1. Reference Section 23 57 10.00 10 Forced hot Water Heating Systems and Section 23 05 15 Common Piping for HVAC: 23 57 10.00 10-2.4 Valves for Low Temperature Water Heating does not list ball valves. 23 05 15-2.4.1 lists ball valves conforming to MSS SP-72. However, ball valves for use with copper tubing and ball valves with threaded ends should be specified to conform to MSS SP-110, not SP-
72. Please confirm that ball valves conforming to MSS SP-110 are acceptable. This will match the previous permanent party dorm renovation projects.
A) Use ball valves where indicated. Valves conforming to MSS SP-110 are acceptable.
2. Please furnish a diagram/schematic piping drawing for coils HC-1 and PHC-1. Are both coils to be piped with 3-way control valves?
A) Included in updated sheets
3. Sheet Note 2. On drawings A-101 Thru A-104 reads, Replace all finishes in the stairwell including rubber treads, vinyl flooring and paint. Add metal handrail. There are no details or specifications for the new handrails. Please provide details and specifications for the new handrails.

4. Are asbuilt drawings showing the existing stair wells available?

5. Reference sheet M-002 Expansion Tank Schedule. ET-1 (heating glycol system) is indicated to be Amtrol model ST-452-C. The ST series thermal expansion tanks are intended for use in potable water systems. We suggest revising the selection to Amtrol model 800-L with optional seismic restraint tabs;
this is a full-acceptance bladder tank of 211 gallons capacity.
A) Amtrol 800-L with seismic restraint tabs is acceptable.
6. This is in reference to specification 230593 1.5.8 Sustainability.

7. This is in reference to specification 230593 1.5.3.1 - DALT and TAB Services to Obtain Existing Conditions. What existing equipment or systems are we taking readings on?

8. Specification Section 10 28 13, Toilet Accessories, 2.2, Accessory Items:
The accessory items indicated in paragraphs 2.2.1, 2.2.5, 2.2.6, 2.2.7, 2.2.8, 2.2.14, 2.2.15 are consistent with work being done on public toilet rooms. Room 100 Women and Room 101 Men are the only public toilet rooms in the project. Sheet A-102, First Floor Plan does not indicate any work to be done in these rooms. Sheet A-002, Finish Schedule indicates no work in these rooms. Is it the intent that Room 100 and 101 are to have the specified accessories installed?
A) Yes
9. Please provide coil piping detail for HC-01 and PHC-01.

11. Is the 1-1/2” condensate meter acceptable in a 3” condensate line? (See Detail 1 Specific Note 19 on M-601.
A) Yes. The reduced line size provides flow characteristics required for accurate measurement.
12. The flash tank in Detail 1 on M-601 is called out as an 8” Spirax Sarco (Specific Note 3). However, there are only four 50 lbs/hr steam traps piped into it according to the detail drawing. The 6” Spirax Sarco flash tank would be well more than adequate for this small amount of condensate. Would the 6” Spirax Sarco flash tank be acceptable?
A) Provide 8” as shown
13. Specific Notes 14 and 16 in Detail 1 on M-601 say to “connect to existing” steam vents. Where are we to connect to them? In the mechanical room, at the roof penetration, or somewhere else in the building?
A) Connect in the mechanical room.
14. Specific Notes 14 and 16 in Detail 1 on M-601 say to “connect to existing” steam vents. What are the sizes of the existing steam vents?

15. Section 23 00 00 1.4.3 Detail Drawings describes requirements for detailed layout drawings. Since this project is already designed, is this section required?

16. Section 23 05 15 2.2 Pipe and Fittings says to “Submit equipment and performance data for pipe and fittings…” as well as “Submit design analysis and calculations…” Since this is project is already designed, is this section required?

17. Section 23 05 15 2.3 Piping Specialties requires “performance data” and “design analysis and calculations.” Since this project is already designed, is this section required?

18. Section 23 05 15 2.6 Supporting Elements requires “equipment and performance data for the supporting elements.” Since this is project is already designed, is this section required?

