aviation Administration as Aviation Maintenance Technician/Airframe Maintenance Technician/Powerplant Maintenance Technician.
(h) For Lower and Upper Level and Graduate Education Program (CLINs X009 – X011): In addition to
“f” above, current programmatic/specialized information regarding progression toward teacher certification.
PRICE:
(a) This volume shall contain a completed Section B (Schedule of Supplies/Services and Prices).
(b) Insert proposed unit and extended prices in Section B for each Contract Line Item Number (CLIN), including all option periods. The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct especially when using the Excel program and the rounding of figures.
(c) Extreme care should be exercised to ensure that no price data of any kind is included in any other volume of the proposal.
2. VOLUME II – TECHNICAL PROPOSAL – Limited to no more than 45 pages. Submit original plus six (6) copies, and one (1) electronic copy, file name: Vol II Technical
(a) Subfactor 1 –Program Management: Provide comprehensive details describing how it will provide program management of the education program across the theater and at each site. This section is limited to fifteen (15) pages.
The offeror shall address the following key requirements:
(1) Plan describing how students will complete residency requirement and the measures taken to ensure student degree progression by projecting and scheduling courses in annual and term schedules to include a variety of delivery formats as well as how course schedules will be coordinated with the local ESO to permit degree completion while taking into consideration military irregular work schedules and unanticipated changes in the mission.
(2) Marketing plan and strategy to publicize available educational opportunities and programs to the base community through a variety of media to include a Pacific Theater unique web site and procedures to provide the marketing information to the installation ESO for coordination before implementation.
(3) Procedures to ensure that no less than 50% of undergraduate and graduate and 25% of technical programs are delivered by full time faculty in face-to-face/traditional format and how student surveys will be utilized each term to improve course and instructor delivery and when a summary of the surveys will be shared with the ESOs.
(4) Procedures for student diagnosis for placement purposes and determining enrollment in the appropriate course and method of decision relating to whether a first time Undergraduate student enrolls in traditional, distance learning or hybrid format.
(b) Subfactor 2 – Support Services: This section is limited to fifteen (15) pages
The offeror shall provide a description of how it will provide support services. The offeror shall provide:
(1) Approach to providing required services at multiple overseas military installations within the U.S. Pacific Command (USPACOM) region to include a full time field representative at each required installation with additional employees depending on enrollments and specifically addressing the technology to be used to provide the services while adapting to distance between installations, the regional office, and home campus.
(2) Plan for providing internet access for instructional, administrative/management, and student support services to include internet access to home campus library system, posting of grades at the academic institution’s website, providing student requests for transcripts, and information on available financial aid.
(3) Description of how support services will be provided to students from the information gathering stage to graduation. The description must include an explanation of academic program counseling/advisement schedules that meet population needs, student federal assistance guidance, credit transfer procedures and formal degree plans, and process for providing students with official evaluated degree plan after student completes six credits with the Contractor.
(4) Process for students to obtain textbooks/course material or other resources to ensure textbooks/course material are available for use prior to the first day of class
(c) Subfactor 3 – Management/Staffing: This section is limited to fifteen (15) pages.
The offeror shall describe its management of faculty and support staff. The offeror shall provide:
(1) Description of organizational structure and rationale for that structure and explain how the structure impacts its approach to managing offices at multiple installations. Identify specific home campus support services that will maximize reach-back capability and efficiently size in-theater program staff.
(2) Strategy for faculty and staff recruitment, retention, and plans for maintaining a pool of certified substitute faculty members to ensure continuity of required services at all locations.
(3) Plan for providing annual professional development/training to maintain a qualified faculty and support staff that is comparable to home campus development/training plans and conducting new staff/instructor orientation training.
3. VOLUME III – PAST PERFORMANCE INFORMATION. There is no page limit. Only references for relevant past efforts/contracts/agreements are desired. Submit original plus six (6) copies, and one (1) electronic copy, file name: Vol III Past Performance
(a) Specific Content: Past Performance volume shall contain the following:
(1) Table of Contents
(2) Summary page, describing the role of the offeror and each subcontractor, teaming partner, or joint venture partner that the offeror is required to provide Past Performance Information Sheets on.
(3) Present and Past Performance Information Sheets and Surveys (see paragraphs (b) and (c) below)
(4) Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information during discussions.
(5) Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror’s performance.
(6) Organization Structure Change History (see paragraph (e) below)
(7) List of questionnaire recipients (Name, organization, email, telephone number)
(b) Information Sheets (Attachment L-1) -- Quality and Satisfaction Rating for Ongoing or Contracts/Agreements Completed in the Past Seven Years from the Date of the Issuance of the Solicitation: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for relevant past efforts/contracts/agreements (similar in scope and magnitude of effort and complexities this solicitation requires). In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems.
