FA4887-17-T-0003 Forging Saber RCV Q&A 1, 21 Feb 2017
1) In sections 1 & 7, Vendor Demonstration, can you please define the currently anticipated period of performance. The period of performance currently defined is Dec 2016 to Jan 2017.
The initial vendor demonstration is tentatively scheduled for sometime near the end of March 2017.
Actual exercise dates are from November of 2017 to December of 2017.
2) In section 5, Dual Mode of Operations, please define and/or provide an example of the "linear loop pattern" called out for the Secondary mode of control.
- The linear loop pattern is the "straight-leg" loop along the main runway in ETAC. Basically, the pre-set program for movement is up and down the runway in a loop pattern (anti-clockwise or right side of road).
3) In section 5, Dual Mode of Operations, will the "linear loop pattern" remain on the road/path network areas as shown in Figure 7, or go off road?
- The loop pattern will remain on the ETAC main runway itself. No requirement for movement on the taxiways. Secondary mode is to be as simple as possible, but the RCV must continue moving to meet operational requirements.
4) In section 10.e Video Footage Capture, please confirm that the captured video is not required to be downloaded from the vehicle in realtime.
Video requirement removed from SON.
5) In section 10.f 10 x Temporary Car Shelters, does the shelter length have to accommodate the RCV with Tow Target attached, or just the RCV? If with Tow Target, does the 2 vehicle length specified include the Towed Target?
- The shelter must accommodate the RCV & Tow. The 2 vehicle length includes both the RCV & Tow.

6) In section 10, Figure 7, will we have the opportunity to perform a "range walk" and record the route/paths shown in Figure 7 prior to the Capability Demonstration?
- If necessary the successful bidder will be able to schedule a “range walk” with the Range Management office prior to the capabilty demonstration.
7) Does the Government expect to exercise the CLINs, all at once, or on a discrete schedule? They will all be obligated at the time of award
- All at once.
8) If the Government expects to exercise CLINs on a discrete schedule, we believe that;
a) The cost for CLIN 0002, Capability Demo would require that the cost of the 3 sets of RCV Control Team equipment, RCVs, Tow Targets, and Video Systems would be included in CLIN 0002.
Since we’re only asking for a demonstration we would not be charged for the actual RCV itself. This CLIN would include costs associated with transport and travel to the site for the demo.
b) The cost of the remaining systems for the XFS-17 exercise would be included under the individual CLINs designated for the specific equipment items.
