Solicitation No. FA5000-19-Q-0010, Questions and Answers

Q1: Will the Government allow for reasonable size differences in an equal item?

A1: After reviewing the Government’s previously advertised specifications and intended purpose for this requirement, reasonable size differences for a proposed equal item are acceptable. Equal items submitted should not exceed a total of 25% difference in size (larger, smaller or a combination thereof within the total dimensions) from the specifications (when considering the total size to represent W x D x H).

Q2: Will the Government reconsider the requirement to have the certificate for UL1995 and CSA C22.2 No. 236?

A2: After reviewing the Government’s previously advertised specifications and intended purpose for this requirement, it has been determined that the certificates for UL1995 and CSA 22.2 No. 236 are not required.

Q3: OSHA and other regulatory bodies set legal limits on noise exposure in the workplace to prevent hearing loss. Typical ruggedized military ECUs are below 80 dBA.

Must the ECUs be below 80 dBA noise level?

A3: Yes, but we would like to know the dBA level it will run at and if it will require dual hearing protection before purchase is made (include information in quote submission).

Q4: If we have a ruggedized military environmental control unit that is larger in dimensions, but meets OSHA standards for noise as a result, will that be acceptable? This unit meets all other specifications. We offer a smaller environmental control unit, but it is louder in decibels; this excessive noise is typical for smaller ecus as they must use noisy high velocity fans to move enough air through the small box and coils to keep it from freezing up.
