STATEMENT OF NEEDS (SON) FOR MOVING TARGETS
FOR EX FORGING SABRE (XFS) 2017
CARDINAL REQUIREMENTS
1. The summary of moving targets required for XFS17 are as follows:

2. The moving target requirements will be utilised for the entire duration of XFS17 from 19 Nov to 10 Dec 17. All the requirements will need to be fully operational and ready for utilisation NLT than 18 Nov 17.
SPECIFIC REQUIREMENTS FOR THE MOVING TARGETS
3. Six Moving Targets. The specific operational requirement is for six moving targets to be operated remotely in ETAC for engagement by inert or high explosive (HE) bombs. The six moving targets are required to operate smoothly within the range in ETAC without control interference or intermittence. The minimum requirement for the operations of the moving targets are for three remotely-controlled vehicles (RCV) attached with tow targets, providing the requisite six moving targets (see Figure 1). The Contractor may propose other alternatives to meet the operational requirements and target specifications.

4. Simultaneous Operations. The Contractor must be able to operate the six moving targets simultaneously at two different locations. For this situation, two moving targets will be operating in STAC (controlled from OP RED POINT) and four moving targets will be operating in ETAC (controlled from
OP CHARLIE).
5. Dual Mode of Operations. The Contractor must provision for a Primary and Secondary mode of control to operate the moving targets. In the event that the primary mode becomes unstable or fails, the Contractor must be able to immediately activate the secondary mode to ensure the moving targets continue to move but within a linear loop pattern. This is to ensure the fulfilment of the operational requirements for the engagement of moving targets during the exercise.
6. Target Specifications. The moving target specifications are either RCVs or tow targets.
a. The dimension of the RCV should be approximately 16ft/4.8m (length), 5.5ft/1.6m (width), 5.5ft/1.6m (height) or a typical large SUV or pick-up vehicle. The RCV must be controlled remotely from a distance of up to 15miles (24km) and able to navigate over undulating cross-country terrain, whilst maintaining a cruising speed of 30mph (+ 5mph)
b. The tow targets will be attached to the rear of the RCV and are required in two forms, i.e. Box tow target or Tank tow target. The Box tow target should be approximately 12ft/3.6m (length) by 5ft/1.5m (width) by 5ft/1.5m (height) and come with its own extension connector of at least 17ft/5m long. The Tank tow target should be approximately 25ft/7.5m (length) by 12ft/3.7m (width) by 8ft/2.4m (height) and built with plywood backings or planks to include a hull, turret and gun barrel.
DETAILED REQUIREMENTS FOR MOVING TARGETS
7. Vendor Demonstration. The Contractors involved in the tender evaluation will be required to conduct a vendor demonstration of their capability to operate and remotely control moving targets (or RCVs) from a distance of up to 15miles (24km) and navigating over undulating cross-country terrain. The vendor demonstration will be a critical decision criteria for tender evaluation and will be based on the operational requirements as stipulated in paragraphs 3 to 5. This will be conducted at the Contractor's premises or most suitable location in the period of Mar 2017.
8. Capability Demonstration. After contract award, the Contractor will be required to conduct a full capability demonstration of their ability to operate and remotely control six moving targets (RCV & tow target) from OP CHARLIE at a distance of up to 15miles (24km) and navigating over undulating cross-country terrain. This capability demonstration will be conducted at BMGR in the period of June 2017 to coincide with FPC. The hardware and software settings and configurations for the RCV and Control Systems will be fixed and must not be changed after the conclusion of the capability demonstration.
9. Exercise Duration. The moving targets must be fully operational and ready NLT than 18 Nov 17, and available for utilisation throughout the entire XFS17 duration from 19 Nov to 10 Dec 17. This shall include technical support by the Contractor to service and maintain the RCVs and tow targets such that they are fully functional and deployable throughout the exercise duration. A detailed utilisation schedule for the RCVs and tow targets will be provided once the exercise program has been finalised.
10. Moving Target Specifications.
a. 3 x Control Teams. A minimum of 3 Control Teams must be available and fully operational prior to and throughout the exercise period (NLT 18 Nov 17). The Control Teams are required to remotely operate and control the RCVs at ETAC (OP CHARLIE) and STAC (OP RED POINT) simultaneously.
b. 12 x RCV. A minimum of 12 RCVs must be available and fully operational prior to the exercise period (NLT 18 Nov 17). The RCVs are required to come in different colors and models. The dimension of the RCV should be approximately 16ft/4.8m (length), 5.5ft/1.6m (width), 5.5ft/1.6m (height) or a typical large SUV or pick-up vehicle.
The RCV must be controlled remotely from a distance of up to 15miles (24km) and able to navigate over undulating cross-country terrain. The RCV should have a maximum speed of 50mph (80km/h) and be able to maintain a cruising speed of 30mph (+ 5mph). Examples of the RCVs are as shown in Figure 2. Additional requirements for the RCVs are listed below:

