We understand that this government procured and approved contractors however we have reached out to the agency but they will not reveal “subscription cost” hindering our ability to price CLIN xxx5. Please advise cost. | Reference PWS para 3.4.1 for information regarding access and obtaining subscription costs. |

| 16 | PWS Para 3.1.1.1 | What specific avionics equipment is installed in the Mexican Navy CN-325 Aircraft? We are referring to flight management systems, flight data display systems, communication and navigation systems, and radar. This information will be helpful in identifying avionics technicians who possess the relevant experience with the specific systems installed on the aircraft. | CN-235 is a commercial aircraft. The offeror must provide specialist that meet the requirements of the PWS. |
| 17 | PWS Para 3.1.1.2 | PWS Paragraph 3.1.1.2 specifies that the Aircraft Avionics/Electronics Specialist “have a minimum of eight years of experience in aircraft avionics or related field; have a minimum three years of experience on the CN-235 aircraft”. Recommendation - We recommend this requirement be revised to state that the individual be knowledgeable of the specific avionics and electrical equipment installed on the Mexican CN-235 aircraft and have prior experience with the same or similar equipment in similar configuration/installation in similar aircraft. Having prior experience working on the CN-235 aircraft is not a relevant qualification if the CN-235 that the person previously worked on had a different avionics equipment package. | The Avionics/Electronic SMEE must have hands-on experience with a CASA CN-235 aircraft. |
| 18 | PWS Para 3.1.2.2 | PWS Paragraph 3.1.2.2 specifies that the Aircraft Engine/Propeller Specialist “shall have a minimum of eight years of experience in aircraft engine repair or related field; have a minimum three years of experience on the CN- 235 aircraft General Electric (GE) engine (6058T83G01); be engine-run qualified on the CN- 235 GE engine (6058T83G01)”. |
Recommendation – We recommend the specification be revised to remove the requirement for experience to be on the GE engine (6058T83G01) while installed on the CN-335. Experience with the specific engine is important regardless of the aircraft it is installed on.
Recommended revised wording:
“have a minimum of eight years of experience in aircraft engine repair or related field; have a minimum three years of experience on the General Electric (GE) engine (6058T83G01); be engine-run qualified on the GE engine (6058T83G01); have experience troubleshooting aircraft engine maintenance discrepancies; and have the ability to work independently.

| 19 | PWS Para 3.1.3.2 | PWS Paragraph 3.1.3.2 specifies that the Aircraft/Structural Specialist “have a minimum of eight years of experience in Aircraft Structures or related field; have minimum three years of experience on CN-235 aircraft; have hands-on experience performing Phase inspections and PDM; and have the ability to work independently. |
Recommendation – Since aircraft structural repair knowledge, procedures and techniques are not unique to any specific aircraft make or model, we recommend the requirement for CN-235 experience be removed. Recommended revised wording: “have a minimum of eight years of experience in Aircraft Structures or related field; have minimum three years of experience performing Phase inspections and PDM; and have the ability to work independently.

Can you explain what specifically you are referring to? The US Army UH-60M 15T MOS does not contain this. | After engine maintenance a run may be required to ensure there are no issues. This may be done whether the engine is installed or uninstalled. Specialist must be qualified in this procedure and expected to support SEMAR personnel. |
| 21 | PWS Para 3.2.4.2 | 3.2.4.2 Crew Chief: Comment. Although this is a non-flying position, the absence of not requiring a flight physical of some type (Class3 or4) may be a risk should an accident happen during a launch and recovery operation. | SEMAR is solely responsible for the launch and recovery of aircraft. |
| 22 | General Question | Is there any requirement for personnel to fly on the aircraft or be on board during ground runs? | No |
| 23 | RFP, Supplies or Services and Prices/Cost - Page 3 | The CLIN structure table provide on page 3 of the solicitation does not include a CLIN for pricing Other Direct Costs (non-labor). Recommend that the table be revised to include a CLIN during each period of performance for ODCs. This would facilitate offerors providing a price for ODCs such as housing, transportation (such as leased vehicles and fuel), communications support (cell phones and internet), any retention incentive bonus payments (handled as a non-labor cost by many companies in their cost accounting systems), foreign transaction fees, shipping/postage, and living quarters allowances. |
Recommend: That this be a Firm Fixed Price CLIN.
| The CLIN structure shall remain as stated in this RFP. | ||
| 24 | RFP, CLIN X002 | The CLIN structure table on page 3 of the solicitation lists CLINX002 as Travel – Firm Fixed Price with a NTE value of $45,000. On page 40 of the solicitation is states “Due to offeror inability to forecast estimated travel associated with this requirement, the Government is providing plug numbers below to be used by all offerors for pricing travel. These plug numbers shall be included in the offeror's proposal as FFP; which includes applicable indirect rates. Offerors shall not change the pre-established NTE amounts for the CLIN. |
Travel Plug Figures:
Base Year: $45,000.00 Option Year 1: $45,000.00 Option Year 2: $45,000.00
| Question: Would the government please clarify if CLIN X002 is to be proposed as Firm Fixed Price or as a COST reimbursable CLIN. | X002 CLIN (Travel) series will be Firm-Fixed-Price only. Reference PWS paragraph 5.2 for all travel requirements. | |||
| 25 | PWS Paragraph 3.2.1.3, page 8 | The PWS states that the UH-60M Aircraft Avionics/Electronics Specialist must be a U.S. Citizen, however, the PWS does not give a reason for this. Please explain why the UH-60M Aircraft Avionics/Electronics Specialist must be a U.S. Citizen. | Due to the unique nature of the UH-60M avionics/electronic system the position requires the candidate to have the specific U.S. military variant, UH-60M avionics/electronic experience vs. other variant models. Therefore, the candidate must be a U.S. Citizen | |
| 26 | CLIN 0006, page 3-4 and PWS Paragraph 9.1, page 18 | CLIN 0006 states: “Transition shall be 42 days after contract award.” |
PWS Paragraph 9.1 states: “Transition-In period will be 30 days.”
Please confirm the length of the Transition In period.
| The transition is for 30 days after contract award. 28 Feb 2020 -- 30 March 2020 | ||
| 27 | Evaluation Factors for Award, Subfactor 2: Mission Understanding, page 44 | The Government states: “The Offeror shall provide a description of its understanding of the tasks to fulfill PWS requirements. This is not intended to be a technical approach response; however, it should demonstrate the Offeror's understanding of the PWS requirements.” |
Can the Government please clarify what type of information it is looking for in order to evaluate the offeror’s understanding of the PWS requirements?
| Please reference Subfactor 2, Criteria 1. | ||
| 28 | PWS Paragraph 6.1.1; PWS Paragraphs 3.1 and 3.2 | The Government states: “All Aircraft Specialists are designated as key personnel.” |
The descriptions for the specialists in Paragraphs 3.1-3.2 use the term “Aircraft…Specialist” for all of the Labor Categories except the “Supply Specialists.”
Is it the Government’s intent for the Supply Specialists to also be Key Personnel?
Yes. PWS updated.