(c) Performance Survey: The Government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of the program(s) proposed. The Government will use information submitted by the offeror and any other sources of information available to the Government to assess past performance. Provide a list of no more than five (5) of the most relevant contracts or agreements performed for Government and non-Government agencies within the last seven (7) years from the date of the solicitation for the prime and a maximum of three (3) of the most relevant contracts or agreements for subcontractors, teaming partner or joint venture partner.
Relevant contracts/agreements include performance of efforts involving education services that involve similar scope and magnitude of effort and complexities required for the program(s) proposed. Similar education services encompass providing instructional academic (high school/academic skills, post-secondary, credit and non-credit) services as required for the program(s) proposed. Relevant performance includes simultaneous work at multiple sites (CONUS or OCONUS). This includes past or current experience providing traditional Face-to-Face, Distance Learning and Hybrid instruction to adult learners.
Furnish the following information for each contract listed:
(i) Company/Division name
(ii) Product/Service

(xii) Detailed description demonstrating experience providing instructional academic (high school/academic skills, post-secondary, credit and non-credit) services as required for the program(s) proposed and worked simultaneously at multiple sites (CONUS or OCONUS). This includes past or current experience providing traditional Face-to-Face, Distance Learning, and Hybrid instruction to adult learners. Adult learners are those learners who have primary functional responsibilities in areas other than their own learning and who are fully responsible for their own support.
(xiii) Illustrate how your experience on this program applies to each of the subfactors under Factor 1 Technical Acceptability.
The evaluation of past performance information will take into account past performance information regarding subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.
If a teaming arrangement and/or joint venture is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past relevant contracts/agreements.
The Government requests the offeror send Present/Past Performance Questionnaires (Attachment L-3) to each of the Points of Contact (POC) identified in the Past Performance Volume. The POC shall submit completed questionnaires directly to the Government. Once the Present/Past Performance Questionnaires are completed by the POCs, the information contained therein shall be considered sensitive and shall not be released to the offeror.
(d) Subcontractor Consent (Attachment L-4): Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.
(e) Organizational Structure Change History: Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusions of recent past efforts and these course selections. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in the proposal volume a “roadmap” describing all changes in the organization of the company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your “roadmap” should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
(f) If an offeror has no relevant past performance history, then the offeror must affirmatively state it possess no relevant, directly related, or similar past performance.
D. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
1. Requirements of the RFP (CLINs & PWS) and government standards and regulations pertaining to the
PWS.
2. Evaluation Factors for Award in Section M of this RFP.
3. If a volume in a proposal exceeds the specified page number cited under Volume Content, the excessive pages will not be evaluated and will be removed from the proposal.
4. Format for proposal Volumes II and III shall be as follows:
(a) Each written volume of the proposal shall be separately bound and labeled in standard three ring loose-leaf binders and clearly identified on the front and side. Each volume shall contain a Table of Contents, Cross References, and the List of Tables and Drawings. Cover pages, Table of Contents, and Tabs will not be counted against the page limits. However, pages depicting tables, charts, graphs and figures will count towards the page limit. The number of copies of each volume is specified in paragraph C. Specific Instructions, above.
(b) The proposals will be 8 1/2” x 11” paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”.
(c) A page is defined as one face of a sheet of paper containing information. Two pages may be printed on one sheet of paper.
(d) All printing shall be single-spaced. Spacing characteristics are applicable to charts and graphs.
(e) Typing shall not be less than 10 pitch. Size of print is applicable to charts and graphs.
(f) Page margins shall be a minimum of 1 inch top, bottom and each side.
(g) In addition to the paper copies specified for each volume, one electronic copy of each volume of the entire offer must be submitted. The electronic version of the proposal shall be submitted in a format readable by Microsoft Office 2007 which includes software programs such as Word, Excel, or PowerPoint. For those pages of the proposal that cannot be submitted using Microsoft Office, such as the Standard Form 33, offerors shall include those pages electronically using Adobe Acrobat portable document files (.pdf) format. The Price volume shall be submitted in spreadsheet format, such as EXCEL and MS WORD for price narrative. The electronic version shall be submitted on a CD. USB flash drive, floppy disks or zip disks are not acceptable.
(h) Indicate on each CD the volume number and title. The paper copies and electronic versions shall be identical in all respects. In the event there are any discrepancies between the hard and electronic copies, the hard copies take precedence and will be used for evaluation. Ensure the electronic documents stored on the CD can be opened. Use separate files and folders to permit rapid location of all portions, including exhibits and attachments, if any. Replacement CDs will be required to update the final proposal resulting from any discussions and updates.
(i) Each volume shall be complete in itself and shall not reference information contained in other volumes. Page 1 of a volume is defined as the first page after the Table of Contents. All pages shall be numbered.
(j) Price data of any kind shall “ONLY” appear in the Price Proposal volume.
(k) Elaborate formats, bindings or color presentations are not desired or required.
