SUMMARY OF WORK

1. PART 1 – GENERAL
1.1 SUMMARY
Description: Contractor shall furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to perform all operations in connection with successfully completing task orders under the contract CONSTRUCT/REPAIR FENCE IDIQ specified herein, as required per attached specifications and referenced documents, and as shown on respective project drawings. The Contract will govern in the case of any conflicts with this section.
1.1.1 Definitions:
1.1.1.1 Contracting OfficerThe term Contracting Officer (CO) refers to the person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The CO is the only person authorized to make changes the contract.
1.1.1.2 Contract Administrator: The Contract Administrator is the person responsible for the correspondence between the Contractor (party performing work under contract) and the Contracting Office (party who awarded or executes the contract).
1.1.1.3 Contracting Officer’s Representative: The Base Civil Engineer or his authorized representative is designated as the Contracting Officer's Representative (COR) (Construction Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of the contract.
1.2 LOCATION: The project sites will be located at Nellis AFB, Creech AFB, or at other locations within the southern portions of the Nevada Test and Training Range (NTTR) such as Range 63, and Point Bravo.
1.2.1 Nellis Air Force Base (NAFB) is located approximately nine (9) miles north of downtown Las Vegas on Highway U.S. 93 (Las Vegas Blvd). NAFB consists of three main areas: the Main Base, Area II, and Area III. The specific project location is indicated on drawings accompanying each task order issued against this contract.
1.2.2 Creech AFB is located approximately 55 miles north of Las Vegas, Nevada on Highway US-95. The specific project location is indicated on drawings accompanying each task order issued against this contract.
1.3 DESCRIPTION OF WORK
1.3.1 SCOPE OF WORK: The scope shall includefurnishing all labor, supplies, materials, supervision, transportation, equipment, and all else necessary to perform fence construction and repair. Fencing will include chain-link, CMU block, gates, concrete pads and Force Protection bollards and boulders. These projects are located on Nellis AFB, Creech AFB or at other locations within the southern portion of the Nevada Test and Training (NTTR) such as Range 63 and Point Bravo. Note the term demolition includes haul and disposal of demolished material. The minimum quantities per project phase for each item (if required) is stated in the applicable bid schedule CLIN.
1.3.1.1 CONSTRUCT/REPAIR CMU FENCING: The basic CMU wall sections and footings are shown in Appendix A. All CMU block, regardless of size, shall be “Nellis Brown” as manufactured by Rinker or equal, double split face, normal weight concrete block. Mortar shall be brown to match block also. The height of each wall is measured from finished grade to the top of the wall before the bottom of cap or decorative block. Sections of walls that are in between the height stated in one of the line items shall be counted as belonging to the higher wall height. For instance, a 10’ long section of wall that was stepped down from 8’ to 6’- 8” should be counted as an 8’ wall. The following technical specifications apply in whole or part to the work required in the following subparagraphs.

Vertical steel reinforcement shall consist of #5 rebar at 48” O.C. Wall to incorporate 2 courses of bond beam with 2 each continuous #4 rebar. All reinforcement shall lap a minimum of 24”. Cells shall be fully grouted at each vertical reinforcement location, bond beams and from the base of the wall to finish grade. Include grout filled pilaster columns, 16” square, every 20’ and at both sides of gate openings.
1.3.1.1.2 Construct 8” wide 6’ high CMU screen wall: Work includes surveying, trenching, placing and compacting 6” minimum aggregate base course (Type II), placing a concrete footing sized per the schedule in Appendix A, placing reinforcement as called out in Appendix A (minimum 3” clearance from any edge), and placing block to the specified height, at the location shown in the individual task order. Vertical steel reinforcement shall consist of #5 rebar at 32” O.C. Wall to incorporate 3 courses of bond beam with 2 each continuous #4 rebar. All reinforcement shall lap a minimum of 24”. Cells shall be fully grouted at each vertical reinforcement location, bond beams and from the base of the wall to finish grade. Include grout filled pilaster columns, 16” square, every 20’ and at both sides of gate openings.

1.3.1.1.4 Construct 8” wide 8’ high CMU security wall: Work shall be the same as 8” wide 8’ high CMU screen wall with the following exceptions: Vertical steel reinforcement shall consist of #5 rebar at 24” O.C. each way. Wall to incorporate 4 courses of bond beam 2 each continuous #4 rebar.
1.3.1.1.5 Construct 8” wide 8’-8” high CMU Security Wall: Work shall be the same as 8” wide 8’ high CMU screen wall with the following exceptions: Vertical steel reinforcement shall consist of #5 rebar at 24” O.C. each way. Wall to incorporate 4 courses of bond beam with 2 each continuous #4 rebar.
1.3.1.1.6 Construct 8” wide 10’ high CMU security wall: Work includes surveying, trenching, placing and compacting 6” minimum aggregate base course (Type II), placing a concrete footing sized per the schedule in Appendix A, placing reinforcement as called out in Appendix A (minimum 3” clearance from any edge), and placing block to the specified height, at the location shown in the individual task order. Vertical steel reinforcement shall consist of #5 rebar at 24” O.C. Wall to incorporate 4 courses of bond beam with 2 each #4 rebar continuous. All reinforcement shall lap a minimum of 24”. Cells shall be fully grouted at each vertical reinforcement location, bond beams and from the base of the wall to finish grade. Include grout filled pilaster columns, 16” square, every 20’ and at both sides of gate openings.
