SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

SABER Q&A 1

FA5004-16-R-C003 QUESTIONS AND ANSWERS 1

Q1. Will IDIQ experience be considered more relevant if performed in Climate Zone 7 or 8, as defined by ASNI/ASHRAE Standard 169 Climate Zone Map for the United States?

A1. Reference Section M, paragraph A (continued on page 36) Note: In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. This includes, but is not limited to, experience with JOC or SABER contracts, management of multiple trades and subcontractors, management of multiple concurrent construction projects, and experience working in arctic conditions.

Q2. Reference Section L, Para B.2.(b); “Proposed coefficients shall be inclusive of all Division 00 Adjustment Factors of the eGordian Construction Task Catalog (CTC) including, but not limited to, overhead, profit, subcontractor overhead and profit, taxes, etc. Offerors shall review and analyze the Division 00 Adjustment Factors of the eGordian Construction Task Catalog (CTC) to accurately establish coefficients for their offer”. As this contract is no longer based on the RSMeans pricing guide, please provide a copy of the referenced eGordian Construction Task Catalog (CTC) referenced in above paragraph.

A2. The CTC is provided at attachment JA-10.

Q3. Reference Section L, Para B.2.3 Past Performance, As this contract is now based on pricing from the eGordian Construction Task Catalog (CTC) and is no longer based on the RSMeans pricing guides, is it more favorable to submit past performance projects on contracts that have used the eGordian Construction Task Catalog (CTC) in lieu of RSMeans pricing? As the pricing in these two guides are vastly different in task breakdowns and pricing.

A3. No.

Q4. Reference Section L, Para B.2.3 Past Performance, if we have projects with completed CCAS/CPARS evaluations, can these be submitted in lieu of PPQs?

A4. No. However, if PPQs are not received for the contracts listed on the submitted Past Performance Worksheets (JA-04) for each of the recent past performance information reviewed, the performance quality of work will still be assessed in accordance with Section M, paragraph A.3. (ii) the evaluation ratings in databases to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; (iii) the Defense Contract Management Agency; and (iv) interviews with Program Managers, Contracting Officers, and Fee Determining Officials in accordance with Section M.

Q5. Reference Section L, Para B.2.3 Past Performance, if we have previously completed PPQs evaluations for other solicitations, can these be submitted in lieu attachment JA-06?

A5. No. Completion and submission of JA-06 is required.

Q6. Reference Section L, Para D, General Information; Can arrangements be made for base access to hand delivery our proposal?

A6. Yes. Base access request must be made through TSgt Jeremy Hemington via email at jeremy.hemington@us.af.mil or by calling 907-377-1406, not later than 12:00 p.m. on 16 August 2016.

Q7. Reference attachment JA-03, Para 6.1.5; “Contractor shall be responsible for bearing all costs associated with procurement and access to The Gordian Group’s SABER system (“Gordian SABER System”) for EAFB. As the eGordian program is web based, does this statement mean that the contractor is responsible to ensure the government has internet access with band width necessary to properly access and run the eGordian program?

A7. No. The Government has internet capability.

Q8. Reference attachment JA-03, Para 6.1.5; “and biannual training for EAFB and contractor staff” The requirement for training twice a year seems excessive and is very expensive, recommend the Air Force reconsider this requirement and change the requirement to once a year after the option year is issued.

A8. Due to the consistent turnover of Government contract personnel, the requirement will remain biannual.

Q9. Reference attachment JA-03, Para 6.1.6; Suggest requirement for biannual training be changed to annual.

A9. Due to the consistent turnover of Government contract personnel, the requirement will remain biannual.

Q10. Reference Section L, Para B.2. Price Proposal; this contract requires the use of line item pricing from the eGordian Construction Task Catalog (CTC) unlike the previous contract which was based on RSmeans pricing guides. The task catalog (CTC) is not commercially available, unlike the RSmeans pricing guides. Based on our past experience pricing in RSmeans is vastly different than the pricing in eGordian Construction Task Catalogs (CTC). Please provide a copy of the eGordian Construction Task Catalog (CTC) for pricing or our coefficient.

A10. The CTC is provided at attachment JA-10.

Q11. Reference FA5004-16-R-C003_SABER_Solicitation page 32, C. 4. (a) “The number of copies of each part is specified in paragraph B, Specific Instructions, above.” Please clarify copy requirements as we cannot find them in the indicated section.

A11. Reference SF1442 Block 13, Paragraph A submit original and one (1) copy of the offer. Only one (1) version of each Part with their specified documents is required within the original offer and copy thereof.

Q12. What are the page limits on the three parts of this RFP proposal?

A12. Part I – No page limits apply, but do not submit any other documents or information in this Part other than what is required in accordance with Section L.
