Construct Guardian Angel AFE Shop
Contractor RFI questions & Government Response Aug 28 2018
Q1: Volume 1 of 3 of the specifications appears to be missing on FBO. I would assume that is where the bidding instructions reside. Would you be able to provide or post that?
A1: The Working Drawings are considered Volume 1 of 3 (attachment 4 of the solicitation).
Q2: Is there a project key for projnet for the above listed project?
A2: The Project Solicitation and all associated documents were provided on FBO. Neither the Base CE nor Contracting office utilizes Projnet for Contract Management communication.
Q3: Will you please confirm that the 'Schedule of Prices' in Item 17 of the SF1442 refers to the AF Form 3052 and therefore AF Form 3052 is required with the bid in addition to the Schedule of Bid Items with lump sum?
A3: The Schedule of Prices in Item 17 of the SF1442 does not refer to the AF3052, however, the AF3052 IS REQUIRED to be submitted with the bid in addition to the Bid Schedule (attachment 9).
Q4: Will the vertical lift modules be part of the construction scope?
A4: NO-the Vertical Storage Lift Units will not be part of this project. The Vertical Storage Lift Units are considered equipment and will be purchased and installed by the Government within a separate contract. The building has been designed to provide the appropriate infrastructure (Electrical/Fire Suppression/etc.) that will be needed for these units (See Basis of Design). The Contractor shall NOT include the cost for the Vertical Storage Lift Units in their Bid/Proposal.
Q5: Do you have current end user contacts?
A5: YES-the end User was significantly involved in the design process and will be available during this Construction Contract project. The User contacts shall be provided to the Contractor after award.
Q6: Which roof system are you requesting? Standing Seam and PBR profile are different roofing systems. The PBR profile is a major rib with minor ribs. The Standing Seam is an interlocking panel.
A6: The Government is requesting a Standing Seam Metal Roof for this Construction Contract project. Any reference to a PBR Profile roof should be replaced with a Standing Seam Metal Roof designation.
Q7: Is the intent to use standard building products or to apply epoxy paint?
A7: With regard to the flooring finish indicated on the Finish Floor Plan(s), the Government’s intent is to have an Epoxy Flooring per Specification Section 09 67 23.13 Standard Resinous Flooring.
Q8: Are all answers to the RFIs from the previous Site Visit on 3 January 2018 still applicable?
A8: Then Contractor shall review and Bid this project based on the most recent solicitation documents provided by the Government, and the RFI’s specifically referenced to this solicitation and Government response.
Q9: Is the steel building vendor responsible for erection on the site, or is that part of the bid?
A9: The Contractor’s Bid shall include all costs necessary for the fabrication and erection of the steel building per Specification Section 13 34 19 Metal Building Systems.
Q10: How can we obtain the AutoCad files for the drawings?
A10: The Government shall provide the AutoCAD (DWG) files for the Working Drawings as well as any other editable format files for Specifications. The Government shall provide the AutoCAD working drawings files to the awarded Contractor post award.
Q11: Are the AutoCad files revised per the Design Analysis Report dated 31 July 2018?
A11: Yes-The AutoCad files the Government will provide are revised per the Design Analysis Report dated 31 July 2018. However, please note the General Government Clarification below regarding this issue:
GGC1: General Government Clarification of As-built Working Drawings to be provided to the Base at Closeout of the project, as indicated in the Statement of Work (SOW).
Clarification of As-built Drawings-Closeout documentation requirements in the Statement of Work (SOW). The Government shall provide a full set of the Working Drawings in Portable Document Format (PDF) as well as their associated editable format programs (AutoCAD-DWG files), for the purpose of providing accurate updated and final conditions As-built Drawings at the project close-out.
Due to the Government’s preparation of the solicitation Working Drawings in PDF format, it shall be necessary to make revisions to the associated editable DWG files such that they will correspond to the final As-built conditions in the field. The Contractor shall consider the extra time/effort required to edit the AutoCAD-DWG files and reflect that in their cost-Proposal.
