FA5000-19-Q-0010 Amendment 9
5-Ton ECU
1. The purpose of this amendment is to revise the salient characteristics (see Attachment 1 Pricing Schedule Amendment 9), re-address and clarify all questions and answers posted on FBO.gov in response to solicitation FA5000-19-Q-0010 based on the revised salient characteristics, and extend the due date for questions and solicitation close date.
2. Questions posted on 20 December 2018 under the package titled “Correct Q&A”:
Q1: What are the maximum allowable dimensions of an “Or Equal” ECU?
A1: Brand Name or Equal is no longer required. Maximum dimensions are 52”w x 42d”x 33”l Q2:
ECU with the ability to nest on top of other ECUs and be locked together during storage and shipment. Will you require the “or equal” ECU to be able to do the same?
A2: Brand Name or Equal is no longer required, however, ECUs must be stackable and able to lock together.
Q3: AKS (AK-ECU-5T) has the below features. Is an “Or Equal” ECU required to have any of the following features:
i. Scroll compressor
ii. Hot-gas, by pass valve
iii. Micro channel condenser coil
iv. Phase rotation monitor
v. Removable legs
vi. Drain hose
vii. Certificate from nationally accredited testing lab for UL 1995 and CSA C22.2 No. 236
viii. Wood crate for shipping
ix. Operation & Maintenance manual
x. Spare Parts Kit
A3: Brand Name or Equal is no longer required; however, the ECU requires a drain hose and operation and maintenance manual.
Q4: The Brand Name offers a 5 year non pro-rated warranty. What will you require the or equal warranty to offer?
A4: Brand Name or Equal is no longer required. A standard commercial warranty is requested.
Q5: What is the latest required delivery date after award?
A5: The Delivery Date is 90 Days After Date of Award.
3. Questions posted on 3 January 2019 under Package Amendment 8:
Q1: Will the Government allow for reasonable size differences in an equal item?
A1: Brand Name or Equal is no longer required, however, the Government reviewed their requirements and have a maximum dimension of 52”w x 42”d x 33”l.
Q2: Will the Government reconsider the requirement to have the certificate for UL1995 and CSA
C22.2 No. 236?
A2: The Government does not require the UL 1995 and CSA 22.2 No. 236 certificates.

Q3: OSHA and other regulatory bodies set legal limits on noise exposure in the workplace to prevent hearing loss. Typical ruggedized military ECUs are below 80 dBA. Must the ECUs be below 80 dBA noise level? See OSHA: https://www.osha.gov/SLTC/noisehearingconservation/index.html
A3: The ECUs must be below 85 dBA noise level to meet OSHA and NIOSH standards and recommendations. No additional information is required to be presented.
4. Questions are due no later than 10:00 a.m. Alaska Daylight Time on 26 March 2019 and Quotes are due no later than 2:00 p.m. Alaska Daylight Time on 2 April 2019 to the POCs listed below.