1.3.1.1.7 Construct 8” wide 4’-8” high Solid Grouted CMU Wall: Work shall be the same as 8” wide 8’ high CMU security wall with the following exception: The wall should be Solid Grouted and consist of footing at minimum 16” deep x 24” wide.
1.3.1.1.8 Construct Dumpster Enclosure: 8” CMU dumpster enclosure: Work includes surveying, trenching, placing and compacting 6” min. type II base, forming the footing sized per the schedule in Appendix A, placing concrete and footing reinforcement as called out in Appendix A (minimum 3” clear from any edge), and placing single split face block to the height of 6 feet (6’) from finished grade. Wall reinforcement shall consist of #4 rebar at 24” O.C. each way. Reinforcement shall lap a minimum of 24”. Cells shall be grouted at each vertical reinforcement location and full cell grout at bond beams and from the base of the wall to finish grade. Concrete pad for the dumpster is a separate line item.
1.3.1.1.9 Place 8” CMU cap top: Work includes placing one course of 1 1/2” CMU cap on top of block wall.
1.3.1.1.10 Place 6” decorative CMU screen block: Work includes placing 6” x 18” decorative screen block on top of block wall to match existing wall appearance.
1.3.1.1.11 Repair 6” Block Wall: Work shall include removing and disposing of damaged block, preparing remaining block to receive new grout, and placing new block to match.

1.3.1.1.13 Construct Wrought Iron Personnel Gate: Work shall include construction and installation of 3’ wide x 6’, 8’, or 10’ high wrought iron gate as shown in Appendix B. Gate shall include frame, posts, three (3) hinges, lockable finger latch and all other hardware necessary for a complete and usable gate. Gate shall be anchored to block wall as shown in Appendix B. Gate shall be primered and painted to match Base color scheme (paint sample to be provided by Engineering). Location(s) of gate as shown on the individual task order.
1.3.1.1.14 Construct 12’ Rolling Steel Gate: Work shall include construction and installation of rolling galvanized steel gate with a clear gate opening of 12’. Gate shall be 3/16” gauge with a 2” x 2” frame and 1” supports spaced 6” O.C. Gate shall include two minimum 6” diameter galvanized steel wheels on a bottom guide rail, two 6” diameter support polls (one rolling and one stop) and all other hardware necessary for a complete and usable gate. Hardware to allow manual locking of gate in the closed and open position. Bottom guide rail shall be encased in a 1’ wide by 1’ deep concrete slab. See Appendix B. Gate may be 6-ft, 8-ft or 10-ft high. Two 12’ long gates may be used in conjunction for an opening of 24’. Location as shown on the individual task order.
1.3.1.1.15 Construct 24’ Rolling Steel Gate: Work shall include construction and installation of rolling galvanized steel gate with a clear gate opening of 24’ and height as identified on task order. Gate shall be 3/16” gauge with a 2” x 2” frame and 1” supports. Gate shall include three minimum 6” diameter galvanized steel wheels on a bottom guide rail, three 6” diameter support polls (one rolling support and two stop guides) and all other hardware necessary for a complete and usable gate. Hardware to allow manual locking of gate in the closed and open position. Bottom guide rail shall be encased in a 1’wide by 1’ deep concrete slab. See Appendix B. Gate may be 6-ft, 8-ft or 10-ft high. Location as shown on the individual task order.
1.3.1.1.16 Demolish CMU Block Wall: Work shall include labor and materials to demolish, haul, and dispose of CMU block wall and footings. Location as shown on the individual task order.
1.3.1.1.17 Install Razor Wire on CMU block wall: Work shall include labor and materials to install double outriggers and razor wire (barbed tape) to the top of a new or an existing CMU block wall. Wire shall have an 18” diameter and be installed 18” on center (loop to loop for 33 loops/ 50 ft). Razor wire shall be supported by outriggers bolted to the wall, placed often enough to prevent any visible sag. Install 3 strands barbed wire to each outrigger arm. Existing barbed wire or spikes may be removed for installation if necessary but must be replaced. Wire once installed must withstand up to 120 mph winds.
1.3.1.2 CONSTRUCT/REPAIR CHAIN LINK FENCING:. The following technical specifications apply in whole or part to the work required in the following subparagraphs. Height of each fence to be measured from the ground to the top of the fabric if no outrigger present or to the top of the outrigger if included. All fence fabric shall be installed within 2” from grade.
1.3.1.2.1 Construct 4’ Residential Chain Link Fence: Work includes the installation of 4’ high residential grade chain link fence (sch 20 posts, 11 ga 2” mesh galvanized steel fabric, 1-5/8”o.d. post at 10’ O.C. with 1-3/8” o.d. top rail. Posts to be embedded in min 1’ x 1’ dia. concrete footing.
1.3.1.2.2 Construct 6’ Residential Chain Link Fence: Work shall include the installation of 6’ high residential grade chain link fence (sch 20 posts, 11 ga 2” mesh galvanized steel fabric, 1-5/8”o.d. post at 10’ O.C. with 1-3/8”o.d. top rail. Posts to be embedded in min 2’ x 1’ dia concrete footing. Diagonal bracing shall be used at all corners and end posts.
