Introduction
The 366th Civil Engineer Squadron manages and maintains more than 1,400 facilities at Mountain Home AFB (MHAFB) and the Mountain Home Range Complex. The process of preparing facilities and sites for demolition or renovation requires hazardous materials surveys, including but not limited to inspections for asbestos and lead-based paint and hazardous waste characterization.
Scope of Work
MHAFB contacted CH2M to perform partial environmental inspections of (originally) four buildings including 195, 205, 208, and 1365. The environmental inspections were to be limited to bathroom facilities in the four buildings only, as shown in the “Hazardous Materials Survey” scope of work dated 1 March 2016. However, MHAFB determined that additional space needed to be included in the environmental inspection for buildings 205 and 208 and elected to remove 1365 from the scope, as shown in “Hazardous Materials Survey Addendum #1” dated 11 July 2016.
As indicated in the scope of work, site surveys were to be completed within 20 business days of the Notice to Proceed (NTP) date and were performed within, and around, restrooms of buildings 195, 205, and 208 in preparation for future renovation. The areas of each building that will be impacted by the renovation and require hazardous material survey was outlined in the floorplans attached to the scope of work.
Each environmental inspection included the following tasks:
• Sampling to determine asbestos containing buildings materials (ACBMs)
• Sampling to determine building materials that contain lead-based paint (LBP)
• The presence of mercury and polychlorinated biphenyls (PCBs) in building equipment located within the selected bathrooms.
Survey Limitations
The environmental inspections on the three building were limited to the bathrooms identified by MHAFB in the Statement of Work dated March 1, 2016 and updated Addendum #1 dated 11 July 2016 that removed Building 1365 from the work plan and added additional areas (immediately adjacent to the bathrooms) in Building 205 and 208.
MHAFB requested that fixtures not be altered or taken apart in any way; identification of the presence of mercury in fluorescent lights or PCBs in light ballasts was limited to what could be visually seen during the inspection. Where it is unclear whether or not a fluorescent light or ballast contains mercury and/or PCBs, a determination will need to be made at the time of the demolition. For the purposes of developing an abatement budget, fluorescent light tubes were assumed to contain mercury and light ballasts were assumed to contain PCBs.
During demolition, fluorescent light tubes will be assumed to contain mercury (Hg) unless they are marked that they do not contain mercury (stamped on the light tube). As specified in 40 CFR 761.40(g), light ballasts shall be labeled as “No PCBs” by the manufacturer if they do not contain PCBs. If there is no clear indication that fluorescent light ballasts contain no PCBs, then they should be handled and disposed of as containing PCBs.
Due to the hidden nature of many building components, not all the hazardous building materials may have been located, areas such as wall cavities were not included in this survey, and therefore we cannot guarantee that all ACBM has been located. The survey and method of sampling reflects our best efforts in the determination of ACBM in the bathrooms surveyed. Finally, quantities provided are rough order of magnitude estimates only.
Facility Description – Building 195
Building 195 was constructed in 1978 and contains eight bathrooms total, of which six were originally included in the Statement of Work. However, at the time of the inspection, it was determined that the two other (service staff bathrooms) contained the same materials as the other bathrooms and were included in the inspection.
Inspection Methodology
On July 7, 2016, Michael Wirtz performed an environmental inspection on eight individual bathrooms in Building 195 for the presence of asbestos containing building materials (ACBM), lead-based paint (LBP), mercury and polychlorinated biphenyls (PCBs). Mr. Wirtz is a trained and certified AHERA Building Inspector and United State Environmental Protection Agency (USEPA) certified lead based paint building inspector (see Appendix A).
Asbestos Building Inspection
During the asbestos inspection, Mr. Wirtz performed a visual inspection of the bathrooms to identify any suspect asbestos containing building materials (ACBM). The asbestos inspection was limited to the bathrooms. A total of sixteen (16) bulk samples were collected, representing one homogeneous sampling area. Homogeneous sampling areas are areas containing building materials of similar color, texture, and appearance with a common construction area. The asbestos building inspection was performed in accordance with the USEPA Guidance for Controlling Asbestos-Containing Materials in Buildings (EPA 560/5- 85/024, June 1985). The bulk samples collected for the presence of asbestos included flooring materials, glues/mastics, and miscellaneous building materials found within the bathrooms.
