Questions and Answers

Q1: Which standard will the UL Master Label Certificate be issued to? Three standards are called out in the bid documents.

A1: Reference UFC 3-575-01 to provide a LPS in accordance with NFPA 780 criteria using components manufactured in accordance with UL 96. The LPS shall be inspected and certified by a commercial, third-party inspector whose sole work is lightning protection in accordance with AFI 32-1065 and NFPA 780, in that priority order.

Q2: The galvanic incompatibilities located upon the structures (copper installed upon less noble metals) do not meet the Lightning Protection materials requirements to prevent accelerated corrosion. Please clarify that the galvanically dissimilar materials will need to be corrected where present on the project. If this is not addressed a fully compliant system will not occur. The drawings do not appear to identify this significant issue.

A2: Yes, all galvanically dissimilar materials must be corrected where present on any facility being repaired.

Q3: Will the UL Master label be required only for B1324, B1326, B4371?

A3: Correct, a UL Certificate does not need to be issued for the buildings on receiving surge protection upgrades, but shall be inspected by a third-party.

Q4: Will there be scheduled and unscheduled periods of work stoppages due to munitions testing or other munitions activities?

A4: The work schedule will have to be tightly coordinated through the Contracting Officer with the Project

Manager to capture a time where access to occupied aircraft hangars, munitions processing facilities, etc. can occur with no work stoppages for a pre-determined period of time. As is the nature of military operations, mission needs may change and dictate a temporary work stoppage.

Q5: If contaminated soil is encountered, will there be a not to exceed limit of cubic yards of excavation?

A5: All buildings are located outside of areas of known contamination, so use of the base Generic SAP is authorized. If contaminated soil is encountered, there will be no requirement to chase contamination beyond the limits of the excavation required for the project.

Q6: Will any of the buildings require escorts?

A6: Each building is currently planned to have a free zone waiver approved granting unescorted contractor access to a particular haul route and facility. Scheduling issues may lead to an escort requirement.

Building 1300:

Q7: Does existing grounding on roof get replaced? If so, what are the points of demarcation?

A7: Provide new grounding conductors as required to complete the connection of the Radio Frequency

Surge Protection Device’s to the building grounding system. Existing grounding may be used where complete, in good condition, and properly supported and secured.

Building 1324:

Q8: Do existing door frames and other existing metalwork of the building get rebonded to the new ground ring with new copper conductor?

A8: If the existing grounds on door frames and other existing metalwork are in good condition and can be bonded to the new ground ring, it doesn’t need to be replaced; otherwise, replace as needed.

Q9: Can existing ground ring be abandoned in place and the new grid ring bonded to the old, eliminating the need to rebond the existing metalwork of the building?

A9: As long as the continuity of all bonds is under 1 ohm and meets NFPA 780, then you can bond the hold ground ring to the new one to eliminate bonding to the metalwork of the building.

Q10: Does the building need to be bonded to the ground ring?

A10: Yes, the building needs to be bonded to the ground ring.

Q11: How thick is the asphalt?

A11: As-builts are unclear on pavement thickness. Base standard is to estimate between 3 and 6 inches thick.

Building 1326:

Q12: Drawings only call out bollards by tank to be bonded. Do all the bollards on site need to be bonded to ground ring?

A12: Yes, any bollards, fencing, or other structures within the side flash boundaries must be bonded to the ground ring.

Q13: Does the fire hydrant need to be bonded to the ground ring?

A13: Yes, if it meets the side flash requirements in NFPA 780.

Q14: Does the building need to be bonded to the ground ring?

A14: Yes, the building needs to be bonded to the ground ring.

Q15: At site walk, we were unable to drive up to the building. During construction, will we will able to drive up to the building? Or will we be required to walk to the building from the perimeter secured gate?

A15: If schedule is properly coordinated through the Contracting Officer with the project manager, arrangements can be made to perform work during non-operational periods to allow drive up access through either the front or back gate as determined by the facility users. If scheduling issues prevent ability to perform work during non-operational periods, contractor will have to erect barriers to cordon themselves off from munitions access

Building 1338:

Q16: Note states to ‘verify antenna is still in operation’. If antenna is not in operation, does Contractor just leave as is? Demo it?

A16: Leave it as is if not in operation.