1.3.1.2.3 Construct 7’ Industrial Chain Link Fence with single outrigger: Work includes surveying and constructing 7’ high standard (including outrigger) chain link fence (9 ga galvanized fabric, 2” mesh) at location(s) as shown on individual task order. Fence posts shall be sch. 40, 2-3/8” o.d. galvanized steel, to be set at 10’ O.C. max. in minimum 2’ deep x 1’ diameter concrete footing. Top and bottom tension wire and all hardware necessary for a complete and usable fence shall be included. Diagonal bracing and top bar shall be used at all corners and end posts. A single outrigger with three strands of 15-½” ga Class III 4 pt. barbed wire facing out 45 degrees shall be included.
1.3.1.2.4 Construct 8’ Industrial Chain Link Fence: Work includes surveying and constructing 8’ high standard chain link fence (9 ga galvanized fabric, 2” mesh) at location(s) as shown on individual task order. Fence posts shall be sch. 40, 2-3/8” o.d. galvanized steel, to be set at 10’ O.C. max. in minimum 2’ deep x 1’ diameter concrete footing. Top and bottom tension wires and all hardware necessary for a complete and usable fence shall be included. Diagonal bracing and top bar shall be used at all corners and end posts.
1.3.1.2.5 Construct 8’ Chain Link Fence with Single Outrigger: Work includes surveying and constructing 8’ high, including outrigger, standard chain link fence as described in 1.3.1.2.4, with the addition of a single outrigger with three strands of 15-½” ga Class III 4 pt. barbed wire. Top and bottom tension wires and all hardware necessary for a complete and usable fence shall be included.
1.3.1.2.6 Construct 8’ Chain Link Fence with Double Outriggers: Work shall include all work outlined on line item 1.3.1.2.4 with the addition of two outriggers (opposite sides) with three strands of 15-½” ga Class III 4 pt. barbed wire on each outrigger.
1.3.1.2.7 Install Single Outrigger to Existing Chain Link Fence: Work shall include labor and materials to add a single 3-strand barbed wire outrigger with three strands of 15-½” ga Class III 4 pt. barbed wire to an existing chain link fence. Location will be as shown on the individual task order.
1.3.1.2.8 Install Razor Wire on Chain link fence: Work shall include labor and materials to install razor wire to the top of a new or an existing chain link fence. Wire shall have an 18 inch diameter and be installed 18” on center (loop to loop for 33 loops/ 50 ft). Existing barbed wire or spikes may be removed for installation if necessary but must be replaced. The performance period calculation for this line item shall be 1 calendar day per 100 LF.
1.3.1.2.9 Install Cable Reinforcing for Chain link Fence: Work shall include labor and materials to install complete chain link fence cable reinforcement and necessary bollards in accordance with the project drawing sheet titled Double Cable Barrier Details, drawing code STD 872-90-15, from the US Army Corps of Engineers Omaha District (Appendix D, detail FP06). As noted on the drawing, do not exceed 200 feet of cable run between deadmen. System includes two 3/4-inch diameter continuous galvanized steel cables in a chain link fence between the fabric and the posts. The cable ends will be fastened to concrete deadmen cast in the ground every 200 feet. Use a backhoe to dig holes for the deadmen. Cast concrete deadmen (3-foot long x 3-foot wide x 2-foot thick minimum size) with two 1-1/4-inch diameter galvanized steel rods with the top 1-foot threaded to match the turnbuckle thread. Offset the center line of the deadmen 2-foot 4-inches away from the center line of the line post so the turnbuckles do not interfere with the fence fabric. Loop the cable, using a thimble end, through the jaw supplied with the turnbuckle and fasten with cable clamps at one end. String the cables between the fence fabric and the posts. Attach the cable to each fence post with U-bolts. Terminate the other end of the cable with a thimble and clamps. Attach the thimbled end to a 1-1/4-inch diameter turnbuckle with jaw end to the anchor bolts cast in the concrete deadmen. Stretch the cables taut using a winch or come-along to tension the cable across the posts so there is no visible sag between the posts and then tighten U‑bolts to position the cable at the proper height. Do not exceed 200 feet of cable run between deadmen.
1.3.1.2.10 Construct Concrete Curb: Concrete curbing along the bottom of a chain link fence. Work includes surveying, trenching, placing and compacting 6” min. type II base, forming 6” wide by 6” deep curbing and placing concrete.
1.3.1.2.11 Repair Chain link Fence Fabric: Work shall include removing and disposing of damaged portions of chain link fabric, and installing new chain link fabric to match existing.
1.3.1.2.12 Remove/Replace Chain link Fence Posts: Work shall include removing existing chain link fence posts, concrete foundations and replacing with new fence posts and concrete foundations, as described in 1.3.1.2.4. Work shall also include reconnecting wire fabric to new posts.
1.3.1.2.13 Cut Chain Link Post: Work shall include labor, equipment and materials to cut, haul and dispose of chain link post with foundation to remain.
1.3.1.2.14 Install Tension Wire: Work shall include installing 7 ga. galvanized steel wire on top or bottom of existing chain link fence.
1.3.1.2.15 Construct Top/Bottom Bar: Work shall include construction and installation of galvanized sch. 40 1-5/8” o.d. top or bottom bar in conjunction with construction of chain link fence. All hardware required for installation shall be included.