19. Section 23 21 23 2.1.2 System Coordination describes requirements for detailed layout drawings and schematics. Since this project is already designed, is this section required?
A) Yes, follow specifications
20. General Notes 16 and 17 on M-601 say “All steam piping to be schedule 40 black steel.” And “All condensate piping to be schedule 80 black steel.” However, there appears to be three separate specification sections that could apply to the steam and condensate pipe: 23 05 15 2.2.1 Type BCS, Black Carbon Steel, 23 05 15 2.2.2 Type BCS-125, 125-psi Service, and 23 57 10.00 10 2.2.1 General. All of these sections conflict with each other as to what the requirements would be for the black pipe. Some of them also ask for fittings that do not exist. Based on previous projects, what I think you want is this:
Steam pipe 2-1/2 inches and larger shall be Schedule 40 black carbon steel conforming to ASTM A53/A53M, Type E (Electron Resistance Welded), Grade B with Schedule 40 butt welded fittings (ASME B16.9) and joints (ASME B31.9) or flanged joints (Class 150) conforming to ASME B16.5, welding neck to match pipe wall thickness.
Condensate pipe 2-1/2 inches and larger shall be Schedule 80 black carbon steel conforming to
ASTM A53/A53M, Type E (Electron Resistance Welded), Grade B with Schedule 80 butt welded fittings (ASME B16.9) and joints (ASME B31.9) or flanged joints (Class 150) conforming to ASME B16.5, welding neck to match pipe wall thickness.
Steam and condensate pipe 2 inches or less shall be Schedule 80 black carbon steel conforming to
ASTM A53/A53M, Type E (Electron Resistance Welded), Grade B with threaded Class 300 black malleable iron fittings (ASME B16.3) or socket weld Class 3000 forged steel fittings (ASME B16.11).
Vent piping and joint requirements shall be the same as for steam piping. Is this what you want?
A) We have clarified that only 23 57 10.00 10 is applicable for steam and condensate piping. We have adjusted those requirements based on this recommendation.
21. Section 23 05 15 3.1 Pipe Installation says to “Make final connections to equipment with unions provided every 100 feet of straight run.” Does this mean that unions need to be provided only at equipment or also in the straight runs of pipe? What services would require these unions? Are these in addition to the unions shown in the drawings?
A) Unions are required at equipment. Unions are also required every 100 ft. of straight ft. of piping. We do not believe there is 100 ft. of straight piping in this project.
22. Section 23 05 15 3.1 Pipe Installation says to “Make piping systems weld joints with backing rings.”
Backing rings are not typically used here in Alaska. Are backing rings required?
A) Backing rings are not required.
23. Section 22 00 00 1.2 Submittals under SD-03 Product Data calls for “A copy of qualified procedures and a list of names and identification symbols of qualified welders and welding operators.” Is this required for the plumbing section?
A) Yes, follow specifications
24. Sheet A-001 provides a detail with wall types. These wall types are not referenced anywhere else in the drawings. Where are these three wall types expected to be installed?
A) Wall type designations are indicated on 1/A-206, 1/A-207 and 1/A208.
25. A-201 through A-205 note 10 requires gypsum wallboard to be removed to support the installation of new window jamb reinforcement. Sheets A-209 & A-210 legend implies that all SUITES receive a new wall. Are all suites to have new wall framing and sheetrock installed?
A) Delete new wall reference on Sheets A209 and A 210
26. If all suites are to have new wall framing and sheetrock installed, what is the wall detail for this task?
A) Wall type designations are indicated on 1/A-206, 1/A-207 and 1/A208
27. JA-1 Synopsis of Work: There is no mention of fire alarm/mass notification system (FA/MNS) work but there are however FA/MNS demolition drawings. Is new fire alarm a requirement of this solicitation?
A) Yes, see specification 28 31 76
28. Specifications: 28 31 76, 3.7.2.4 a. requires as-builts in "latest version of MicroStation and DXF format". Please confirm drawings for the project need to be in MicroStation?
A) No. Dwg files are acceptable. Delete requirement for Microstation and DXF format.
29. Specifications: 28 31 76, 3.7.2.4 a. Will project drawings be provided to the successful bidder in the latest version of MicroStation and DXF format?