Bulk samples of suspect ACBM were collected using sampling methods to reduce the risk of dust. Each sample was assigned a unique sample identification based on the homogeneous sampling material and sample number. The location of each sample was logged onto facility diagrams, and a photograph was taken of each suspect building material (Appendix B).
Each sample was placed into a clean plastic bag with the sample identification written on the outside of the bag. Diagrams showing the approximate location of each suspect ACBM sample collected are included in Appendix C.
All suspect ACBM samples were sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis using Chain-of-Custody (COC) sample tracking procedures.
TestAmerica is a National Voluntary Laboratory Accreditation Program (NVLAP) accredited asbestos laboratory. Laboratory accreditations are provided in Appendix D.
Samples were analyzed using polarized light microscopy (PLM), EPA Method 600/R- 93/116.
Lead-Based Paint Building Inspection
A LBP inspection was also conducted on the bathrooms using a modified assessment plan following the U.S. Department of Housing and Urban Development (HUD) Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (2012 Revision). The LBP inspection was limited to the bathrooms only. Sixteen (16) physical samples of each homogeneous sampling area were collected. Homogeneous sampling areas are areas containing building materials of similar color, texture, and appearance with a common construction area. Painted surfaces were analyzed for lead by collected paint chip samples and sent to a laboratory for analysis.
Bulk samples of suspect LBP were collected with a cutter or other tool, as appropriate. Each paint sample was assigned a unique sample identification number. The location of each paint sample was logged onto a facility diagram, and a photograph was taken of each suspect painted building material (Appendix B). Each paint sample was placed into a clean plastic bag with the sample identification written on the outside of the bag. Facility diagrams showing the approximate location of each suspect paint sample collected are included in Appendix C.
All suspect LBP samples were sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis using COC sample tracking procedures. Samples were analyzed using EPA Method SW 846 6010B.
Mercury and PCB Inspection
The bathrooms were visually inspected for the presence of potential mercury and PCB containing components. No thermostats were seen in the bathrooms. In all, 27 fluorescent lights, 6 can lights, 6 screen in lights, and possibly 23 ballasts (in fluorescent light fixtures) were identified. Taking apart lighting fixtures during the inspection was not allowed per owner’s request. In the men’s bathroom shown in Figure 2 (Appendix C), the covers had been previously removed, and the lamps had “Hg” on the label indicating that the fluorescent tubes contained mercury. All other fluorescent lights are also assumed to contain mercury and must be disposed of as such; however, marks found on a lamp at the time of removal may change disposal if the marks indicate that the lamp does not contain mercury. Ballasts are assumed to contain PCBs and must be managed as such; however marks found on the ballast at the time of removal may change disposal requirements if the marks indicate that the ballast does not contain PCBs. Pictures of the lighting are provided in Appendix B.
Findings
Asbestos
None of the sixteen (16) suspect ACBM samples tested positive (greater than 1-percent) for the presence of asbestos. Laboratory results and COCs are included in Appendix E.
Lead-Based Paint
The U.S. Department of Housing and Urban Development (HUD) has defined lead-based paint as any paint, varnish, shellac or other coating that contains lead equal to or greater than 1.0 mg/cm2 as measured by x-ray fluorescence or laboratory analysis, or 0.5 percent by weight (5,000 mg/kg) as measured by laboratory analysis. Table 1 shows the laboratory analysis of the positive samples and location. Laboratory results and COCs are included in Appendix E.
Two LBP samples contained lead greater than 5,000 mg/kg. The yellow painted dividers located in the men’s bathroom (Figure 6) was found to contain 24,700 mg/kg lead. The cabinet surface found in the women’s bathroom in Figure 3 (also the main bathroom for the facility) was found to contain 16,400 mg/kg of lead. There is an orange undercoat to the surfacing material on the cabinets that is a binding material applied and may be the source of the lead. Approximately 30 ft2 of cabinet surface material and orange binder is present in the bathroom.
Recommendations
Any construction or demolition within the bathrooms that has the potential to impact the LBP should follow all Occupational Safety and Health Administration (OSHA) requirements.
Fluorescent lights that are unknown (no labels) should be assumed to contain mercury.
Only if the label on the light indicates it contains no mercury should the light be handled and disposed of or recycled as being mercury free.
Light ballasts that indicated they are PCB free on the manufacturer label shall be treated as being PCB free. If there is no indication on the label, or the label indicates they contain PCB, then the ballast should be handled and disposed or recycled as containing PCBs.