1.3.1.2.16 Demolish Chain Link Fence: Work shall include labor and materials to demolish, haul, and dispose of various heights of chain link fence (no higher than 10 feet), and posts. Posts will be cut flush with footing. Footings may be left in place. Location will be as shown on the individual task order.
1.3.1.2.17 Construct 3’ x 4’ Chain Link Personnel Gate: Work shall include construction and installation of 3’ wide by 4’ high chain link personnel gate, including 1-3/8” o.d. galvanized steel pipe frame, 11 ga galvanized steel fabric (2” mesh), two (2) hinges, latch and all other hardware necessary for a complete and usable gate. Gateposts shall be 1-5/8” o.d. set into the ground, encased with 1’ deep x 1’ diameter concrete footing. Appendix C depicts an example gate. Location(s) of gate as shown on the individual task order.
1.3.1.2.18 Construct 3’ x 6’ Chain Link Personnel Gate: Work shall include construction and installation of 3’ wide by 6’ high chain link personnel gate, including 1-5/8” o.d. galvanized steel pipe frame, 9 ga galvanized steel fabric (2” mesh), three (3) hinges, latch and all other hardware necessary for a complete and usable gate. Gateposts shall be sch 40, 2-7/8” o.d. set 2’ into the ground, encased with 12” diameter concrete. Appendix C depicts an example gate. Location(s) of gate as shown on the individual task order.
1.3.1.2.19 Construct 3’ x 7’ Chain Link Personnel Gate with Outrigger: Work shall include construction and installation of 3’ wide by 7’ high chain link personnel gate, including 1-5/8” o.d. galvanized steel pipe frame, 9 ga galvanized steel fabric (2” mesh), three (3) hinges, latch and all other hardware necessary for a complete and usable gate. Gateposts shall be sch 40, 2-7/8” o.d. set 2’ into the ground, encased with 12” diameter concrete. Gate shall include three-strand barbed wire to match fence line. Appendix C depicts an example gate. Location(s) of gate as shown on the individual task order.
1.3.1.2.20 Construct 3’ x 8’ Chain Link Personnel Gate with Outrigger: Work shall include construction and installation of 3’ wide by 8’ high chain link personnel gate, including 1-5/8” o.d. galvanized steel pipe frame, 9 ga galvanized steel fabric (2” mesh), three (3) hinges, latch and all other hardware necessary for a complete and usable gate. Gateposts shall be sch 40, 4” o.d. set 3’ into the ground, encased with 12” diameter concrete. If fence line includes outriggers gate shall have three-strand barbed wire on top to match. Appendix C depicts an example gate. Location(s) of gate as shown on the individual task order.
1.3.1.2.21 Construct 12’ Double Swing Chain Link Gate: Work shall include construction and installation of two 6’ wide chain link panels, totaling 12’ clear gate opening. Gate frame shall be 1-5/8” o.d. galvanized steel pipe, with 9 ga galvanized, 2” mesh steel fabric and diagonally braced as necessary. If fence line includes outriggers gate shall have three-strand barbed wire on top to match. Gateposts shall be 6-5/8” o.d., set 4’ into the ground encased in 18” diameter concrete. Gate shall include posts, center stop w/support rod, three (3) heavy-duty hinges per panel and all hardware necessary for a complete and usable gate. Hardware installed to allow manual locking of gate in the closed and open position. Appendix C depicts an example gate. Gate may be 6-ft, 7-ft or 8-ft high.
1.3.1.2.22 Construct 12’ Rolling Chain Link Gate: Work shall include construction and installation of rolling chain link gate with a clear gate opening of 12’. Gate shall consist of a cantilevered single panel with steel frame and, diagonal bracing as needed, and 4” o.d. uprights. Gates with a height of 6’ will have sch 20 1-5/8” o.d. galvanized steel frame and 11 ga 2” mesh galvanized steel fabric all others will have sch 40 2-3/8” o.d. frame and 9 ga 2” mesh. Gate shall have a minimum of 4, 6” diameter galvanized steel wheels, riding on 1-5/8” o.d. top rail and in ground steel track. If fence line includes outriggers gate shall have three-strand barbed wire on top to match. Inground steel track shall be set in 12” wide x 6” deep concrete beam and shall be included. Hardware installed to allow manual locking of gate in the closed and open position. Appendix C depicts an example gate. Gate may be 6-ft, 7-ft or 8-ft high.
1.3.1.2.23 Construct 24’ Double Swing Chain Link Gate: Gate shall consist of 2, 12’ wide chain link gates (for a clear span opening of 24’), constructed as described in 1.3.1.2.21, except frame shall be 2-3/8” o.d. galvanized steel, and gate panels shall have galvanized steel diagonal bracing as needed with 6-5/8” o.d. uprights. If fence line includes outriggers gate shall have three-strand barbed wire on top to match. Gate shall also include removable center posts for support. Hardware installed to allow manual locking of gate in the closed and open position. Appendix C depicts an example gate. Gates may be 6-ft, 7-ft or 8-ft high.
