SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

SABER Q&A 2

FA5004-16-R-C003 QUESTIONS AND ANSWERS 2

Q1. On RFP page 14, the Clause 52.216-19 Order Limitations section seems to indicate that the T.O. ceiling may be $4M, but the table showing minimum and maximum Delivery/Task Order values shown on RFP page 7 indicates that the size range is $2,000 - $1,000,000. Is the maximum Task Order value $1,000,000?

A1. Yes. However, the intent of the SABER IDIQ constraints is to comply with 10 U.S.C. § 2805 Unspecified Minor Construction, as cited in Chapter 3 of the AFFARS Air Force Contracting Construction Guide. The maximum order amount of $4,000,000.00 has been established due to the structure of the clause at FAR 52.216-19, specfically subparagraph (b)(3). The Government may wish to make a series of orders that together may exceed a $1,000,000.00 limitation in subparagraph (b)(1) or (2) of the clause if projects are intended solely to correct a deficiency that is life-threatening, health-threatening, or safety-threatening, which may have an approved cost equal to or less than $4,000,000.00.

Q2. Please clarify how many copies of the proposal are required. It appears to be one original and one copy, both in electronic format. This would indicate that no hardcopy binder is required. Is that correct?

A2. One (1) original and one (1) copy of the entire proposal, both required in electronic format on compact disc

(CD).

Q3. Does the biannual intermediate training, such as the training that is offered in the middle of the option year, have to be performed on site by a Gordian representative similar to the training that is specified for the kickoff of the contract?

A3. Yes.

Q4. Section L instructions for Part III are to “Provide information for no more than three (3) of the most relevant contracts performed for any customer in the past three (3) years.” Section M instructions for Past Performance say that “1. Recent past performance information includes contracts performed and/or being performed for any customer within the last three (3) years from the issuance date of the solicitation.” and that “2. Relevant contracts performance effort involved similar scope, magnitude of effort, and complexities to that required by this solicitation.” It is not clear whether offerors are allowed or expected to submit entire IDIQ contracts (e.g., JOCs and SABERs) as the Past Performance “contracts”, or whether the “contracts” for which we are providing past performance information have to be individual task orders or single-project contracts. Please clarify what qualifies as a “contract” for the Past Performance Proposal (Part III).

A4. Offerors may submit past performance information on IDIQ contracts as stand-alone documents (e.g.

PPW/PPQ for the IDIQ itself, PPW/PPQ for task order 0001 PPW/PPQ and for task order 0002 would meet the three (3) contract limit in Section L)

FA5004-16-R-C003

Q5. Will the CTC updates each option year affect unit pricing or will line items also change (additions, deletions or changes to the approach of work)?

A5. The CTC will be a living document for the life of the contract. It is unknown which line items/pricing will be affected. Offerors shall review and analyze the Division 00 Adjustment Factors of the eGordian® Construction Task Catalog® (CTC) to accurately establish coefficients for their offer (e.g. The Adjustment Factors Include:

Business Costs: Business risks such as the risk of a lower than expected volume of work, smaller than anticipated Job Orders, poor Subcontractor performance, and inflation or material cost fluctuations.)

Q6. Will the Big Notes remain unchanged through the life of the contract?

A6. Yes. Division 00 Adjustment Factors (aka The Big Note) of the eGordian® Construction Task Catalog® (CTC) in JA-10 of Amendment 1 to this solicitation, used to establish proposed coefficients, will remain unchanged through the life of the contract.

Q7. Is electronic access to the eGordian system (CTC and proposal web service) available during the proposal period to allow for comprehensive cost analysis of the 4,866 pages of the CTC?

A7. Please refer to JA-03 Statement of Work, paragraph 6.1.5.
