APPENDIX B
DEFINITIONS
Air Mobility Command (AMC): A major Command of the Air Force.
Alternative Delivery/Instruction: Distance learning that is not classroom based. In this contract it is narrowed to electronic delivered distance learning through interactive audio-video or internet based distance learning.
Area Director: Contractor personnel responsible for contract administration within the various areas outlined in Appendix C.
Army or Air Force Post Office/Fleet Post Office (APO/FPO): Military postal system which operates on all U.S. military installations overseas (Guam excluded). Permits entry of mail and mailing of packages into a foreign country without imposing customs charges.
Bona Fide Dependent Family Member: An individual whose relationship with the sponsor leads to benefits.
Class: Students accepted by the Contractor pursuing the same course of study under the direction of the Contractor’s instructor.
Contracting Officer (CO): A person who has authority to enter into, administer, and/or terminate contracts and make related determinations and findings. Contracts may be entered into and signed on behalf of the Government only by "Certificate of Appointment" holders. Certificate states any limitations on the scope of and authority to be exercised.
Contractor: Institution or company named in this contract with the U.S. Government.
Continental United States (CONUS): 48 contiguous states (excluding Alaska and Hawaii).
Counseling/Advisement: Assistance provided by a college counselor to aid an individual in educational planning consistent with his/her capabilities, achievements, and career goals.
Course: A number of lectures or other matter dealing with a subject. Content must be related to recognized units of study normally presented on the home campus. The Contractor must specify courses and number of credits required for award of each degree.
Curriculum: A series of courses having a unified purpose and belonging primarily to one academic field.
It will usually include certain required courses and elective courses within an established criterion. A curriculum normally covers more than one term and leads to a degree upon successful completion.
Defense Activity for Non-Tradition Education Support (DANTES): Organization that provides a variety of support services including, but not limited to, academic and non-academic tests for the military.
Department of Defense Dependents Schools (DoDDS): The Department of Defense organization responsible for providing a public school education to locally assigned school-age dependents of United States military and federal employees in overseas areas.
Distance Learning/Delivery: Courses that allow separation of teacher and learner utilizing two-way communication between teacher, the educational organization and the learner.
Education Center: A military installation facility, including office space, classrooms, laboratories and other features, that is staffed with professionally qualified personnel and used to conduct voluntary education programs.
Education Service Officer (ESO): Military or civilian individual authorized and responsible for the local adult education program. For the Navy, ESO may be referred to as Director or Education Services Specialist.
Enrollment: A person or student
Field Representative (FR): Contractor employee, with appropriate clerical skills, who works in an education center as the Contractor's representative for the institution's administration, inquiries, registration, etc.
General Education Development: A group of five subject tests which, when passed, certify that the test taker has American high school-level academic skills. Passing the GED test gives those who did not complete high school the opportunity to earn their high school equivalency credential in the United States.
States and jurisdictions award a Certificate of High School Equivalency to persons who meet the passing score requirements.
Hands-on Instruction: Instruction that provides direct and active practical experience rather than solely from lectures, books, etc.
Hybrid: A balance of distance learning, alternative learning or non-instructor based learning is used in conjunction with face-to-face classroom instruction directed learning. Also referred to as Mixed Delivery
Local Nationals: A citizen of the country where they are currently located.
Mixed Delivery: A balance of distance learning, alternative learning or non-instructor based learning is used in conjunction with face-to-face classroom instruction directed learning. Also referred to as hybrid courses.
National Test Center: Facilities that offer on-site testing services to include College Level Examination Program (CLEP), DANTES Subject Standardized Tests (DSST), Pearson VUE online examinations and certifications as well as online college examinations.
Navy College Program for Afloat College Education (NCPACE): An education program offered by the Navy on board ships, submarines and at selected shore sites. Contractor-provided academic skills instruction and college-level courses supporting degree programs are conducted in classrooms as well as through electronic delivery.
Needs Assessment: A systematic evaluation of the educational needs at an installation that forms the basis for the Education Services Plan.
Performance Work Statement (PWS): A document that describes a service in terms of output requirements and required quality level or standard of acceptable performance of those outputs.
Permanent Change of Station (PCS): Official relocation of an active duty military service member to a different duty location.
Professor/Instructor: Faculty member who performs teaching duties on a full or part-time basis (term-by-term). As defined in this contract, an individual who is fully qualified to be assigned to the home campus and teach the same subjects.

Program Director: A USPACOM based contracted individual who is responsible for the management of its institution’s contract(s).
Program Manager (PM): A government employee who is responsible for the overall management of the USPACOM Education Program.
Publicity: Information concerning the academic program that is disseminated through various on base communications media to attract public attention.
Quality Assurance Personnel (QAP): Individual designated to monitor contract compliance. Normally the individual is the ESO. Or in the Army, the evaluator is the Contracting Officer’s Representative (COR).
Services Branch Directives: Those military instructions, regulations, manual, and policy letters unique to each Service Branch that authorize and govern education services programs and related support activities. Some examples are: Marine Corps - MCO 1560.25 and 1560.26; Navy - CNET Inst. 1560.33 and 1500.45A; Air Force - AFI 36-2306; and Army - AR 621-5.
Session: an exam or test
Sponsor: Individual hired and paid by the Contractor.
Status of Forces Agreement (SOFA): The United States of America and the Republic of Korea Status of Forces Agreement which became effective 9 February 1967, and Republic of Japan Status of Forces Agreement which became effective 23 July 1960 and the agreed minutes and understandings thereto.
Temporary Duty/ (TDY): Temporary assignment of an individual on official travel orders to a teaching location(s) for a period of less than 180 days.
Term: A period of time negotiated with the Contractor during which the Contractor will conduct instruction under the conditions contained in this contract.
Third Country Nationals: Non-U.S. citizens who possess a passport from a country other than the country where they are currently located.
Traditional Classroom: Face-to-face instruction in a classroom setting.
Tuition: The amount of money charged by the educational Contractor for instruction, not including fees.
Tuition Assistance (TA): Funds provided by the Military Services to pay a percentage of the charges of an educational institution for the tuition of an active duty member of the Armed Forces enrolled in courses of study during his or her off-duty time.
Unaccompanied Officer Quarters (UOQ): On base military sleeping accommodations provided on a space available reimbursable basis to single or unaccompanied contractor personnel who are permanently assigned to the installation.
U.S. DoD Civilians: U.S. citizens who are appropriated or non appropriated fund employees under the Department of Defense (DoD).
U.S. Military Personnel: Active duty U.S. military in the Army, Air Force, Navy, or Marine Corps.
U.S. Non-DoD Personnel: U.S. citizens not affiliated with the Department of Defense. Individuals may be with other U.S. Government Departments, American companies, etc.
United States Pacific Command (USPACOM): A geographical area covering the Pacific and Indian Oceans south, west and north of Hawaii (including Alaska and Hawaii) where U.S. military installations are located.
Visiting Officer Quarters (VOQ): On base military sleeping accommodations provided on a space available reimbursable basis to certified temporary duty contract personnel when authorized on HQ PACAF/A1KE travel documents.