1.3.1.2.24 Construct 24’ Rolling Chain Link Gate: Work shall include construction and installation of rolling chain link gate with a clear gate opening of 24’. Gate shall consist of a cantilevered single panel with steel frame and mesh, diagonal bracing as needed, and 6-5/8” o.d. uprights. Gates with a height of 6’ will have sch 20 1-5/8” o.d. galvanized steel frame and 11 ga 2” mesh galvanized steel fabric all others will have sch 40 2-3/8” o.d. frame and 9 ga 2” mesh. Gate shall have a minimum of 8, 6” diameter galvanized steel wheels, riding on 1-5/8” o.d. top rail and in ground steel track. If fence line includes outriggers gate shall have three-strand barbed wire on top to match. In ground steel track shall be set in 12” wide x 6” deep concrete beam and shall be included. Hardware installed to allow manual locking of gate in the closed and open position. Appendix C depicts an example gate. Gate may be 6-ft, 7-ft or 8-ft high.
1.3.1.2.25 Install Double Outrigger to Existing Chain-Link Fence: Work shall include labor and materials to install on top of an existing chain link fence a “Y” type outrigger system (one outrigger extending towards the outside of the protected area and one extending towards the inside of the protected area) that includes 3-strands of barb wire strung on each outrigger. Location will be as shown on the individual task order.
1.3.1.2.26 Construct Modified Type A Sensor-Compatible Fencing: Work includes surveying, testing, quality control and construction of a 7-ft high chain link fence (9ga aluminum-oxide, 2-inch square mesh) with vertical break-away outrigger and three tension wires. Fencing to support security sensors exceed requirements for standard chain link fence and requires strict compliance with testing, quality control and general instructions in reference manual ESE-SIT-0001.
1.3.1.2.27 Construct 4-ft x 7-ft Chain-Link Personnel Gate with 4-ft Vertical Outrigger: Work shall include construction and installation of a 4-ft by 7-ft high chain link personnel gate, including galvanized steel pipe frame, 9 ga. aluminum-oxide fabric (2-inch mesh), three (3) hinges, latch and all other hardware necessary for a complete and usable gate. Outriggers shall be 4-ft high vertical break-away type as Modified Type A Fencing. Gateposts shall be schedule 40, 4-inch o.d. set into ground, encased with 3-ft deep by 1-ft diameter concrete footing. Location(s) of gate as shown on the individual task order.
1.3.1.2.28 Hydro-Excavate for Installation of Fence/Gate Posts, 12’-24’ wide by 18”-48” deep. Use high pressure water to excavate for footing holes for fence and gate posts in lieu of auguring. Hydro-excavation shall be used where known high concentrations of U/G utilities are known to exist. Care will be used when utilities are located. Unit of measure is HALF day (20 holes) and FULL day 40 holes).
1.3.1.2.29 Provide and Install Vinyl Slat in Chain-Link Fence: Install vinyl slats in chain-link fencing/gates. Slats can be installed either vertical or horizontal with-in the chain-link weave. Color to be made at issue of each task order.
1.3.1.3 CONSTRUCT FORCE PROTECTION BARRIERS: The following technical specifications apply in whole or part to the work required in the following subparagraphs.

Appendix D
1.3.1.3.1 Construct 8” Wide 2’ 6” High CMU Security Wall: Work includes surveying, trenching, placing and compacting 6” minimum aggregate base course (Type II), placing a concrete footing sized per the schedule in Appendix A, placing reinforcement as called out in Appendix A (minimum 3” clearance from any edge), and placing block to the specified height, at the location shown in the individual task order. Vertical steel reinforcement shall consist of #5 rebar at 32” O.C. Wall to incorporate 2 courses of bond beam with 2 each continuous #4 rebar. All reinforcement shall lap a minimum of 24”. Cells shall be fully grouted at each vertical reinforcement location, bond beams and from the base of the wall to finish grade. Include grout filled pilaster columns, 16” square, every 20’ and at both sides of gate openings.
1.3.1.3.2 Construct Road Bollard Foundation and Collar: Work includes surveying, trenching, sawcutting, placing, constructing and compacting 6” minimum aggregate base course (Type II), placing a concrete footing sized per the schedule in Appendix D, detail FP-01. This line item includes at maximum 2’-6” of foundation to each side of the bollard in-line with the bollards axis. All pavement damaged during installation shall be restored to its previous state. Work also includes manufacture, fabrication, spray cold galvanizing and placement of 12” O.D. and 8 3/4” I.D bollard collar per detail FP-01. The bollard cover should be built to specifications displayed on detail FP-01.
1.3.1.3.3 Construct Chain Bollard: Work includes surveying, trenching, placing and compacting 6” minimum aggregate base course (Type II), placing a bollard with concrete footing sized per the schedule in Appendix D, detail FP-03. This item includes any cost of attaching the cable to the bollard in the manner shown on detail FP-03.
1.3.1.3.4 Construct Chain Bollard Cable: Work includes arresting cable placed in conjunction with Construct Chain Bollard. Included is placement of cable to be used with Construct Chain Bollard displayed in Appendix D, detail FP-03.
1.3.1.3.5 Construct Chain Bollard Cable Ground Tie-in: Work includes arresting cable ground tie-in placed in conjunction with Construct Chain Bollard Cable. Included is attachment of cable and construction of foundation displayed in Appendix D, detail FP-03.
1.3.1.3.6 Construct Schedule 80 Bollard: Work includes manufacture, fabrication, hot-dip galvanizing an 8” I.D. Schedule 80 Bollard displayed in Appendix D, detail FP-01. Bollard should have reflective markings as shown on detail FP-01.