Q12: Do the Working Drawings (attached with the Solicitation dated 1 August 2018) conform with the determinations of the Design Charette Meeting 13-14 December 2016 and Design Review Meeting of 5 May 2017 (Design Analysis Report dated 31 July 2018)?
A12: Yes-the Working Drawings attached with the Solicitation 1 Aug 2018 conform with the determinations of the Design Charrette Meeting, Design Review Meeting, and Design Analysis Report dates noted. For the sake of clarity the dates can be ignored with regard to design coordination of all documents in the solicitation.
Q13: Specification Section 26 08 00; Paragraph 1.4.1 calls for third party 1st tier testing of transformer and cable after electrical contractor tests them? Is this required?
A13: No-Specification Section 26 08 1.4.1 has been revised to omit the requirement for a third Party-1st Tier testing of the transformer and cable-in addition to the electrical Contractor testing. This additional testing shall not be required.
Q14: Specification Section 26 08 00; Paragraph 1.4.1 calls for third party 1st tier testing of transformer and cable after electrical contractor tests them? Is this required?
A14: No-Specification Section 26 08 1.4.1 has been revised to omit the requirement for a third Party-1st Tier testing of the transformer and cable-in addition to the electrical Contractor testing. This additional testing shall not be required.
Q15: Specification Section 26 08 00; Will the Electrical Contractor; with the Base as a witness, be allowed to test the medium voltage cable and transformer instead of hiring a separate testing agency?
A15: Yes-the Electrical Contractor performing the work shall be allowed to test the medium voltage (MV) cable and transformer without hiring a separate testing agency.
Q16: Specification Section 26 20 00; Paragraph 2.23 states to use an ION 7350 or 7550 Electric meter.
Since they no longer make a 7350 ION meter; and the ION 7550 is being phased out, will a 5500 series meter be allowed?
A16: Yes-The Bid shall include the Power Logic PM5560 Electric Meter as indicated on Working Drawings Sheet E-6.01-Keynote 6. The ION 7350/7550 previously indicated in the DM-DCG has been discontinued and replaced by the equivalent Power Logic PM5560 Model.
Q17: Specification Section 26 27 13.30; Paragraph 2.5 Lists the meter design Basis as an Ion 7650 or 7550. Will a 5500 Series meter be allowed instead?
A17: Yes-The Bid shall include the Power Logic PM5560 Electric Meter as indicated on Working Drawings Sheet E-6.01-Keynote 6. The ION 7350/7550 previously indicated in the DM-DCG has been discontinued and replaced by the equivalent Power Logic PM5560 Model.

Q18: In the Design Analysis Document, Page TC3, Campus Backbone paragraph, it states “Dark unused singlemode fiber will be available in a designated manhole (AMH 3A-1) by base communications and 12 singlemode fiber optic cable will be installed and fusion spliced to it and extended into the new building” How many strands (12 or more) is the existing dark unused singlemode fiber cable?
A18: The Contractor shall assume that the Fiber optic cable provided by the Base in Manhole AMH 3A-1 will be sufficient to provide the required Fiber; as indicated in the Working Drawings and Specifications, necessary for the new Guardian Angel AFE Shop. Per the Working Drawings and Specifications the Contractor shall tie into the Base infrastructure in manhole AMH 3A-1, and provide the indicated Communication media from that manhole to the new building. Refer to the attached photos and survey information for Manhole AMH 3A-1.
Q19: Is there an existing Outside Plant (OSP) Rated fiber splice enclosure currently in place? If so, who is the Manufacturer and what is the Model Number? If not, what Manufacturer and Model number would you prefer?
A19: The Government has provided the attached photos and survey information for Manhole AMH 3A-1. The Government has a rated fiber splice enclosure currently in place. The specific MFR and Model are typically Performance Line Products (PLP) Stainless Steel-The Fiber box is called Coyote and the Copper box is called Armadillo-they have different sizes depending on the number of lines.
