PERFORMANCE WORK STATEMENT (PWS)

FOR

CONTINGENCY TOWER BLDG. 1562 REWIRE AT YOKOTA AIR BASE

1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary to install CAT 6 network cables at Yokota Air Force Base, Japan - (B1562). The contractor shall perform replacement services in accordance with (IAW) this PWS, manufacturer standards, commercial practice and local standards. All parts and materials must be compliant with the Trade Agreement Act (TAA).

2. OBJECTIVES. The contractor shall install 366 Quad outlets and associated cabling (CAT 6 Non-Plenum) for a total of 1464 data drops. The contractor will purchase and install 4 new communication racks with lockable doors, and install power, associated grounding and anchoring. The contractor will also install, terminate and test 3 six strand single mode fiber optic cable from Rack A to B, Rack A to C and Rack A to D. The contractor will core drill between floors and provide conduits and junction boxes interlinking all the communication rooms.

3. SCOPE. Install, terminate, and test CAT 6 network cables and hardware. Hardware includes communication racks, power, anchoring and grounding. Utilize drawings (Attachments 3 through 3h) for rack, and quad outlet locations. Remove old legacy cables, and communication racks. Core drill and install conduits and junction boxes between floors.

4. REQUIREMENTS. The newly installed and existing network infrastructure shall fulfill the following requirements:

4.1. Task 1 – Install, Terminate and Label CAT 6 Network Cables.

4.1.1 Subtask 1 – Install raceway, 4 Port Gang Boxes, Patch Panel. Install new raceway, gang boxes and patch panels at predetermined locations throughout facility IAW Attachments 3 through 3h.

4.1.2 Subtask 2 – Install CAT 6 Network Cables. All cabling will be installed from the communication rack to the outlet, no splices. Install CAT 6 network cables (blue or gray), utilizing existing ladder rack (if available) and newly installed J-hooks or equivalent.

4.1.3 Subtask 3 – Terminate CAT 6 Network Cables. Terminate CAT 6 cables into gang boxes at designated locations IAW Attachments 3 through 3h. Terminate other side of CAT 6 network cables into communication rack, utilize appropriate wire management techniques. All terminations will be B-standard.

4.1.4 Subtask 4 – Label Network Cables. Label all network cables at the gang boxes and patch panel; example (Floor, Room, Drop Count) 1A 1-4. Numbering sequence shall be in numerical order at the patch panel.

4.2. Task 2 – Install communication rack, ladder rack, power and associated grounding.

4.2.1 Subtask 1 – Install communication rack. Purchase and install 4 standard (19”W X 73.5”H X 36.5”D) communication racks. Install racks as follows: 1 in the recreation room 1st (B) floor, 1 ea in the communication room on the 2nd (A) 5th (C) and 8th (D) floor. Anchor communication rack to the floor. The rack must have side panels, front and back door. Any other style of rack must be approved by the 374 CS/SCXP. Placement of the communication rack will first be approved by the 374 CS/SCXP. Install vertical and horizontal wire management inside the communication rack.

4.2.2 Subtask 2 – Ground communication rack. Ground communication rack to closest approved grounding location. Utilize 6 AWG, green coated ground wire. Utilize NO-OX on grounding lugs and connections to prevent corrosion. Ground test results will be no higher than 10 OHMS.

4.2.3 Subtask 3 – Install power to 4 communication racks. Install electrical power to communication racks from closest available power breaker panel. Specs as followed: 100-110V, 50-60 Hertz 20 AMP 515 NEMA outlet.

4.2.4 Subtask 4 – Install Ladder Rack. Install new ladder rack above communication rack. Ladder rack will be used for cable support from the junction boxes to the communication rack.

Note: Junction boxes are not required, as long as wire management is clean. Utilize firestop between floors. If using junction boxes consider a 60% fill capacity. When core drilling between floors utilize x-ray technology to avoid obstacles. X-ray technology is not required when gaining access into individual apartments.

4.3. Task 3 – Install, terminate and test single mode fiber optic cable.

4.3.1 Subtask 1 – Rack A to Rack B. Install 6 strand single mode fiber optic cable from Rack A to Rack B. Terminate cable utilizing LC type connectors. Label cable (FOCA TIE Rack A-B SM 1-6) at both termination points. Test and document results (no more than 1 DB loss).

4.3.2 Subtask 2 – Rack A to Rack C. Install 6 strand single mode fiber optic cable from Rack A to Rack C. Terminate cable utilizing LC type connectors. Label cable (FOCA TIE Rack A-C SM 1-6) at both termination points. Test and document results (no more than 1 DB loss).

