LIGHTNING & SURGE PROTECTION
EIELSON AFB, ALASKA QUESTIONS AND ANSWERS #2

Questions and Answers
Q1. It appears all of these buildings are to be protected with Lightning and Surge protection. I can derive the information for the Lightning Protection on buildings # 1324, 1326, and 4371 because there is an existing plan. There is not enough information in the drawings to work on a design for the other 5 buildings Lightning Protection without Architectural drawings elevations and rooftop plans. Because of the specification requirements for a UL Master Label on the Lighting Protection System, this information is necessary to provide a compliant “as specified” qualified bid proposal. Can you please send me the
Architectural drawing information or perhaps connect me to the person who may have these details?
A1. There is no existing plan for those buildings because they meet the intent of AFMAN 91-201 para. 5.25.4 and NFPA 780 sect. A.8.3.1. Reference the attached for additional guidance.

SUBJECT: Lightning Protection System (LPS), Eielson Protective Aircraft Shelters (PAS)
1. Buildings 1300 and 1340 are constructed of similar material and design as buildings cited in
November 1 Memorandum for Record (MFR). This MFR established that buildings which are steel structures fabricated with steel roofs, walls and structural members greater than 3/16” thick provide lightning protection IAW NFPA 780. Field resistance readings were taken to verify the steel structure is bonded IAW AFI32-1065 December 2015 section A3.7. All readings were below 1 ohm as required. Records are maintained in the electric shop.

SUBJECT: Lightning Protection System (LPS), Eielson Protective Aircraft Shelters (PAS)
1. Lightning protection for buildings 1227, 1228, 1335 and 1338 is provided by existing metallic structural elements that are connected to underground ground grid.
2. Air Traffic System Evaluation Report, Eielson AFB, AK 03 Aug-12 Aug04: AF SII (02- PAEI-004) stated that Civil Engineering was not current with installation and maintenance of Lightning Protection Systems (LPS). To address this finding, Air Force form 332s were written in 2004 to correct suspected deficiencies including installation of LPS for buildings 1227, 1228, 1335 and 1338. These buildings are included in Explosive Safety Quantity Distance Clearance Zones map (Tab D-8) and have been classified as protective air shelters. These buildings are steel structures fabricated with steel roofs, walls and structural members greater than 3/16” thick.
Both building 1227 and 1228 grounding plans have Note 1 which states “Grounding Electrode System (GES) made from concrete encased electrode (see specification 03200) and building steel. Building steel shall be connected to concrete encased electrode by connecting each perimeter steel column to it with a bonding jumper”. Grounding drawings for buildings 1227 and 1228 are attached as Tab 1. Building 1335 and 1338 clearly show attachment of structural steel columns to underfloor ground grid. These drawings are attached as Tab 2.
3. Per AFMAN 91-201, January 2011 Section 5.25 Lightning Protection System Exceptions, Paragraph 5.25.4. “An ‘integral’ LPS is not required for an all-metal building that has been shown to meet the additional criteria of a ‘metallic cage’ system, as both are defined in NFPA
780. This exception must be approved by AFSC/SEW prior to operational use of the building in this configuration”.
4. NFPA 780 (2014) Annex, A.8.3.1 defines a metallic cage as follows (taken verbatim):
“A.8.3.1 The best method to protect extremely sensitive operations from all sources of electromagnetic radiation is to enclose the operations or facility inside a metallic (“Faraday-Like”) cage. A metallic (“Faraday-Like”) cage is an enclosure composed of a continuous grid of conductors, such that the voltage between any two points inside the enclosure is zero when immersed in an electrostatic field. A metallic cage or Faraday shield lightning protection system is one where the protected volume is enclosed by a heavy metal screen (i.e., similar to a birdcage) or continuous metallic structure with all metallic penetrations bonded. The lightning current flows on the exterior of the structure, not through the interior. A (“Faraday-Like”) shield (which is not an ideal Faraday cage) is formed by a continuous conductive matrix that is properly bonded and grounded.
A freestanding structure that is determined by the Authority Having Jurisdiction (AHJ) to be a metallic cage or "Faraday-Like” shield might not require either grounding systems or strike termination devices. Use of a strike termination system on these structures provided a preferred attachment point for lightning and could prevent structural damage, such as concrete spall, from direct lightning attachment.
The intent of this type of structure is to prevent the penetration of lightning current and related electromagnetic field into the object to be protected and prevent dangerous thermal and electrodynamics effects of current as well as dangerous over voltages for electrical and electronic systems. Effective lightning protection is similarly provided by metallic structures such as those formed by the steel arch or the reinforcing steel in the walls and floors of earth-covered magazines (also referred to as bunkers, huts, or igloos) if the steel reinforcement is bonded together and it meets the bonding resistance of 8.9.7.1.”
5. Field resistance readings were taken to verify the steel structure is bonded IAW AFI32-1065 December 2015 section A3.7. All readings must be 1 ohm or less. Ohm readings are attached as Tab 3.
6. Per AFMAN 91-201 paragraph 5.23.5, AFI32-1065 paragraph 15.1 and NFPA paragraphs 780 8.1.4 and 4.18 surge protection shall be installed on all incoming power and communications systems.
7. All documents researched allow for the use of metallic cage as lightning protection system.
Recommend removal of integral air terminal lightning protection system designed for buildings 1227, 1228, 1335 and 1338 in 65% drawings for project FTQW 06-1002A. Recommend retaining surge protection for these buildings per design.