Q20: While at the Site Visit on 8/17, we were not able to view inside AMH 3A-1. However, the project Engineer stated that they would access the AMH 3A-1, and take photos of the inside. Photos would be great if they could be provided.
A20: The Government has provided the attached photos and survey information for Manhole
AMH 3A-1.
Q21: Sheet C-0.01 indicates a detail plan is to be submitted by the General Contractor – is the landscaping to be a design / build? We do not see any specifications or design.
A21: No-The landscaping for this project is not intended to include a design build task for the Construction Contractor. There is no landscaping required for this project except to the extent to which the existing decorative rock ground cover/landscaping will be salvaged and put back in place; or if additional landscape rock is necessary to be brought in to cover the trenching (or any other exterior disturbance) required for the fire water line tie in/construction activities. Refer to the Plan Sheets for additional information regarding final ground cover and decorative rock placement requirements. Do not include any landscape design costs in your Construction Contract Bid.
Q22: Sheet C1.03, there is an identification at the existing parking lot “CI-1”. This is located at sheet notes 8 & iIs this to be a catch basin CB-1?
A22: No this is not a catch basin-The Keynote 8 refers to a “Curb-Inlet”, and its referenced Detail 3 on Page C-5.01 indicates a Curb Inlet and inlet protection. The curb inlet ties into the storm drain (SD).
Q23: On Sheet S-0.01 indicates there is a geotechnical report.
a. Can we get a copy of the report?
b. The subgrade indicates to excavate to a depth 5’ below the foundation – is this really the intent?
c. In as much as the building is to be raised according to the finish elevations, can part of the 5’ be part of the fill material to the finish floor grade?
A23: Regarding Sheet S-0.01
a. Yes the referenced Geotechnical Report shall be provided for all Bidders (See attached Adjacent Facility-Bldg 4832-Foundation Design Analysis-2 Feb 18)
b. Yes, the subgrade excavation indicated in the Working Drawings is as intended.
c. Yes, if the excavated subgrade material is suitable (meets the specifications required) is may be used as fill material to the finished floor grade.
Q24: How will the Design Analysis be treated for Order of Precedence; if work identified in Design Analysis is different than Specifications and Drawings?
A24: Drawings and the Design Analysis take precedence over the Specifications.
Q25: Section 03 30 00 ¶2.2.2 Perimeter Insulation – Perimeter insulation is referenced in specifications but not identified on the drawings. Is it required?
A25: Specification 03 30 00, Paragraph 2.2.2 has been revised to omit the requirement for foundation perimeter insulation. Do not include foundation perimeter insulation in your Bid.
Q26: Section 03 30 00 ¶2.3.1.1 Miscellaneous Concrete & ¶2.3.1.2 Slab on Grade Foundation and Footings – Specification section indicates compressive strength for concrete being different than indicated in general structural notes and specific details on the drawings. What compressive strength concrete will be required and where?
A26: As indicated on the Working Drawings-Structural Notes-Sheet S-0.01 the concrete compressive strength shall be 3,000 PSI for all exterior wall foundation, sidewalks/ walkways, exterior equipment pads. The metal building foundation shall have a concrete compressive strength of 4,000 PSI per the prefabricated metal building manufacturer requirements.
Q27: Section 03 30 00 ¶2.4.6 Vapor Retarder – Will the vapor retarder referenced in this section suffice for the floor air barrier referenced on Sheet A-0.04 of the drawings?
A27: Bid per the Specifications provided in Section 03 30 00; Paragraph 2.4.6 Vapor Retarder.
Q28: Section 04 20 00 ¶2.6.6.1 General – This paragraph references coated copper, copper, and stainless steel flashing for masonry. The only masonry is the site wall at the mechanical yard. Is this flashing required for these walls?