1.3.1.3.7 Construct Schedule 40 Bollard: Work includes all items listed in paragraph 1.3.1.3.6 except is schedule 40 instead of schedule 80.
1.3.1.3.8 Construct 6” Schedule 40 Bollard: Work includes all items listed in paragraph 1.3.1.3.7 except bollard has a 6” I.D. instead of 8” I.D.
1.3.1.3.9 Construct Bollard Cover: Work includes manufacture, fabrication, spray cold galvanizing and placement of 9 ¾” O.D. bollard cover. Bollard cover should be made to join with line item Place Bollard Foundation. The bollard cover should be built to specifications displayed in Appendix D, detail FP-01.
1.3.1.3.10 Construct Adapter and Bollard Cover: Work includes manufacture, fabrication, spray cold galvanizing and placement of 9 ¾” O.D. bollard adapter and 6 ¾” I.D per Appendix D, detail FP-01. The bollard adapter should be built to specifications displayed in Appendix FP-01. Work also includes manufacture, fabrication and placement of 7 ¾” O.D. bollard cover. Bollard cover should be made to join with line item Place Bollard Foundation. The bollard cover should be built to specifications displayed on Detail FP-01.
1.3.1.3.11 Construct 4 Bollard Rack: Work includes manufacture, fabrication, spray cold galvanizing and concrete foundation of bollard rack capable of supporting 4 bollards shown in Appendix D, detail FP-05. This item includes fastening the bollard rack to another bollard rack or a wall to include CMU.
1.3.1.3.12 Construct 2 Bollard Rack: Work includes manufacture, fabrication, spray cold galvanizing and concrete foundation of bollard rack capable of supporting 2 bollards as shown in Appendix D, detail FP-02. This item includes fastening the bollard rack to another bollard rack or a wall to include CMU.
1.3.1.3.13 Install Retractable Bollards: Work includes providing and installing manually operated 4” diameter retractable stainless steel bollards, meeting the salient features of model LBMR04040 by “Cal Pipe Bollards” or approved equal. Each bollard shall be 36” above grade when extended and locked into place. When retracted, the stainless steel lids shall be flush with the pavement, lockable, with tamper resistant key. Bollards shall be installed according to manufacturer’s installation instructions in 4” thick asphalt paved roads or parking lots.
1.3.1.3.14 Place 4’ Diameter Boulder: Work includes procurement, transportation and placement of a 4’ minimum diameter boulder. Boulders shall be available locally with similar color and characteristics of the native rock. Boulders are to be surface grade, granitoid igneous rock which has been surface weathered in place. A sample shall be approved by the Contracting Officer. Larger rock can be provided to the government at no cost.
1.3.1.3.15 Place 5’ Diameter Boulder: Work includes procurement, transportation and placement of a 5’ minimum diameter boulder. Boulders shall be available locally with similar color and characteristics of the native rock. Boulders are to be surface grade, granitoid igneous rock which has been surface weathered in place. A sample shall be approved by the Contracting Officer. Larger rock can be provided to the government at no cost.
1.3.1.3.16 Install Decorative Concrete Bollard Cover: Bollard is precast concrete with hollow core. Dimension of core to be large enough to accept a 6”, schedule 80 steel pipe.
1.3.1.3.17 Install Full-Height Turnstile, (Single) 27” pedestrian clearance. Turnstile to be single pedestrian passage, 27”; provided with card reader, electronic/LCD counter; fail-open or fail-secure locking; push-button and wireless remotes; manual key override-both directions; hot-dipped galvanized finish; 84” pedestrian height clearance; arm and barrier diameter 1 ½”; command module input 110VAC; control voltage 24 VDC; trench 12” x 36” deep by up to 200’ long to nearest power source, compacted backfill; install 2 each 2” PVC conduits, electric at 36” deep, Control conduit 24” above it; pull #12 conductors and install 10 amp breaker.
1.3.1.3.18 Remove/relocate 4’/5’ Diameter Boulders: Remove 4’/5’ diameter boulders and relocate/place at a location </=300-ft as designated by the C.O.
1.3.1.4 MISCELLANEOUS ITEMS:. The following technical specifications apply in whole or part to the work required in the following subparagraphs.
1.3.1.4.1 Demolish Asphalt Pavement: Work shall include demolishing, removing and disposing of asphalt pavement up to 4” thick, at location(s) as shown on the task order. This line item would be used if asphalt pavement needed to be removed to allow the construction of a new fence or other contracted line item.
1.3.1.4.2 Demolish Concrete Pavement: Work shall include demolishing, removing and disposing for concrete including reinforcement up to 6” thick, at location(s) as shown on the task order. This line item would be used if concrete pavement needed to be removed to allow for construction of a new fence or other contracted line item.
1.3.1.4.3 Construct Concrete Pad: Work includes surveying, trenching, placing and compacting 6” minimum aggregate base course (Type II), placing reinforcement (#4 rebar, 12” O.C. both ways) and pouring a 4” concrete slab at the location shown in the individual task order. This line item would be used to build a concrete pad for a dumpster enclosure.
1.3.1.4.4 Construct Concrete: Work includes surveying, trenching, placing and compacting 6” minimum aggregate base course (Type II) and pouring various depths of concrete to be measured strictly by cubic yards at the location shown in the individual task order. This line item may be combined with rebar line items for proper reinforcement.
