STATEMENT OF OBJECTIVES
FOR
REPAIR COMMUNICATIONS MANHOLES, #s 102, 103, & 286, RKMF 15-0116

STATEMENT OF OBJECTIVES
1. SCOPE: Contractor shall furnish all design, labor, equipment, material, transportation, administration, supervision and all else necessary to perform all operations in connection with successfully completing this project RKMF 15-0116, Repair Communication Manholes #102, 103, & 286 at Nellis AFB, Las Vegas, Nevada. When complete, the project shall be as shown below (either in the attached sketch or work description). Include in the submittal, reference to the specifications that apply to this project and identification of material items required to be submitted to the government for approval (use AF Form 66), both will be incorporated in the construction project.
2. LOCATION: The project site is located at Nellis AFB, Nevada. The Main base is located approximately nine (9)miles north of downtown Las Vegas on Highway US 93 (Las Vegas Blvd.). NAFB consists of three main areas: the Main Base, Area II and Area III.
3. CODES: All design and construction must be in compliance with the International Building Code (IBC) latest Edition, Department of Defense Unified Facilities Criteria Standards (UFC), all Public Laws (P.L.), Executive Orders (E.O.), Code of Federal Regulations (CFR), Department of Defense Instructions (DODI), Department of Defense Directives (DODD), Nellis Installation Development and Design Standards (ID2) and Clark County, State of Nevada, and Federal standards, codes, and laws or other higher authority documents as applicable. Any discrepancies between code or standards provisions and the contract documents shall immediately be brought to the Contracting Officer’s attention, and the more stringent requirements shall apply unless otherwise directed.
4. COMMUNICATIONS SPECIFICATIONS: The design and construction of the communications system shall comply with the requirements stated in the following documents:
Section 271000 Building Telecommunications Cabling System, latest edition; 38 EIG Handbook 33-01 Communications and Information FIRST FOUR HUNDRED FEET; Engineering Technical Letter (ETL) 02-12: Communications and Information System Criteria for Air Force Facilities; UFC 3-580-01 Telecommunications Building Cabling Systems Planning and Design;
Telecommunication Industry Association (TIA) Standards; Comm Room Wiring Plan. All work under this section shall be performed by and all equipment shall be furnished and installed by a Building Industry Consulting Service International (BICSI) certified telecommunications contractor. Any conflicts between standards must be brought to the Contracting Officer’s attention and will be resolved through the appropriate 99 CS Plans and Programs office.
5. DRAWING STANDARDS: All drawings shall comply with the specifications in Attachment #1 for Simplified Acquisition of Base Engineering Requirements (SABER).
Contractor shall maintain one set of drawings on site and record all changes and any hidden or subsurface data discovered during construction.
6. ENVIRONMENTAL PROTECTION: All work and contractor operations shall comply with the requirements imposed by all applicable Federal, State, local and NAFB laws, regulations, codes and permits (including NAFB Management Plan12) concerning

environmental protection. If required per the task order test for Asbestos Containing Material (ACM) and Lead Base Paint (LBP) in the area of construction. Provide test report of findings to government.
7. UTILITY SERVICE INTERRUPTIONS: If any utility will require interruption in service the following would apply:
7.1. Advance Notification: The Contractor shall submit written notification not less than 28 calendar days in advance of each interruption of each utility and/or communication service to or within existing buildings and facilities being used by others.
7.2. Duration: No single outage will exceed four (4) hours at a time or more than once in any two week period unless approved in writing by the Contracting Officer. The time and duration of all outages will be coordinated with the Using Agency by Customer Service. Utility outages required shall be scheduled so as to provide the minimum interference to the government.
Outages shall occur on weekends and/or during non-standard work hours depending on facilities affected and Using Agency operations.
7.3. Clearance: No outage may begin until the Contractor has applied for and obtained an Air Force Form 103, Base Civil Engineering Work Clearance Request. The Contractor shall apply for the clearance on Nellis at Bldg 843, Civil Engineer Customer Service, and on Creech at Bldg 231, Civil Engineering. Permit application shall be submitted a minimum of four (4) weeks prior to any outage as the Air Force portion of the permit typically takes 28 calendar days to complete.
8. WORKING HOURS: Standard working hours are from 7:00 a.m. to 4:00 p.m. Monday through Friday excluding Federal Holidays and the day after Thanksgiving. Contractor requested deviations to this schedule will be considered if it is in the best interest of the government as determined by the Contracting Officer. If the Contractor desires on working hours other than 7:00 am to 4:00 pm, Monday through Friday, he must submit to the Contracting Officer a work schedule at least five working days prior. The schedule shall note the activities planned, the planned hours of work, and the reason for the additional hours so that the construction inspectors can plan their work schedule.
9. DESCRIPTION OF WORK: The work to be accomplished includes the following description.
9.1. Contractor shall design, demolish, and install new manhole walls and roof/lids. Manhole (MH) 102 is located on NAFB, next to the backup generator enclosure SW of Bldg 907, MH103 is located next to north entrance of parking lot east of Bldg 907, and MH 286 is located in landscaping between Bldgs 290 and 286.
9.1.1. Contractor shall design new manhole walls to support Jensen, or equal pre-cast manhole roof/lids (including new risers, grade rings, rims, & covers) needed to replace existing deteriorated items. Manhole roof/lid shall be H120 traffic rated. Designs shall be submitted to the Government for review and approval.

9.1.2. Contractor shall use hydro excavation around manholes to locate existing conduit runs, backhoe excavation is allowed once conduits have been located and identified.
9.1.3. Contractor shall protect the interior cable system in each MH during all phases of demo/trenching and repair.
9.1.4. Contractor shall provide sump pump to ensure water from the hydro excavation does not enter any MH.
9.1.5. Contractor demo existing pavement around MH 103 (government estimate is approx. 30’ x 30’) and curbs as needed to facilitate work.
9.1.6. Contractor shall construct new walls and install pre-cast roof/lid, risers, grade rings, rims & covers. Manholes shall be water tight. Exterior manhole walls shall be painted with a water tight/seal masonry paint. Existing conduits shall have water tight penetrations into new manhole walls. New MH covers shall be secured to the rims per Government standards.
9.1.6.1. MH 103 roof/lid elevation shall accommodate new base aggregate and pavement replacement.
9.1.6.2. MH 102 & MH 286 rim elevations shall be 2-inches (min) above surrounding grade. Grade for positive drainage away from MH entrances.
9.1.7. Contractor shall contact government prior to any and all repositioning of communications lines in each MH and or surrounding manholes.
9.1.8. Contractor shall place new concrete curb, as needed and replace aggregate base and pavement. Also restore landscaping, plant disturbed/broken shrubs (in kind). Repair disturbed/broken irrigation during construction.