A28: The flashing indicated in Specification Section 04 20 00 ¶2.6.6.1 is NOT required at the masonry mechanical yard wall. However, the masonry flashing indicated in Specification 04 20 00; Paragraph
2.6.6.1 shall be required at the masonry veneer wainscot at the base of the building and at the covered entry columns (See the Elevations).
Q29: Section 06 20 00 Finish Carpentry – There is no indication of any Finish Carpentry on the drawings.
Is this section even applicable to the project?
A29: Review the Floor Plan (Working Drawings Sheet A-1.01) and Interior Elevation (Working Drawing Sheet A-1.03 and A-2.03) indicating built-in upper and lower cabinetry in the Break Room
103. The Specification Section referenced is applicable to the project.
Q30: Section 07 27 10.00 10 Building Air Barrier System – Can further information be provided as to type of system that’s to be installed? Will the insulation referenced in Pre-Engineered Building Section 13 34 19 suffice for the air barrier referenced on Sheet A-0.04 of the drawings? Inspection or Inspector Services are unclear what type of system is intended!
A30: Bid per the Drawings and Specifications provided. Reference Specification Section 07 27 10.00 10 for the Building Air Barrier System requirements to evaluate roof and wall systems for compliance.
Q31: Section 08 60 45 Translucent Panels – This section is no longer applicable correct?
A31: Incorrect-The specification 08 60 45 Translucent Panels IS applicable to this project. The Contractors’ shall include the translucent panels in their Proposal/Bid-review the Working Drawings (Sheet A-2.03-Elevations) for the Translucent Panels size and location.
Q32: Section 09 67 23.13 Standard Resinous Flooring – This section is no longer applicable correct?
A32: Incorrect-The Specification 09 67 23.13 Standard Resinous Flooring IS applicable to this project.
The Contractors’ shall include the resinous flooring in their Proposal/Bid-review the Working Drawings (Sheet A-1.03-Finish Plan) for the extent and location of the resinous flooring. Include the epoxy flooring for the area under the Packing Mat.
Q33: Section 13 34 19 Metal Building Systems ¶1.2.5 Air Infiltration for Metal Roof Panels & 1.2.6 Air Infiltration for Metal Wall Panels – Will the roof and wall panel material suffice for the air barrier referenced on Sheet A-0.04 of the drawings?
A33: Bid per the Drawings and Specifications provided. Reference Specification Section 07 27 10.00 10 for the Building Air Barrier System requirements to evaluate roof and wall systems for compliance.
Q34: Section 13 34 19 Metal Building Systems ¶1.10.2 – Please confirm roof warranty is not 1020 years?
A34: Specification 13 34 19, Paragraph 1.10.2 has been revised to indicate 20 years. The roof warranty shall be 20 years.
Q35: Section 13 34 19 Metal Building Systems ¶2.4 – This paragraph and subsequent sub paragraphs identify roof and wall panels being aluminum. Is this correct?
A35: Specification 13 34 19, Paragraph 2.4 has been revised to omit the reference to aluminum panels.
It has been replaced with the steel panel requirements. The Contractor’s Bid should reflect the application of steel metal building panels.
Q36: Section 13 34 19 Metal Building Systems ¶2.4.1 c.2 – This paragraph indicates panel profiles for roof and walls yet the profiles aren’t consistent with standing seam roof identified on the drawings. What is required?
A36: Specification 13 34 19, Paragraph 2.4.1 has been revised to omit the reference to aluminum panels, and replace it with the steel panel requirements. The Contractor’s Bid should reflect the application of steel metal building panels.
Q37:Section 13 14 19 Metal Building Systems ¶2.4.2 Finish – Is it correct to assume standard finishes will not be permitted, and if so how will a Kynar finish be applied to an aluminum panel?
A37: The intent is to provide a Kynar 500/Hypalar 5000 finish to steel wall panels as indicated in Specification 2.4.2. The reference to Aluminum panels has been removed from Specification 2.4.1.