A) All drawings are attached to the solicitation.
30. Specifications: 28 31 76, 3.7.2.4 a. If ACAD (.dwg) drawing files are being supplied as project drawings is it acceptable to provide MicroStation (.dgn) files for the as-builts that have been converted or exported from ACAD?
A) Dwg files are acceptable. Delete requirement for Microstation and DXF format.
31. Specifications: 01 11 00, 1.3 Please verify building will not be occupied during the project period.
A) The building will not be occupied during the renovation.
32. In areas where sheetrock is not being R/R is it acceptable to have surface mounted EMT conduits for electrical, FA/MNS etc.?
A) No, raceway shall be concealed as much as possible per Specification Section 26 20 00-3.1.3. Surface raceway on CMU walls is acceptable.
33. Is wire mold type raceway acceptable for areas surface mounted conduit in the living areas (Suites, lounges, corridors, laundry, and bathrooms)?
A) No, raceway shall be concealed as much as possible per Specification Section 26 20 00-3.1.3. Surface raceway (including wire mold type) on CMU walls is acceptable.
34. Is surface mount EMT acceptable in all other areas sheetrock is not disturbed?
A) No, raceway shall be concealed as much as possible per Specification Section 26 20 00-3.1.3. Surface raceway on CMU walls is acceptable.
35. A-002 finish schedule does not call out any acoustical ceiling tile. A-207 through A-201: Are the existing acoustical ceiling tiles and grid being removed and replaced?
A) Sheet A-207, Detail 2: In Rooms 121, 122, 123, 124 Remove existing suspended ceilings and replace with 09 51 00 Acoustic Ceiling Tile 2’x4’. In Room 102 existing suspended ceiling system is existing to remain. Remove portion of ceiling at areas created by walls at grids 2 and 4.
36. A-102 through A-104 note 1 requires replacement of “finishes in corridors, common use rooms including…acoustic tile ceiling.” The kitchen and bathroom appear to be common use rooms within the suites. Drawings A201-A205 “…Typical reflected ceiling plan” illustrate these ceilings to be gypsum wallboard. What is the ceiling finish for in the common use rooms in the suites?
A) We did not interpret anything within a suite to be a common use. Finish for gypsum wallboard ceilings is paint.
37. Specifications 02 31 00 Part 3.1.4-3.1.4.2: are demolition specifications for roofing, temporary roofing, and reroofing. The project drawings do not illustrate replacement of the roof. Is the roof to be replace as a part of this solicitation?
A) Delete references to roofing. There is no new roofing in this project.
38. Specifications 0157 19 3.2.1.1 states a Storm Water Pollution Prevention Plan (SWPPP) is required.
ADEC requires this if there is greater than 1 acre of ground disturbance. This is not anticipated for the scope of this project. Is a SWPPP still required?
A) Spec 01 57 19 1.7.5 states “NOTE: A SWPPP is not required unless the project, including office trailer and staging area, parking, etc., will disturb an area equal to at least one (1) acre.” Contractor needs to figure out if they are going to disturb at least one acre and if so then SWPPP if required if not then no.
39. JA-1 Synopsis of Work states “architectural scope of this project is to repair and patch existing exterior paint…” Is this repair and patch at the window and door replacement locations only?
A) Spec 09 90 00
40. The specifications for hollow metal doors and frames says to grout the frames of exterior doors.
Typically, frames that are to be grouted are welded instead of knock down. Please confirm that the frames for the exterior doors should be welded.
A) Confirmed, exterior frames shall be welded.
41. Sheet note 2 on A-101 through A-104 says to add metal handrail at the stairs. However, the drawings do include a detail for these railings or what kind of railing is required. Please provide a detail for the stair railing.
A) See SKA 01
42. In the door schedule on A-001, there are multiple existing doors which have been assigned a hardware group but are not noted to receive new hardware. Please verify that we are to provide new hardware for all doors listed on the door schedule.
A) New hardware is required as listed in the Hardware Group column. See also the Remarks column indicated “New Hardware in Existing Door”.