4.3.3 Subtask 3 – Rack A to Rack D. Install 6 strand single mode fiber optic cable from Rack A to Rack D. Terminate cable utilizing LC type connectors. Label cable (FOCA TIE Rack A-D SM 1-6) at both termination points. Test and document results (no more than 1 DB loss).

4.4. Task 4 – Test

4.4.1 Subtask 1 – Test CAT 6 Network Cables. Test all network cables in facility and document results.

4.5. Task 5 – Building Cut Over and Legacy Cable Removal

4.5.1 Subtask 1 – Facility Cut Over. After installation acceptance. Military personnel will cut facility over.

4.5.2 Subtask 2 – Removal of legacy cables. When building is cut over the contractor will remove 90% of the old legacy cables.

5. DELIVERABLES.

4.3 Install, terminate and test single mode fiber optic cable
Test and document results (no more than 1 DB loss).

4.4 Test
All cables shall meet at a minimum a 1 Gig Xfer Rate.
Deliverable 3. Will be reviewed upon project completion. 100% inspection.
4.5 Legacy Cable Removal
90% of legacy cabling will be removed. 374 CS will mark all cables during facility cut-over.
Deliverable 4. Will be reviewed upon project completion. 100% inspection.

Project completion

Upon completion of the Task 1-4, the Site POC will schedule inspection with 374 CS/SCXP. AFTO 747 acceptance will be generated by plans work center.

6. PLACE OF PERFORMANCE. All work shall be performed in B1562. See drawing (Attachments 3 through 3h) for details.

7. PERIOD OF PERFORMANCE. All work shall be completed 6 months after date of award. However the vendor should quote their best estimate in terms of the amount of time to complete the project. The vendor shall be available for a kickoff meeting with the customer no later than two weeks after the award date. As directed by the Site POC, the contractor shall continue performance in emergency or mission essential conditions. Additionally, the contractor may be required to account for the whereabouts of their personnel should this information be requested by the Site POC.

8. INSTALLATION PLAN. The Contractor shall arrange an installation plan and schedule with the Site POC, and obtain an approval from the Site POC prior to the commencement of the work.

9. ARRANGEMENTS OF THE PERFORMANCE TIME. The contractor will coordinate all after hour work with site POC and shall do so at no additional cost to the Government.

10. HOURS OF SERVICE. The contractor’s personnel shall perform scheduled work on weekdays, Monday through Friday (exclusive of the below U.S. legal and other designated holidays), during normal duty hours, 0800 - 1630 hours unless prior arrangements have been made with the Site POCs.

11. SITE POC. The Site POCs for this contract is 374 CS/SCXP 225-9690. The contractor shall coordinate all aspects of this project with the Site POCs. Completed work shall be subject to inspection and acceptance by the Site POCs.

12. GOVERNMENT-FURNISHED EQUIPMENT (GFE)/GOVERNMENT-FURNISHED INFORMATION

(GFI). None

13. OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS.

The Contractors shall be responsible for gathering all information needed for the work to be completed. All questions shall be submitted in writing to the Contracting Officer (CO) and Contract Administrator (CA) three days prior to the site visit.

The Contractor shall have at least three (3) years of experience in construction, network cabling installation and/or maintenance and testing. At minimum, key personnel shall have a professional knowledge of communications engineering concepts, principles and practices and extensive familiarity with other engineering disciplines; knowledge of a broad range of networking standards, methods, practices, techniques, materials and equipment to ensure work is in compliance with regulations and standards, and at least 3 years of experience.

The Contractor shall be responsible for the transportation of all system equipment to the site locations. Upon request of the Contractor, the Government may provide a temporary storage. In such case, the Contractor shall be responsible for inventory and reconciliation of all shipments, which will be coordinated with and verified by a Government representative. Also the Contractor shall transport all equipment from the temporary storage area to the final destination.

The Contractor shall coordinate the site visit through the Site POC and the CO/CA. The Site POC will provide any applicable forms regarding site visits. The Contractor shall provide all necessary site visit information to the government’s Site POC (374 CS/SCXP) at least 10 days prior to any site visit. The Contractor shall coordinate all deliveries with the Site POC at least 10 days prior to delivery and provide any site visit information required for the delivery. This will ensure visit clearances can be obtained from the local Security/Visitor Control Office. Visits include, but are not limited to, meetings, surveys, testing, etc.

The Contractor shall provide a standard commercial warranty to correct possible defects in materials and workmanship. The warranty shall be provided for one years commencing at the time of final system acceptance and shall include all equipment purchased, including but not limited to, infrastructure equipment.

Inspection and Acceptance Criteria. Two inspections and acceptances will be completed. One inspection and acceptance will be completed after installation, and one after facility is cut over and legacy cables are removed.
