SUBJECT: FA5000-19-QA072: Weapons Rack System RFQ Questions and Answers

1. 1. The purpose of this memorandum is to document the questions and answers (Q&A) for RFQ FA5000-19-QA072, Weapons Rack System. Below are the Q&As as follows:

Q1: Would you accept different size cabinets, as long as the number of weapons specified are able to be securely stored?

A1: Yes we would accept different size cabinets as long as the number of weapons aren’t affected and the spacing available in the armory isn’t reduced.

Q2: Is there any plan for the government to abate the asbestos in the floor tiles prior to the installation of the systems?

A2: No there isn’t

Q3: If no abatement is planned, there are other measures (such as containment/wet drilling) that will be required to prevent exposure to personnel working on the system. Will the government be willing to participate in these requirements?

Q3: Vendors will be required to accomplish containment/wet drilling

Q4: Is the rubber flooring cover the responsibility of the vendor?

A4: Yes it is.

Q5: Based on the dimensions provided and weapons listed, there is not no way to make everything fit without allowing the weapons to be inverted and staggered. Please clarify.

A5: Weapons should not be inverted. M4s and M9s/M18s stored in the same rack may be staggered to accommodate both weapon systems, meaning M9/M18s (Ex: 20 M9s) are stored in between M4s (Ex: 20 M4s) in the same rack.

Q6: Please confirm the required mode of operation. Manual, manual assist, or powered?

A6: We prefer manual assisted.

Q7: Please provide information on logistics. Is there a loading dock? What is the path of travel of material? What floor is the project located on? And/or any other information required to provide a fully compliant solicitation response.

A7: There is no loading dock located in the building where the rack system will be installed. The armory is located in the basement and the easiest access point to the basement to avoid stairs is located on the left/northwest side of the building. There is an access point with one flight of stairs that leads directly to the armory, which is located on the back/northeast side of the building with an area to pull up a vehicle. The floor is constructed of a slab of concrete covered by vinyl like tiling.

Q8: Please clarify maximum overall system height. “Weapon racks must be 83” tall, 30” wide, 15” Deep capable of storing of 28 M4 weapon systems and 28 M9 weapon systems in each cage.

Attached to the mobile carrier system it shall not exceed a height of 83”.”

A8: Due to ceiling height restriction the weapon rack system including the mobile carrier system cannot exceed a height of 83”

Q9: Are NFPA regulations in effect for this project? Industry standard is 18” below sprinkler heads.

A9: There are no sprinkler heads located in the armory.

Q10: Please confirm we are to supply stamped seismic calculations from a licensed engineer of Alaska.

A10: Yes a stamped seismic calculations is required.

*We will post another amendment to update additional questions that are still pending.