43. Please provide a window treatment schedule.
A) See specification 12 21 00
44. Is there an elevator at the building?
A) No
45. Do we need to pay for the Wide Area Work Flow software?
A) No, it is a web-based program that contractors will need to register as a vendor at https://wawf.eb.mil
46. Are we to provide construction cores and keys for all doors (both interior and exterior)?
A) Only the exterior doors. This will be completed once the building is turned over to the contractor and the base locksmith is present.
47. In spec section 08 39 53 for the blast resistant doors, section 2.4 says to provide trolley tracks as indicated on the drawings. Since the drawings do not provide a detail for the trolley tracks, please confirm that a trolley is not required for the blast resistant doors.
A) Confirmed, the Trolley Tracks are not required for the blast resistant doors.
48. Detail 1 on sheet A-501 says to provide new flashing at the head and sill of the new aluminum windows per Specification 08 51 13. However, 08 51 13 does not provide requirements for the sheet metal flashing. Please provide a specification for the sheet metal flashing for this project.
A) Add paragraph 2.2.11 to Spec Section 08 51 13 as follows:
2.2.11 – Flashing Aluminum Sheet: ASTM B209, alloy as standard with manufacturer for finish required, with temper a required to suit forming operations and performance required with smooth finish.
Color Anodic Finish, Coil Coated: AAMA 611, AA-M12C22A42/A44, Class I, 0.018 mm or thicker.
Concealed Finish: Pretreat with manufacturer's standard white or light-colored acrylic or polyester backer finish, consisting of prime coat and wash coat with minimum total dry film thickness of 0.5 mil (0.013 mm).
Aluminum Flashing Counterflashing – 0.032-inch-thick material Aluminum Reglet – 0.024-inch-thick material
49. The firestop penetration detail 3 on sheet A-001 calls for 2-7/8” mineral wool insulation around penetrations through the V3 wall types. The typical wall type detail for the V3 walls does not call for mineral wool insulation in the stud cavities. Please confirm that mineral wool will only be required around penetrations through V3 walls.
A) Confirmed, Firestop Penetration Detail 3/A-001 is required only at 1 Hour Fire Rated Walls - V3.
50. Demolition note 10 for the suites says to demo metal studs, ceiling track, and gyp in order to install the steel reinforcement channels at the windows. This note would indicate that the extent of the demolition is only to expose enough area that will enable us to install the channels which is also indicated by the area hatched in the typical interior elevation 1 on sheet A-301. However, the reflected ceiling plans on sheets A-209 and A-210 hatch the suite ceilings as new walls. Please verify if we are to replace the wall and ceiling finishes around the new windows or if we are to provide a completely new hard lid including metal framing and ceiling tracks.
A) The scope at the units is to remove as much ceiling as necessary to accommodate work at new window reinforcement. Patch disturbed parts of the ceiling throughout including holes left by removing the electrical fixtures.
51. Please provide the wall type for Suite E on sheet A-205.
A) Spec 09 29 00
52. Please provide the voltage and horsepower of the existing fire pumps and controllers.
A) 2 @ 30HP based upon June 11, 2012 nameplate. 81.9A, 208V, 3phase.
53. Will the fire pump controllers require a transfer switch?
A) No, since these are electric pump sets.
54. Please confirm that the bid bond is waived for this project.
A) The Bid Bond is waived, however we are requesting that the bid is valid through 31 December 2019.
55. Please advise what the insurance limits are for this project as the solicitation documents only reference FAR Clause 52.228-5.
A) CONS) REQUIRED INSURANCE (IAW FAR 28.306(b)) Reference FAR 52.228-5, the Contractor shall, at its own expense, procure and thereafter maintain the following kinds of insurance with respect to performance under the contract:
a. Workers' compensation and employer's liability Insurance: $100,000 per person.
b. General liability: $500,000 per occurrence.
c. Automobile liability: $200,000 per person and $500,000 per occurrence for bodily injury and $20,000per occurrence for property damage.
56. Please specify the finish of the kitchen equipment for the dorm suites.