Q38: Sheet C-0.01 & Sheet C-0.101 – Is a full blown SWPP plan required given the area disturbed is less than one acre? The calculation identified on the drawings is even more than actual disturbed area. Will a dust permit and BMP’s at the limits of construction suffice in lieu of full SWPP?
A38: If the area of disturbance is less that one acre a SWPPP shall not be required. Ensure your calculation includes construction of the large Retention Pond to the north of the new AFE building.
Q39: Sheet C-5.02 Detail 6 – This detail indicates concrete compressive strength being 4,000 psi while other exterior concrete is identified as 3,000 psi. Is this only applicable to sidewalks?
A39: Regarding Working Drawing Sheet C-5.02-Detail 6, the concrete compressive strength shall be 3,000 PSI for all exterior wall foundation, sidewalks/ walkways, exterior equipment pads. The metal building foundation shall utilize a concrete compressive strength of 4,000 PSI per the prefabricated metal building manufacturer requirements.
Q40: Sheet S-0.01 Foundation Note #2 – Who is supervising geotechnical engineer, and is geotechnical report available?
A40: The basis of design for the AFE Shop foundations were established using the Foundation Analysis /Soils Report created for an adjacent project which had conducted subsoil borings/analysis on the AFE site location. This geotechnical information has already been factored into the Working Drawings and Specifications for the Guardian Angel AFE Shop. A copy of this geotechnical analysis is provided for your reference (See attached Adjacent Facility-Bldg 4832-Foundation Design Analysis document provided).
Q41: Sheet S-0.01 Reinforcing Steel “Notes” #3 – Are there any class A splices applicable as tables only refer to class B?
A41: The reinforcing steel notes indicated on the Working Drawings are generic in nature. The specific reinforcing steel requirements will be provided by the Metal Building Manufacturer in their project specific Shop Drawings.
Q42: Sheet S-0.02 Post-Installed Anchors – Will the Government be providing and installing post installed anchors for the racking assemblies?
A42: Concrete anchors required by the Government purchased equipment racks shall be provided and installed by the equipment rack manufacturer.
Q43: Sheet A-2.02 South Elevation – This elevation shows masonry wraps around steel canopy columns yet there are no structural details for attachment of masonry or reinforcement of masonry at columns. Are these masonry columns part of the bid?
A43: Yes-As shown on Working Drawing Sheet A-2.02-South Elevation, the Entry Canopy includes columns with a masonry base wainscot (veneer) wrapped around the steel structural columns. This masonry wainscot base at the Entry Canopy shall be included in the Contractor’s Bid.
Q44: General – Reference is made in many of the specification sections to Indoor Air Quality or what is usually considered sustainability i.e VOC’s. Is it correct to assume there are no sustainability requirements?
This Contract shall NOT require and specific Sustainability/Green Building certification; however, the Government requires the Contractor conduct the Construction activities in accordance with standard green building principles as indicated in the Specifications. The Construction of this project shall incorporate applicable US Government and ACC High performance green building (HPGB) and Sustainable Development objectives (already incorporated in the Design and Working Drawings), and requirements established in executive order 13423, Public Laws, and Federal Regulations-addressing as a minimum: site design, water use, energy use reduction (per EPAct 2005 and CFR Title 10 Part 433), building commissioning, materials selection, and indoor environmental quality.
Q45: General – Reference was made in Design Analysis that metal wall and roof panels be insulated. Is it correct to assume that panels are not insulated panels and that building insulation as part of the complete assembly is what is intended?
A45: The Contract shall NOT include the requirement to provide insulated roof and wall panels. The Design Analysis was part of the initial review of the building system for consideration, and was only provided as a reference. The building insulation shall be included in the Bid as part of the separate assembly indicated in Specification 7 21 16-Mineral Fiber Blanket Insulation.