1.3.1.4.5 Install #4 Rebar: Work includes providing #4 rebar, with all associated required ties and supports, as dictated by drawings in an individual task order in conjunction with work in paragraph 1.3.1.4.4.
1.3.1.4.6 Install #5 Rebar: Work includes providing #5 rebar, with all associated required ties and supports, as dictated by drawings in an individual task order in conjunction with work in paragraph 1.3.1.4.4.
1.3.1.4.7 Sawcut Asphalt: Work shall include sawcutting full depth asphalt up to 6” thick at location(s) shown on the individual task order. This line item would be used if asphalt pavement needed to be removed to allow the construction of a new fence or other contracted line item.
1.3.1.4.8 Sawcut Concrete: Work shall include sawcutting full depth concrete up to 8” thick at location(s) shown on the individual task order. This line item would be used if asphalt pavement needed to be removed to allow the construction of a new fence or other contracted line item.
1.3.1.4.9 Install Temporary Chain Link Fencing: Work shall include supplying and installing 6’ tall temporary chain link fence. Fence shall be at least 11 ga 2” mesh galvanized steel fabric. Individual panels shall be no longer than 10’. Panels shall be connected together such that the fence line is continuous, with breakpoints only at openings as shown on the task order. Ventilated privacy fabric shall be installed on fence fabric.
1.3.1.4.10 Install 3-Strand Barbed Wire: Work shall include surveying and constructing a 4’ high Type B 3-strand barbed wire fence. Fence shall be high tensile, 15 ½ gauge Class III, 4 pt. coated steel barbed wire. Six foot long steel T-posts are to be used with a 20 foot maximum spacing between posts. Approximately five percent of the total number of posts will be eight-foot long T-posts to account for areas of shifting sand and washes. A strong inline bracing system is to be installed at points of direction change, a minimum of every 1320 feet during straight runs or as often as necessary to facilitate terrain changes. Wire fence stays are to be placed midway between posts, a maximum of every twenty feet. 1 ¾” class III staples are to be used to attach the barbed wire strands to the steel T-posts.
1.3.1.4.11 Demolish Barbed Wire Fence: Work shall include labor and materials to demolish, haul, and dispose three to five strand barbed wire fence, and posts. Footings, if any can remain. Location will be as shown on the individual task order.

1.3.1.4.13 Remove / Replace Barbed Wire Fence Posts: Work shall include removing existing barbed wire fence posts and concrete foundations and replacing with new fence posts and concrete foundations, as described in 1.3.1.4.10. Work shall also include reconnecting wire fabric to new posts.
1.3.1.4.14 Install Barbed Wire: Work shall include the installation of a barbed wire for Type B 3-strand barbed wire fence. Wire shall be high tensile, 15 ½ gauge Class III, 4 pt. steel barbed wire. Line item will be used to replace existing failed barbed wire or for the addition of barbed wire to an existing fence.
1.3.1.4.15 Construct Signs: Work shall include construction and installation of base warning and controlled area signs. Government to provide a picture of the required sign, contractor to procure sign and place on 090 galvanized aluminum material. Signs should be securely attached in all four corners a maximum of every 100 yards for perimeter warning signs and every 100 feet for controlled areas. Also two signs should be placed at all corners. Sign at Detail C-5.
1.3.1.4.16 Boundary Survey: Work shall include labor, equipment and materials to conduct a boundary survey. Also includes setting all property corners with rebar and aluminum cap or appropriate monument. Must record the survey with Clark County Recorders Office. A current Title Report and all supportive documents should be provided to the government.
1.3.1.4.17 Construction Survey: Work shall include labor, equipment and materials to conduct a construction site survey to locate property corners for horizontal control. Set control points at approximate 200-foot intervals along the property line to control the construction.
1.3.1.4.18 Place Traffic Striping: Work shall include laying out and placing yellow, red, white, black or blue reflective striping or symbols on new or existing roads or parking lots. Striping shall conform to the “Uniform Standard Drawings for Public Works Construction, Offsite Improvements, Clark County, Nevada”, unless otherwise shown.
1.3.1.4.19 Relocate Metal Frame: Work shall include removing an existing 2’ x 8’-2” metal frame from an existing chain-link fence, cutting an opening in new chain-link fence to accommodate the frame and installing the frame in the new opening. Any fasteners broken during removal will be replaced by the contractor. Frame at Detail C-4.
1.3.1.5 PRICE ADJUSTMENT FACTORS:
1.3.1.5.1 Non-Standard Work Factor: The sum of the costs of line items used in non-standard work shall be multiplied by an adjustment factor. This refers to work performed in a non-standard work period as the result of a government requirement, but not to work performed in a non-standard work or overtime period as the result of the contractor’s preference. Non-Standard Working Hours are during the period from 6:00 p.m. to 6:00 a.m., Monday through Friday, and any time on Saturdays, Sundays, and Federal Holidays.
1.3.1.5.2 Creech AFB Work Factor: The sum of the costs of line items used in a project at Creech AFB or at other locations in the southern NTTR shall be multiplied by a coefficient to account for the added travel time to and from the project sites.