60. Please confirm that steel reinforcements angles will not be required for the windows marked with key note 3 on sheet S-201.
A) Confirmed windows marked with key note 3 on S-201 are located in reinforced concrete walls that have the capacity to resist the forces from the blast windows. Additional steel reinforcement of these jambs is not required.
61. Specification 01 45 35 noted that there a Special Inspections Schedule provided in the specifications but was not included. Please provide a Special Inspections Schedule for this project.
A) The schedule of special inspections is located on sheet S-002 in the structural drawings.
62. The Finish Schedule on sheet A-002 says that there is no work for Office 102. However, the reflected ceiling plan detail 2 on sheet A-207 seems to indicate that a new acoustical ceiling tile is required. Please verify whether we are to provide a new ceiling for Office 102.
A) Sheet A-207, Detail 2: In Rooms 121, 122, 123, 124 Remove existing suspended ceilings and replace with 09 51 00 Acoustic Ceiling Tile 2’x4’. In Room 102 existing suspended ceiling system is existing to remain. Remove portion of ceiling at areas created by walls at grids 2 and 4.
63. Please provide a specification for the batt insulation and vapor retarder.
A) Provided Section 07 21 16
64. On drawing A-501, detail 1 shows the new wall section at the exterior windows. At the head and the sill of the window opening, it shows new LVL lumber with the note, “061000 LL 12”. The specifications do not include section 061000 – Rough Carpentry. Is the LVL material required to be pressure treated? Please provide speciation’s for Rough Carpentry.
A) LVL is a structural component. Reference structural sheet S-001 / STRUCTURAL WOOD NOTES and S-501 Details 5 &6. Specification Section 06 10 00 Rough Framing not provided.
65. On drawing A-501, detail 1 shows the new wall section at the exterior windows. Above and below the window opening, it shows new 6” Mtl. Stud framing, batt insulation and vapor barrier. The project specifications do not include sections for metal stud framing, insulation or vapor barrier. What is the required gage and section properties for the metal studs? What is the required R value for the batt insulation? What is the required thickness and perm rating for the vapor barrier? Please provide specifications for these items.

