Questions and Answers 15 July 2015
1. Can you tell me the approximate square footage of VCT Tile in the Gym and Gym Annex?
Yes, the Square footage of Vinyl Composite Tile is 6562 sq. ft. in the fitness center and 145 sq.
ft. in the annex.
2. Has the Scope of Work, under this new solicitation, remained the same, decreased, or increased compared to the current contract?
The scope of work has increased slightly.
3. Is the contractor allowed to replace dispensers in restrooms and locker rooms?
Yes the contractor may be allowed to replace the dispensers pending review and approval of the COR and Contracting Officer.
4. What is the square footage for contractor’s office and storage space in Building 1301?
Approximately 1900 sq. ft.
5. What furnishings are provided, i.e., desk, chairs, shelving, etc.?
No government furnished equipment. There may be some items left behind by previous contractors, bookshelf and possibly a small computer desk and 2-3 basic chairs.
6. What is the total contract value of all options years, including base year for the current contract?
$1,641,176.86
7. Who is the current incumbent?
Zero Waste Solutions
8. Are both 6001 and 6002 hospital buildings?
Yes, they are separated out due to different funding lines.
9. In the description for CLINs 0004, 1004, 2004, 3004, 4004 and 5004, it states “Provide Level 2 Restroom/Locker Room Cleaning at Building 6001 and 6002 (Hospital)”. Building 6002 is included in Appendix B, but 6001 is not listed. Please provide square footage estimates for Building 6001.
Amendment 1 to the solicitation updated the X004 series CLINs as it should have been Buildings 6002 and 6003. The square footage for 6003 is listed in Appendix B.
10. What is the incumbent’s average invoice amount for the past 4 months?
$45K per month
11. What was the award amount for current custodial service contract?
Please see question six above.
12. After contract award, how long does it take to get a permanent base pass?
Processing takes approximately two weeks, the pass will cover the base year period of performance.
13. Is the incumbent contractor able to rebid this contract?
Only SBA certified 8(a) program participants may submit bids.
14. Item No 0004 asks for Restroom/Locker Room Cleaning at buildings 6001 and 6002 (hospital). 6002 is listed as a “Readiness building” and 6001 is not listed. Can you please tell us what the hospital restroom/locker room footage is?

15. What is Item No 0001 actually asking for? Is it the total of items 0002 through 0013?
Item No 0001 is for informational purposes only.
16. Where are Supervisors required and for how many hours?
Please note this is a commercial, performance based service acquisition and therefore the Government does not direct manpower/hiring needs; however most companies choose to have at least one supervisor/contract manager on staff at the primary place of performance.
17. As an out-of-state company, how can we find out the Idaho State and unemployment taxes and workforce taxes?
All new employers, except cost-reimbursement employers, begin with the same standard unemployment insurance tax rate for at least the first six calendar quarters. The standard rate is established by law and can vary depending on economic conditions and the size of the employment security fund. The 2015 standard rate is currently 1.585%. Please be sure to check with the Idaho Department of Labor for more specific information/questions.
18. As this is a federal contract, from what state will payments be made?
Payments will be made from the DFAS; submission of invoices will be made in accordance with DFARS Clause 252.232-7003 and 252.232-7006.
19. Can you tell us the current bid price?
Please refer to question 11 above.
20. Can you tell us the current number of employees and their seniority?
Please note this is a commercial, performance based service acquisition and therefore the Government does not direct manpower/hiring needs.
21. Can you tell us the current supply usage, i.e. soap, paper towels, toilet paper quantities per month?
The Government does not track usage as this is a firm-fixed price commercial, performance based service acquisition.
22. Is cleaning of any of the outside of the building a requirement?
No.
23. Are the soap dispensers, paper towel dispensers or electric hand dryer replacements (if they break or need fixed) the contractor’s responsibility?
If the contractor decides to use the dispensers already in place, they will be the responsibility of the contractor to maintain with the exception of battery replacement for towel dispensers (batteries will be provided by the cognizant facility manager). Conversely, the contractor may replace the dispenser in place in which case they will still be responsible for maintenance (with exception of batteries).
24. In the gym area, is the contractor required to move the equipment and clean underneath?
No, as per paragraph 1.1.1 of the PWS.
25. Is it the responsibility of the contractor to replace the shower curtains?
Yes. The curtain is part of the shower so it is to be maintained by the contractor to include replacement when required.
26. Are there janitor closets in all of the buildings? If there are how many in each?
Not necessarily all buildings, some outdoor rest room facilities do not; the fitness center annex does not. Buildings typically have a minimum of one; larger facilities may have 2-3.
