Sheet1
| Question # | Solicitation location | Question/Comment | Response | |
| Performance Work Statement | ||||
| 1 | 1. Scope | Clarification: For the independent, unbiased mid-point review does the government anticipate this being an on going day-to-day task throughout the year or a periodic review/update? | Periodic presence of contract personnel. Physical presence of contract support, one week prior to annual events, is paramount, for preparation purposes, so all involved can understand intent and priorities. Following events, a minimum of two days is required to review findings and determine follow-on actions to ensure successful outcomes. | |
| 2 | 3. Task Requirements | Same as above | Same response as provided for Question 1 | |
| 3 | Table 1, 1.1.1 | What is meant by ACC requirements and what is envisioned to successfully complete this task? | ACC requirements, in this instance, are our command expectations of what we expect AF organizations to provide in the way of input and participation at the annual CWG events. | |
| 4 | Table 1, 1.1.3 | What is considered sufficient for in-depth rationale? Is it a paragraph, a white paper? | Either; it depends upon the situation. In many situations, a paragraph will be sufficient. However, if additional rationale, tied with supporting documents is needed, it should be an expected response. | |
| 5 | Table 1, 1.2.2.1 | What is the requirement for currency/review? Is it daily, weekly, monthly, quarterly or annual? | Annual | |
| 6 | Table 1, 1.2.2.2 | |||
| Table 2, 1.2.3.1 | Will this task be recurring throughout the year? Or are there set times when data will be gathered? | The bulk of the data will be gathered at the annual events> However, additional data may need to be gathered after the event if the data gathered at the event is not determined to be sufficient to publish an update of an existing or a new POA&M document. | ||
| 7 | Tabe 1, 1.2.2.7 | Does a CWG web site already exist and is this requirement for maintaining content or is this for setting up a new site? If new site please identy where this will be hosted and if government IT specialists will establish site? If existing site can you provide access to current site for review? How frequently will the site need to be updated? | The CWG website already exists; the requirement will be to update changes within this database and to publish this data into an updated document, similar to the document provided in 2015, that contained background, context and intent information. | |
| 8 | Table 1, 1.2.2.8 | What are government prep actions for B/L coordination? What are the review/staffing processes prior to going to B/L? |
Since this is FFP, how many reviews/how many corrections/edits/CRM line items can be expected before going to B/L?
| The contractor is responsible for preparing the document/data for B/L and T/L actions. Preparation will be to ensure consistency of data and changes throughout the entire database and document. Since this is FFP (update?), only one AO-level review is necessary before going to official B/L review. The number of corrections/line items/edits cannot be determined prior to review implementation. | |||
| 9 | Table 1, 1.3.1 | ||
| Table 2, 1.3.1-1.3.4 | Since this is FFP, What is the timeline for B/L? How many times is the documented expected to have to go through B/L before going to T/L? How many corrections/edits/CRM line items can be expected for adjudication in B/L? | The timeline for B/L is no more than 3 weeks following the end of the annual event, to allow for AO-level review and the consolidation of remarks for B/L. Table 1 refers to the Mid-Point Review. Any new requirements will go through a B/L coord that goes no higher than 0-6 senior-level. Table 2 refers to the complete Re-write Review. That will require full B/L and T/L coordination. | |
| 10 | Table 1, 1.3.2 | ||
| Table 2, 1.3.2 | How many small group discussions are expected? Since this is FFP, is there a maximum number that is allowable? | Small group discussions will not be necessary for FFP or update action. However, when a re-write occurs, small group discussions may be considered. | |
| 11 | Table 1, 1.3.5 | ||
| Table 2, 1.3.5-1.3.7 | Since this is FFP, What is the timeline for T/L? How many corrections/edits/CRM line items can be expected for adjudication in T/L? | T/L should be initiated no more than two weeks after B/L remarks are collected and adjudicated. Time to allow for adjudication is no longer than one week. | |
| 12 | Table 1, 1.5 | ||
| Table 2, 1.5 | How long is needed for final government review? Is the only expected format for the POAM an excel spreadsheet? | No more than two weeks is required for government review. For FFP, the expected format will be an Excel spreadsheet and an update word document. | |
| 13 | Table 2, 1.1.1 | What is meant by "both events?" |
Latisha.Ross: Latisha.Ross:
| Update (mid-point review/MPR) and re-write events. These event will occur every other year, opposite one another. In 2016, the event will be for update/MPR; in 2017 the event will be for a re-write of the entire POA&M (i.e., a new 24-month POA&M). | |||
| 14 | Table 4 | Are the number of travelers from VA a typo? Is the table of travel per year or for the life of the contract? Please identify anticipated meetings and types of trips contractor will travel to (ie is travel for conferences, unit meetings, program office meetings or similar?)? | No; this table states the number of travelers from VA to the event and Langley-based meetings. Travel listed in Table 4 is per year/on an annual basis. Identified trips include prep for annual events, annual events, and meeting to review final products prior to delivery. |
| 15 | 9.5 Alternate Work Location | Please confirm this sentence shoud read alternate work locations shall be permitted for this task order (as opposed to shall or shall not). | Yes; alternate work locations shall be permitted for this task order |
| 16 | General | During CWG meetings how many government provided personnel will be available for note taking during breakouts? | One government person per breakout will be provided. |
| 17 | General | During CWG meetings what is the contractor expected to do for preparation? For example, is the contractor expected to: |
1. Identify facility location
2. Identify computer requirements/provide
3. Coordinate check-in processing
4. Coordinate snacks/lunch
5. Create welcome folders
| 6. Handle on-line registration | No; government will handle all administrative planning details. | |||
| 18 | General | How many participants are expected for each CWG? And how many days will each CWG be? | 45-85 personnel are expected to attend the CWGs for 3-4 days. |
