About this file
This Statement of Work describes the requirements for procuring passenger luggage x-ray machines for Air Mobility Command terminals. The contractor must provide 11 dual-view x-ray machines with a 12-month warranty and optional additional 4-year service contract. Five larger machines are required for checked baggage with minimum 1010mm tunnels and 1000mm object sizes. Six smaller machines for carry-on luggage must fit 620mm tunnels and 615mm object sizes. The machines must be on the TSA Air Cargo Screening Technology List and not grandfathered. The contractor will install the machines by August 31, 2022 at locations in Japan, Singapore, and Diego Garcia. The contractor must also provide training, technical support, preventative maintenance, and meet conveyor height and space requirements specified for each location.

1. Introduction: Air Mobility Command (AMC) requires passenger luggage x-ray machines to ensure AMC passenger service agents are not required to physically inspect/search all hand-carried items and checked luggage to meet United States Transportation Command (USTRANSCOM) and AMC passenger screening requirements. The 730th AMS intends to standardize administrative and operational infrastructure to support all AMC Passenger Terminals under the 730th AMS Area of Responsibility (AOR) (see appendix A), with the central management of passenger hand carried and checked luggage screening resources.
2. Background: 730th AMS is looking to procure 11 x-ray machines for AMC Passenger Terminals within the 730th AMS Area of Responsibility. This Statement of Work (SOW) is to provide luggage x-ray machines for AMC Passenger Terminals located within Japan, Singapore, and Diego Garcia.
3. Objectives: The objective of this project is to procure and install 11 x-ray machines and must include a standard 12-month warranty, plus an optional/additional 4 year service and warranty contract after the 12-month contract has expired. Installation and training for each location included.
3.1. The x-ray machines must be included in the mandatory Transportation Security Administration (TSA) training.
3.2. The x-ray machines shall be on the approved Air Cargo Screening Technology List (ACSTL) as qualified TSA approved security programs and must be Dual View. However, the machines cannot be on the Grandfathered list, and expiring in December 2020.

CHECK-IN
LUGGAGE
Area
Pre-Installed Check in Luggage Conveyor height is 24" and cannot be modified either higher or lower to meet differing X-ray Machine Conveyor heights. Any machine with a Conveyor height of less than 24 inches will need to be placed on a pedestal to raise the height of the X-ray Machine to 24 inches.
Machine conveyor heights greater than 29 inches are not acceptable
Pre-installed (existing) Baggage Conveyor height is 29 inches and cannot be modified. Any machine with a Conveyor height of less than 29 inches will need to be placed on a pedestal to raise the height of the X-ray Machine to 29 inches.
Machine conveyor heights greater than 29 inches are not acceptable
Singapore check-in area is a small area which is located on the first floor of the building. Machines wider than 62 inches that will not fit through the doors in our check-in area, or fit in the room where the current machine
is. The Door Dimensions are W62.5” x H80”
130”x198” length measured from bldg. exit opening to end of roller tray, and width from blue counter face to wall.
Machine is centered.
Current X-ray machine – H72”xW48” With roller trays - 186”x48” Exit opening lower sill – 13” from floor. Will require a down sloping roller tray if height of machine is higher than 13 "

TSA Carry-on Luggage Area
The physical measurements of the Misawa TSA carry-on luggage check Security area is L 21 Ft (252 inches) X W 19 Ft (228 inches).
Yokota TSA carry-on luggage and passenger screening area (L 673 in. x W 232 in.), and was designed to hold 2x smaller x-ray machines no wider than 54 inches each.
L 156" X W93" TSA carry-on area is upstairs for Singapore's terminal.
This area is open with space for differing size machines.
However, you may have issues getting machines wider than 62“into the building since the 1st floor main entry doors are only 62.5 inches wide x 80” high.
188”x 94” Length measured from wall opening to end of roller tray, and width from short wall on left to window side wall.
The opening in the wall to the carry-on baggage screening area is approx. 29 inches off the floor and would need a roller system at that height. For smaller baggage, near waist height is preferred anyway.

NOTES
Our Pre-installed check-in luggage conveyor system is 24 inches and can only be adjusted + or - .4 inches from this 24 inch height.
Singapore's TSA carry on screening area is located on the 2nd floor of the Passenger Terminal
13 inches is the ideal for our Check Baggage screening area, right behind our check in counters. The bldg. exit opening to the pallet build up area is 13 inches off the ground. The low height would be great for large checked bags and not having to lift them as high for screening.
However, the opening in the wall to the carry-on baggage screening area is approx. 29 inches off the floor and would need a roller system at that height. For smaller baggage, near waist height is preferred anyway.
