Attachment 5, SOW Dual View Scanner X-Ray Check-In Baggage Specifications
3 The Roller Table requirement states "3 each – 1- meter entrance roller table; 3 each – 1 – meter exit roller table". However, there is Quantity 5 Dual View X-ray machines required. Should the Roller Table requirement be 5 each, instead of 3 each, for the entrance and exit? According to Attachment 4, Pricing Exhibit, it appears that each of the five (5) Check-In Baggage X-ray Scanners have one
(1) each 1-meter roller tables at the entrance and at the exit of the machine.
5 each 1- meter roller tables for entrance and exit.
Attachment 5, SOW 6. TRAINING 6 The requirement is stated as "Training will be held over an eight (8) hour span of two (2) days on-site, on the job user training for up to fifteen (10) employees." Is the correct number of employees 15 or 10?
10-15 employees depending on location
Attachment 5, SOW 6. TRAINING 6 It is assumed that separate Training Courses are to be provided for the Check-In Baggage X-ray system and for the Carry-On Luggage X-ray system at each site, each of duration eight (8) hour/day for two
(2) days. is this correct?
yes
Attachment 5, SOW 8. MILITARY AIRPLANE
TRANSPORTATION
7 Will the Government provide military airplane transportation to the contractor’s employees to MISAWA, YOKOTA, and MCAS IWAKUNI, in addition to Singapore and Diego Garcia?
Govt military airplane travel can only be arranged for Diego Garcia since Diego Garcia can only be accessed via US Govt Military Aircraft or US Govt Contracted aircrarft. All other locations can be access via commercial air.

Attachment 5, SOW 9 It is stated "Exit opening lower sill – 13” from floor. Will require a down sloping roller tray if height of machine is higher than 13" ".
Do you mean "if height of machine conveyor is higher than 13"?
yes
For SINGAPORE, it is stated that the TSA carry-on area is upstairs for Singapore's terminal. For the Carry-on Luggage X-ray machine, is special rigging equipment required to place the system upstairs, or is there frieght elevator access to the upstairs installation location?
Yes
Attachment 5, SOW 9 The Conveyor Height for MCAS IWAKUNI "CHECK-IN LUGGAGE Area: 29 inches" is not consistent with the "Check- in Area
Iwakuni conveyor is 29 inches. Vendor supplied platforms that raise the X-ray machine to 29 inches is acceptable
Attachment 5, SOW 9 It is stated that the Current X-ray machine – H72”xW48”. With roller trays - 186”x 48”. Does 186" x 48" represent the L x W, not H
Yes total length of machine and entrance/exit rollers
Document Question/Comment 730 AMS Response
Attachment 5, SOW 2, 9 The Check-In Baggage Specification states Conveyor height – Approx. 620mm (24.4”). APPENDIX B for YOKOTA states "Conveyor height is 24" and cannot be modified either higher or lower to meet differing X-ray Machine Conveyor heights." But it goes on to state "Machine conveyor heights greater than 29 inches are not
Yokota Conveyor height is 24 inches (+ or _ .4 inches) and cannot be modified heigher or lower than this range.
This is additional questions to the question above. WRT the upstairs area of Singapore's terminal:
1. For the Carry-on Luggage X-ray machine, is special rigging equipment required to place the system upstairs, or is there freight elevator access to the upstairs installation location?
2. What is the door opening LxWxH and what is the interior LxWxH?
3. If no elevator and the unit has to be hoisted there we would need to ascertain how to get the rigging equipment into the building, how high the hoist has to be and who is responsible for removing any fixtures and or railings to gain access?
1.) No special equipment needed. Upstairs gate/doors are level with the ground outside of them. Same situation with the bottom floor…door access is level with the ground outside.
2.) Double door opening on top floor is 73.25in x 89in. The room is a large open area where pax process customs & immigration and wait for transportation to aircraft, so confined area is not a concern as it is for our downstairs room. If we’re looking at an overt long or tall machine, just let me know and we can get dimensions of the area, but it shouldn’t be a problem for the top floor.
3.) N/A, however if a door/wall needs to be removed downstairs, as has been done in the past, we are responsible for contracting the work out.
Attachment 4, Pricing Exhibit CLINs 0001AK, 0002AK, 0003AK, 0004AK, 0005AK: TRAINING
N/A For each Training CLIN identified, we presume that Training is for both the Check-In Baggage X-ray system and for the Carry-On Luggage X-ray system. Is this correct? It is assumed that separate Training Courses are to be provided for the Check-In Baggage X-ray system and for the Carry-On Luggage X-ray system at each site, each of duration eight (8) hour/day for two (2) days. is this correct?
Yes, Training for both Check-in and Carry-on systems
Solicitation Deliveries or Performance 8 It appears that the "Ship To" addresses for all CLINs is YOKOTA AB, FUSSA SHI, JAPAN. Is this correct? Is AMC responsible for coordinating movement of CLIN assets to the respective PACAF Installation sites?
Yes
Solicitation Deliveries or Performance 8 While commercial freight can be utilized for delivery, will PACAF consider shipment via military air transport through the Air Mobility Command, Travis AFB, CA? This will likely reduce overall freight costs and simplify the customs clearance process.
Yes. We will consider Travis AFB and Paya Lebar Air Base
Solicitation Deliveries or Performance 8 Who is responsible for payment of any customs duties, import taxes, and other taxes asssociated with deliveries?
If all machines are shipped commercially to Yokota, the US Govt Tariff (duties, import taxes) Exemptions can be submitted (USFJ 380EJ forms)
Solicitation Deliveries or Performance 8 Is commercial shipping into Diego Garcia permissible, or can overseas deliveries only be accomplished via military air transport through the Air Mobility Command?
Deliveries to Diego Garcia can only be accomplished via Military Air.