Budget for Abatement
The following is an overview of estimated probable costs associated with removal and abatement of hazardous materials within the scope of this effort. These costs do not capture any repair, renovation, or construction efforts. As with all estimates, this estimate should be evaluated for market changes after 90 days of the issue date.
Low Range (-15%) Estimated Costs a High Range (+30%)
$4,675 $5,500 $7,150 a See Appendix F for cost estimate details
This cost estimate has been prepared for guidance in project evaluation and implementation from the information available at the time of the estimate. Final costs of the project will depend on actual field conditions, discoveries made in areas not available for testing, labor and material costs, competitive market conditions, final project costs, implementation schedule and other variable factors. As a result, the final project costs will vary from the estimate presented herein. Because of this, project feasibility and funding needs must be carefully reviewed prior to making specific financial decisions to help ensure proper project evaluation and adequate funding.
Class, Resources, and Markups
This cost estimate, as prepared, is considered a Class 4 as defined by ASTM E 2516-06, Standard Classification for Cost Estimate Classification System. It is considered accurate to - 15% to +30%. This Class 4 cost estimate is assumed to represent the actual total installed cost within the range of -15 percent to +30 percent of the cost indicated. This is not an offer for construction and/or project execution. It would appear prudent that internal budget allowances account for the highest cost indicated by this range as well as other site specific allowances. The cost estimate has been prepared for guidance in project evaluation and implementation from the information available at the time of the estimate. The final costs of the project will depend on actual labor and material costs, competitive market conditions, implementation schedule, and other variable factors. As a result, the final project costs will vary from the estimates presented herein. Because of this, project feasibility and funding needs must be carefully reviewed prior to making specific financial decisions to help ensure proper project evaluation and adequate funding.
The following is a list of the various cost resources used in the development of the cost estimate:
• R.S. Means 2016 Facilities Construction Cost Data
• CH2M Historical Data
• Budget Quotes
• Estimator Judgment
Project markups are based upon general assumptions about how the project will be contracted. Actual markup percentages may vary from those shown here, and are the responsibility of the bidding contractor. Below outlines the markups applied to the estimate for execution of the work. A scenario of a prime contractor overseeing the performance of key subcontractor has been assumed.

Assumptions and Exclusions
The cost estimate is based on the following major assumptions:
• Labor costs used in this estimate are based on R.S. Means 2016 U.S. National average rates.
• The environmental inspections were limited to the bathroom in Facility 195 as per the Statement of Work dated March 1, 2016. MHAFB requested that fixtures not be altered or taken apart in any way; identification of the presence of mercury in fluorescent lights or PCBs in light ballasts was limited to what could be visually seen during the inspection. Where it is unclear whether or not a fluorescent light or ballast contains mercury and PCBs, a determination will need to be made at the time of the demolition. Fluorescent light tubes are to be assumed to contain mercury (Hg) unless they have indication that they do not contain mercury (stamped on the light tube). Light ballasts within the fluorescent lighting will be assumed to contain PCBs unless the manufacturer label identifies them to be PCB free.
• Due to the hidden nature of many building components, it is impossible to determine if all the building materials have been located. Areas such as wall cavities were not included in this survey and there is no guarantee that all ACBM has been located and therefore is not included in this estimate.
• Quantities included in this estimate are based on the quantities provided in subject report. Additional materials that may be encountered above and beyond those listed have been excluded.
• Labor costs used in this estimate are based on R.S. Means 2016 U.S. National average rates.
• Work will be done on a competitive bid basis and the contractor will have a reasonable amount of time to complete the work. All contractors are equal, with a reasonable project schedule, with no overtime, constructed as under a single contract, and no liquidated damages.
The following costs have been excluded in the cost estimate:
• Costs associated with the repair, replacement, renovation or construction within the restroom or adjoining spaces.
• No allowances or fees have been included in this estimate for additional testing or inspection costs associated with potential or additional hazardous materials encountered during construction have been included in this estimate.
• This project is assumed to be tax exempt therefore no taxes of any form have been included.
• This estimate does not include any costs associated with escalation.
• Non-construction or soft costs for design, services during construction, land, legal and owner administration costs.
• Material Adjustment allowances above and beyond what is included specifically in site inspection reports and at the time cost estimate was prepared.

The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. EMLab P&K reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
