1. The Employee Statement and Customer Complaint Forms seem to be missing. Will they be provided?

Yes, the 714, Customer Complaint Form will provided in the PWS when solicitation is posted on FBO. The employee statement form is located on the last page of the PWS.

2. Definitions of COR and QAE duties and responsibilities. The role of each is not clear and titles are used interchangeably in PWS. Also, notification guidelines should consider what shifts the COR/QAE are working. Additionally, are there going to be alternate CORs and QAEs?

There are no QAE references in the current draft PWS. QAEs will not be added to the PWS.

The COR is responsible for performance management on this acquisition --collects and documents contractor deficiencies, analyzes them for recurring instances and monitors corrective actions, observes contractor performance and provides current, accurate information and assessment. CORs review contractor invoices for accuracy prior to accepting the invoice on behalf of the government.

There are two primary CORs and one alternate COR assigned to this contract.

3. Are the locations and number of trash dumpsters known?

No. There is a dumpster located at or near every facility on base.

4. PWS 1.3.1. - How are 24/7 duty locations.....security police etc. going to be handled?

None of the facilities requiring periodic maintenance are 24/7 facilities (other than Hangar 5, bldg 7309) and contractor will have keys for these facilities.

5. PWS 1.4.3. - How long does this training take and who provides it?

The training takes ½ day and is provided by the CDC.

6. PWS 1.4.5.1. - States to use non-brand name containers, but several other places (i.e. 1.4.5.2.) it states standard labels and contractor name must be on the containers. Can you please clarify?

This paragraph refers to the bleach containers in the CDC’s only.

7. Storeroom and janitor closets must be capable of being secured for only contractor personnel to reduce theft, are they?

No. PWS para 3.1.1 states “Janitorial closets may be available for use by the Contractor, without cost, for the purpose of storing materials and equipment, excluding flammable materials. The Contractor shall be required to maintain odorless, neat, clean closets, and orderly at all times. Closets shall be free of clutter and debris. Cleaning supplies and tools shall be stored and organized in such a manner as to allow easy access and movement in closet. Closets provided for janitorial service use will be locked if locks are available. The government will not be responsible for Contractor’s stored supplies or equipment kept in the building or janitor’s closets or for the Contractor’s employees’ personal belongings. Ensure all containers are properly labeled and stored.”

8. When does the current contract expire? Anticipated award date, post award meeting, on-site start date and impact on submittals?

Current contract expires on 31 Jan 2017. Anticipated award date is 15 Oct 2016. Post award meeting, on-site start, etc. is unknown at this time and will be determined at a later date.

9. The facility manager list provided would typically have alternates, phone numbers and email addresses. Can you please provide in MS Excel?

The facility manager list will not be provided to the contractor. Any facility questions will be directed to CORs. However, a list of escort contact information will be provided for the facilities that require an escort.

10. PWS 1.1.2.2. - When will we get the listing of existing employees and their longevity dates?

FAR 22.1020 states “At the commencement of the succeeding contract, the contracting officer shall provide a copy of the list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are based upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination.”

11. How are we going to identify existing stains, mold, mildew areas that they may want brought up to standards vs maintained. This applies to different areas.

There will be a post 100% site visit to document these areas and will be discussed with the Government in an MFT to determine the way forward with these items documented.

12. How are we going to bill for supplies, equipment etc.? CLIN structure unknown at this time. CLIN structure is within the draft PWS and supplies, equipment, etc will be priced within those CLINS. This will be a Firm-Fixed Price contract.

13. Can you please provide a copy of the current contract, including PWS and other attachments?

The current contract award information posted in FedBizOpps under award number FA5000-15-P-0154. This is a standardized PWS template across the Air Force.

14. PWS Section 1.6 - As buildings are added or deleted, how will the increase/decrease to provided supplies requirement be addressed?

There is no para 1.6 in the PWS. This is a firm-fixed price contract.

15. PWS 3.1.1. Janitorial Closets-will anyone but contractor personnel have access to the closets?

Yes, some closets will be shared Government and Contractor. The shared closets will be marked in the Technical Exhibit.

16. PWS 1.7 - Will there be a COR on duty 24/7 for notification of locked offices etc?

CORs are available by phone or e-mail from 6:30am-4:30pm, Monday – Friday. E-mails notices will be sent to CORs after duty hours and will be responded the next business day. Keys will be provided for all facilities scheduled cleaning after normal hours.

17. PWS 4.3 - What would be the effect of a base closure on payments if the work can’t be done later?

Contractor will be paid according to the contract.

18. PWS 4.5.1. - What about the Real ID Act?

All contractor employees will follow the guidelines, Air Force instructions, and policy of JBER security requirements.

19. PWS 4.5.1.,4.5.3. and 4.5.3.3. – These appear to be incomplete. Can you please provide more information?

Information is correct and complete in 4.5.1 and 4.5.3. There is no PWS para 4.5.3.3. The posted PWS is in draft form and a finalized PWS will be provided in the solicitation when it is posted to FedBizOps.

20. PWS 4.16. – Please clarify Contract Manager vs. Project Manager. Also, please specify normal duty hours.

Terms are synonymous for a key point person who manages overall day-to-day functions and will be available in person within an hour (8:00am – 4:30pm, Monday-Friday) with authority to make decisions. Normal duty hours are 7:30am – 4:30pm (para 4.1.1).

21. Services Summary-Does the stated number of defects accurately reflects a realistic level of performance compared to the level of performance when performed in-house?

The Service Summary is part of the standardized Air Force PWS template, which is implemented Air Force wide.

22. Who is currently under contract and how much they are getting paid annually?

Ahtna Facility Services, Inc is the incumbent and the total contract award amount is $4.8M.

23. Is this solicitation open to SDVOB?

Yes, this will be a competitive total small-business set-aside.

24. Is there a schedule available for the meal services in all 9 CDC type areas by Activity Room?

Specific times will be addressed at the post award conference.

25. Due to staffing concerns, will the government provide the amount of time the cleanings must by completed by after meals - or is there no expectation?

Specific times will be addressed at the post award conference.

26. Is the incumbent eligible to bid this opportunity?

Yes.

27. Do you have annual supply usage for the contract?

No, this information is not available to the government

28. Do we furnish the restroom supplies on service days only or do we furnish the restroom supplies whenever is low?

For example: let say we serviced the building on Tuesday and restroom supplies were fully furnished. Next service is on Thursday, but supplies were going low on Wednesday. Do we go out and refill the supplies or leave it until the next service days?

PWS 1.2.3 Stock Restroom Supplies states that all restrooms are stocked sufficiently so any provided supplies do not run out prior to next scheduled cleaning service, taking into consideration weekends, 24-hour operations, holidays, and military exercises. If supplies run out prior to the next service date, the Contractor shall refill within two hours of notification.

29. Does the tenant or customer know about the frequency of the cleaning days?

Yes. The customer/facility managers are given the cleaning schedule.