66. On drawing A-501, detail 1 shows the new wall section at the exterior windows. At the window sill and head, it shows “085113 Flashing”. Specification section 085113 is for Aluminum Windows. This section does not list any specifications for flashings. Please provide specifications for the window flashings.

67. On drawing A-501, detail 1 shows the new wall section at the exterior windows. This detail shows new LVL lumber and metal flashing at the window head and sill. The drawings do not show a detail at the new window jambs. Does the LVL material and flashings also occur at the window opening jambs? Please provide a detail that shows the construction at the window jambs.
A) A) LVL is a structural component. Reference structural sheet S-001 / STRUCTURAL WOOD NOTES and S-501 Details 5 &6. Specification Section 06 10 00 Rough Framing not provided.
68. On drawing A-401, at the South Elevation these is a bay of three windows that are not identified. It appears that these three windows should be a Type A. Is this correct?

69. On drawing A-001, the wall types shown all call for “292900 5/8” Gypsum Wallboard”. The specifications do not include a section 292900. Please clarify.

70. On drawing H-03A sample 27 in the asbestos sampling table 3 indicates Grey wallboard at 18%--the color and asbestos content would indicate that this material is likely CAB (cement asbestos board) during the site visit CAB was not evident. Is this material under sheetrock? What is the anticipated quantity of this grey wallboard material as it was not evident during the site inspection? Is the sample collection sheets or survey available for contractor review?
A) The material is painted CAB and was observed the length of the exterior wall (plan west) from the lounge wall (plan north) to the 90 degree turn in the exterior wall (plan south). Contractor’s Work Plan shall identify the Contractor’s approach to the work in this area and how much, if any, of this material will be disturbed during execution of the project. A snip from the laboratory report is shown below. No other data is available for review.
71. The specification for the card readers in Div 08 71 00 instructs the contractor to ‘coordinate access control hardware with corresponding devices and systems specified in Division 28 Electronic Security Systems’. Division 28 31 76 includes Fire Alarm and Mass Notification and does not contain a specification on Security Systems. It is the only specification in Division 28. On the drawings, there is a ‘CR’ on sheet T-134 in two locations, however they appear in multiple hardware groups while none were noted as existing at the site visit. Please confirm: Are upgraded door access cards required? If so please provide specifications, installation details, product data, and interface with other systems.
A) Delete sentence in 08 71 00 “coordinate access control hardware with corresponding devices and systems specified in Division 28 Electronic Security Systems”.
72. On drawings A-201 through A205, the Suite demolition plans do not indicate the removal of all existing shelving and rods in the bedroom closets. Is this required?

73. On drawing A-002, the finish schedule shows room 102 – Office, as having No Work. The finish schedule also shows room 121 – Lounge, as having new acoustical ceiling. On drawing A-207, the reflected ceiling plan shows the acoustical ceiling for Lounge 121 and office 102 as the same. Is the acoustical ceiling for Office 102 existing to remain or is it new?

74. On drawing A-101, it shows new Hall 022. On drawing A-002, the finish schedule does not list room

75. On drawing A-002, the finish schedule shows room 102 – Office, as having “No Work”. On drawing A-207, it shows new walls located at two corners of the room. Is the existing carpeting to remain and be removed and reinstalled around these new walls? Is the existing acoustical ceiling to remain and be removed and reinstalled around these new walls?

76. On drawing A-207, the Lounge Suite Floor Plan shows infilling two existing windows with CMU on grid line A, at grids 2 and 4. On drawing S-201, the North elevation shows these two windows, but does not show them as being infilled. Please clarify.

77. On drawing A-207, the Lounge Suite Floor Plan shows infilling on existing window with CMU on grid line 2 near grid line A. However, on drawing S-201, the West wall elevation shows this window as being replaced with a new window and the opening reinforced per detail 6/S-501. Please clarify.

79. On drawings A-101 through A-104, sheet note 2 includes the following, “Add Metal Handrail”. It was noted at the building walk thru that the stairs have existing metal handrails. Please clarify.
A) The building has existing Guardrails that are segmented and not Handrails as defined by the IBC.
Handrails are continuous and graspable without interruption.
80. Specification section 101400.20 – Interior Signage, describes the requirements for interior signage. The drawings and specifications do not include a signage schedule to describe the sign, type and location for all interior signage. During the project walk thru, it was observed that interior signage currently exists for each room. The project drawings do not specify the removal of the existing signage. Is the existing signage to be removed and replaced with new, or is it to remain in place?
A) It is assumed that removing and salvaging and reinstalling the signs is not possible due to the adhesion and the probable breaking of the signs. See revised sheets A-101 through A-104 sheet note 7.

87. Finish schedule only calls out Suites A and B - are all suites being renovated?
A) In the finish schedule, it has Bedroom A and B not Suites A and B. The schedule does not call out Suites individually. All Suites are to be renovated.
88. Finish schedule calls out vinyl in laundry rooms but there is not a section in the specs for this product.
A) Please look at Specification 09 65 00
89. Wall base finish schedule calls out 4" and 6" cove but the specs only list 6" - is the finish schedule correct?

90. There is a set of narrower stairs that continue to the roof, do those need to be covered as well?
A) No, these stairs provide access to the mechanical room and roof.
