STATEMENT OF NEEDS (SON) FOR STATIC TARGETS

FOR EX FORGING SABRE (XFS) 2017

CARDINAL REQUIREMENT

1. The summary of static targets required for XFS17 are as follows:

2. The static targets will be utilised for the entire duration of XFS17. S/N 1 to 3 are existing targets in BMGR and RMO is to ensure that these targets are in good condition for XFS17. S/N 4 to 9 are new static target requirements and RMO is requested to provide these targets for XFS17.

SPECIFIC REQUIREMENTS FOR STATIC TARGETS

3. 8 x Containers (20ft) & 4 x Armored Vehicle Carcasses. Eight (8) containers (standard 20ft sea-freight container) and four (4) armored vehicle carcasses will need to be constructed and placed at HE Hill, NTAC (T110) for GMLRS engagement as depicted in Figure 1 below. They will need to be constructed as four identical sets of target configuration, comprising two containers welded together (one horizontal and one vertical) and one vehicle carcass placed 33ft/10m behind the containers. Each set of target configuration will need to be placed 247ft/75m apart from each other. The direction of the target configurations will be positioned oriented towards the HIMARS launcher's line of fire. RMO is to recommend the placement of the targets at HE Hill, NTAC (T110) and confirm the target GPS coordinates for the center of the container (within 1 meter accuracy) before XFS17 NLT 1 Nov 17. To ensure accurate GMLRS firing, a Target Area Survey (TAS) will need to be conducted prior to the conduct of XFS17 using SAF survey equipment at the same time with the civilian or RMO surveyor. RMO is requested to support the TAS with ground control points and recommend the schedule for the conduct of the TAS.

4. 12 x Containers (20ft). Twelve (12) containers (standard 20ft sea-freight container) will be required for weapons engagement on HE Hill, ETAC (T320). RMO is to recommend the placement of the 20ft containers (along a East-West orientation) at HE Hill, ETAC (T320) and confirm the target GPS coordinates for the center of the container (within 1 meter accuracy) before XFS17 NLT 1 Nov 17. (See Figure 2 for the proposed locations)

5. 3 x Reinforced Concrete Slabs. Three (3) reinforced concrete slabs will be required to be constructed to 5,000 psi with 1% rebar by volume at HE Hill, ETAC (T320). The dimension of each reinforced concrete target will be 9.15m/30ft (L) by 9.15m/30ft (W) with a thickness of up to 400mm as shown in Figure 3. A black square (10ft by 10ft) will need to be painted or marked on the center of each concrete target as shown in Figure 3. RMO is to recommend the placement of the reinforced concrete targets at HE Hill, ETAC (T320) and confirm the target GPS coordinates for the center of the reinforced concrete targets (within 1 meter accuracy) before XFS17 NLT 1 Nov 17. (See Figure 2 for the proposed locations)

6. 12 x Reinforced Concrete Blocks. Twelve (12) reinforced concrete blocks with a dimension of 1.0m (H) by 0.5m (W) by 0.5m (D) will be required for small arms engagement from NATO Hill, ETAC and firing in both the E-NE and SW directions (see Figure 4). At each of the two locations, six reinforced concrete blocks will be placed beside the road between intersection numbers 732 and 729 as well as intersection numbers 733 and

735. Two reinforced concrete blocks placed 5m apart will need to be positioned at the following distances from OP NATO – 800m, 1600m and 2000m.

7. 2 x Armored Vehicle Carcasses. Two (2) armored vehicle carcasses will be required for small arms engagement from NATO Hill, ETAC and firing in the E-NE direction only. The location of the 2 vehicle carcasses will be placed at a distance of 1500m and 2000m from OP NATO and beside the road between intersection numbers 731 and 729.
