Statement of Work For MOMMC Medical Gasses 2 October 2019
I. INTRODUCTION
This requirement is for Liquid Oxygen for the main tank and 20 reserve tanks and 2 Argon for the main tanks and 2 reserve tanks for Mike O’Callaghan Military Medical Center (MOMMC).
II. BACKGROUND
The bulk and reserve oxygen at MOMMC provides preventative, emergency and acute care services for approximately 78K beneficiaries to include active duty, Guard, Reserve, NATO, retirees, VA and all eligible dependents. The bulk and reserve argon at MOMMC provides the ability for cancer treatment procedures. Argon is required during use of the cryo ablation machine. The gas is used with the machine to create ice to freeze the tissue of concern. Active duty, Guard, Reserve, NATO, retirees, VA and all eligible dependents will be candidates for treatment once we have the gases to begin this capability.
III. SCOPE
The overall purpose of this requirement is to provide the medical gases listed in attachment 1, refills as needed and monthly maintenance checks for the bulk oxygen and argon tanks, as well as the 20 reserve oxygen tanks and 2 reserve argon tanks. It also provides for the annual inspection of the bulk oxygen and argon tanks.
IV. WORK REQUIREMENTS
The contractor shall provide all labor, materiel, and transportation necessary to perform the scheduled oxygen and argon deliveries and maintenance at Mike O’Callaghan Military Medical Center.
V. TECHNICAL
The contractor shall provide the following services:
1. Scheduled Deliveries: At least twice a month the contractor will certify, fill, and replace any empty medical gas cylinders. Each time medical gas is delivered, a certificate of analysis and a proof of delivery should be provided to Medical Logistics located in the basement. Tanks will need to be replaced once the level in the tank becomes insufficient for patient care. For example, the nitrous oxide tanks will be deemed unserviceable when the PSI reading on the gas bank reads 125 PSI or below for the two tanks attached. For nitrogen, the reading at which point tanks are removed is 400 or below. Liquid nitrogen and bulk oxygen are to be filled on site at 99 MDG.
2. Emergencies: The contractor shall provide the appropriate contact information and be able to respond to emergency calls within a 24 hr. period. Emergencies include but are not limited to low gas levels/shortages.
3. Maintenance: A monthly check shall be provided for both the bulk oxygen and argon and for all maintenance issues.
4. All deliveries must be within the normal hours of operation: Monday- Friday 0730-1630s. If necessary, emergency deliveries shall be made during and outside of normal duty hours.
VI. CONSTRAINTS
The equipment is located at Nellis Air Force Base (NAFB). The contractor must comply with all NAFB security requirements.