(1) Two of the RCVs must have metal plated window panels at the side and rear windows to facilitate radar detection.
(2) Ten temporary car shelters will be constructed in ETAC.
The shelters will be constructed with sufficient height and depth to accommodate 2 RCVs (side by side) with antenna and covered with fabric material to provide shelter and concealment for the RCVs against EO and IR observation from airborne platforms.
The RCVs will be required to enter the shelters, remain stationary inside, and exit the shelters without interference or disruption to control operations. The shelters must also be able to withstand the strong winds at BMGR.
c. Simultaneous Operations. The Contractor must be able to operate the six moving targets simultaneously at two different locations. As such, the Contractor is to ensure that the RCVs can be remotely-controlled with the necessary contingencies.
(1) Simultaneous Operations in ETAC & STAC. The Contractor must be able to simultaneously control four moving targets at ETAC (controlled from OP CHARLIE) and another two moving targets at STAC (controlled from OP RED POINT).
(2) Simultaneous Operations in ETAC. The Contractor must be able to simultaneously control six moving targets at ETAC (controlled from OP CHARLIE).
d. 13 x Towed Targets. A minimum of 13 towed targets that are attached to the rear of the RCVs will be required:
(1) 10 x Box Towed Targets. A minimum of 10 Box tow trailers are required with the dimension of approximately 12ft/3.6m (length) by 5ft/1.5m (width) by 5ft/1.5m (height). Each box tow target will come with its own extension connector. The extension connector between the RCV and the box tow target shall be at least 17ft/5m long. The box tow target shall maintain a level profile on the road at all times and shall not topple while moving in the range. A quick release mechanism should be constructed as part of the tow so that the box tow target will not derail the RCV when it is engaged, or cause the RCV to flip or stall. To facilitate identification in low light conditions and night, the sides of the box tow targets should be marked with IR tape using the Roman numerals I to X.
(2) 2 x Tank Tow Targets. A minimum of 2 Tank tow targets are required and their dimensions should be approximately 25ft/7.5m (length) by 12ft/3.7m (width) by 8ft/2.4m (height) as shown in Figure 3. The tank tow targets must each include a hull, turret and gun barrel. The tank tow targets will come with its own extension connector (at least 17ft/5m long) and are to be built with plywood backings or planks, and covered with a non-reflective dark material/paint. The tank tow targets must not topple as it is being towed by the RCV and must not derail or

cause the RCV to flip or stall. A quick release mechanism should also be constructed as part of the tow.

(3) 1 x SUV Tow Target and 12 x Mannequins. One SUV tow target or pick-up truck vehicle body (without engine) is required (see Figure 4) with up to 4 mannequins placed in the vehicle to simulate passengers. Each SUV tow target will come with its own extension connector and shall be at least 17ft/5m long. The Contractor is required to provide a total of 12 mannequins for replacement at the end of each live firing session. The SUV tow target must have its roof and engine bonnet cut out and exposed.
The exposed engine compartment will be filled with cinder blocks, and levelled with the car’s surface. The Contractor is required to have sufficient cinder block spares for replacement at the end of each live firing session. Similar to the Box tow target, the SUV tow target should maintain a level profile at all times and must not topple when moving in the range.

e. 10 x Temporary Car Shelters. Ten temporary car shelters in ETAC will be required to be set up as concealment shelters for the moving targets (see Figure 5). The shelters are required to be in desert tan colour to blend with the surrounding terrain colour and constructed with a material that obstructs EO and IR observation from airborne platforms. The shelters must be wide enough to accommodate 2 RCV vehicles (side by side) to operate simultaneously, high enough to accommodate the RCVs with antenna, and deep enough (2 vehicle length) to obscure detection from aircraft and UAV without interruption and disruption to RCV control and operations. The proposed placement of the shelters in ETAC are reflected in Figure 5 and will be confirmed by RMO. RMO is to provide the target coordinates (within 1 meter accuracy) before XFS17 NLT 21 Nov 17.

11. Operation and Utilisation of RCVs. All RCV operations will be confined within ETAC and STAC. The RCVs are expected to be engaged by HE and inert weapons at ETAC (Maverick Hill T310, T305-309, T313-315) and STAC (T201-206). The RCVs are expected to operate inside the temporary car shelters located within ETAC. The Contractor is required to work with RMO on the approved RCV employment areas, and the requisite range clearance, operating locations and routes to be taken within the range.
12. Command and Control. The Contractor will be required to operate and control the RCVs in the ranges under the command and control direction of the Singapore RCV Liaison Officer based at Luke Air Force Base. The Liaison Officer will establish mobile phone and LMR communications with the Control Teams for the preparation and operation of the RCVs for the duration of the exercise. The Contractor is to ensure the Control Teams es tabl i sh stable mobile phone coverage and maintain constant communications with the Liaison Officer. The Contractor is to provide three mobile phone contact numbers (one for each Control Team). For safety and contingency requirements, the Contractor and its personnel must be able to maintain LMR or mobile phone communications with RMO or the Exercise Control Post at Luke Air Force Base.
13. Employment Areas. The Control Teams must be familiar with the exercise area. The Contractor must conduct system checks, tests and ground reconnaissance in ETAC and STAC to ensure that the RCVs are ready for employment.
14. Full System Test Run. To ensure that the moving targets fulfil the operational requirements and specifications for the exercise, a full system test run will be conducted 1 week prior to the start of the exercise from 19-26 Nov 17 at BMGR. The full system test run will cover all the routes that the moving targets will be moving on including inside the temporary car shelters, simultaneous operations in ETAC and STAC, and the activation of the secondary mode of operations.
15. Communication Support and Frequency Clearance. The Contractor shall make provisions for their own internal communications to control their crew and the moving targets, and obtain the necessary clearance from RMO prior to the exercise. The Contractor shall also ensure that their communication links with the Singapore RCV Liaison Officer and RMO is maintained throughout the exercise.
16. Conformance to the Range Standing Orders. The Contractor while providing the stipulated services, must adhere to the BMGR range standing orders both administratively and any environmental regulations throughout the duration of the exercise.
17. Administrative and Logistic Support. The Contractor shall bear all administrative and logistic requirements for its crew for the entire duration of service. Similarly, the command and control of the moving targets will be under the Customer's jurisdiction.