1.4 NOT USED
1.5 SITE VISIT: Contractors are urged to attend the site visit that will be scheduled by Base Contracting prior to the bid opening.
1.6 SINGLE, PRIME CONTRACT: The work will be constructed under a single, prime contract.
1.7 PERFORMANCE PERIODS & NOTICE(S) TO PROCEED:
1.7.1 The performance period for the construction portion of each individual task order will be provided in the task order SOW. At the beginning of the construction performance window, and if all necessary submittals have been approved by the Contracting Officer, the Contracting Officer shall initiate Notice to Proceed to allow actual demolition and construction work to begin.
CODES & STANDARDS: All construction must be in compliance with the International Building Code (IBC) latest Edition, Department of Defense Unified Facilities Criteria Standards (UFC), all Public Laws (P.L.), Executive Orders (E.O.), Code of Federal Regulations (CFR), Department of Defense Instructions (DODI), Department of Defense Directives (DODD), and Clark County, State of Nevada, and Federal standards, codes, and laws or other higher authority documents as applicable. Any discrepancies between code or standards provisions and the contract documents shall immediately be brought to the Contracting Officer’s attention, and the more stringent requirements shall apply unless otherwise directed.
1.7.2 OTHER STANDARDS: All project construction shall meet the requirements stated in the following documents: All applicable design goals stated in the Nellis-Creech Installation Development and Design (ID2) Handbook (August 2011), Contractor shall comply with and implement all applicable technical constraints, considerations, and policies stated in the ID2 Handbook unless an alternate approach is stated in project scope of work or approved by Contracting Officer; Unified Facilities Criteria (UFC) 3-600-01 Fire Protection Engineering for Facilities; UFC 4-021-01, Mass Notification Systems.
1.7.3 Contractors shall be responsible for obtaining copies of all items referenced in this document. Department of Defense criteria can be retrieved at: http://cbbs.spk.usace.army.mil.
1.8 WORKING HOURS: Standard working hours are from 7:00 a.m. to 4:00 p.m. Monday through Friday excluding Federal Holidays and the day after Thanksgiving. Contractor requested deviations to this schedule will be considered if it is in the best interest of the government as determined by the Contracting Officer. If the Contractor desires on working hours other than 7:00 am to 4:00 pm, Monday through Friday, he must submit to the Contracting Officer a work schedule at least five working days prior. The schedule shall note the activities planned, the planned hours of work, and the reason for the additional hours so that the construction inspectors can plan their work schedule
1.9 AIR FORCE BASE ENTRY, REGULATIONS, & RESTRICTIONS
1.9.1 Conformance with Regulations/Directives: The Contractor shall conform to base regulations and directives pertaining to security, safety, traffic, fire and personnel clearances, insofar as they pertain to the Contractor's activities as directed by the Contracting Officer. Contractor employees and visitors are subject to the same restrictions as government personnel. Some of these are noted in the following paragraphs.
1.9.1.1 Smoking: Smoking is permitted in designated, outside smoking areas only. No smoking will be allowed within any base facility.
1.9.1.2 Seatbelts: The use of seatbelts by all vehicle operators and passengers is mandatory on Nellis AFB and in the state of Nevada. On Nellis AFB, vehicle operators and passengers not wearing their seatbelt will be issued a traffic citation and may lose on-base driving privileges.
1.9.1.3 Firearms/Illegal Drugs: No firearms or illegal drugs are allowed to be brought onto Nellis AFB. By accepting a vehicle pass, each person gives their consent to a search of their vehicle while it is entering, while on, or while leaving Nellis AFB.
1.9.1.4 Speed Limit: Unless otherwise posted, the speed limit on base is 25 MPH and in base housing areas and flightline it is 15 MPH.
1.9.1.5 Cell Phones: Use of hands-free cell phones while driving on an AF installation is required.
1.9.1.6 Parking: Contractor vehicles and equipment will be parked in common parking areas or as otherwise approved in writing by the Contracting Officer.
1.9.2 Enhanced Security Measures: During elevated force protection levels there may be increased security and more restricted access to Nellis AFB.
1.9.3 Additional Information: The following procedures and requirements for construction contractors requiring access, if followed, will assist in reducing delays in gaining access to work areas.
1.9.3.1 At Nellis AFB, construction contractors may access the base through the Main Gate, Tyndall Gate, Range Road Gate, and Area II Gate. However, all commercial vehicles and vehicles larger than half ton pickup trucks will be required to access the base through the Area II gate only; the turnoff to the Area II gate is across from the racetrack on Las Vegas Blvd approximately 3 miles north of the Main Gate.
1.9.3.2 Upon arrival at a gate, all vehicle occupants will be required to show identification. A pictured identification such as a driver’s license will be required. The person will be required to identify himself/herself and the firm he/she works for and the information will be verified against the Entry Authority List (EAL) and may then proceed to obtain their long term pass.
1.9.3.3 Personnel cannot show up at the gate without prior notification for access and expect to gain access. Verbal access cannot be provided.
1.9.3.4 Each employee and their vehicle may be subjected to search before entry. Each employee will be expected to comply with all directions provided by security personnel at the access gates. Failure to fully comply with directions provided by security personnel will result in access being denied. Before attempting access, ensure there are no weapons or other prohibited items in the vehicle as they will be confiscated if found. Further, no practical jokes or wise remarks will be tolerated. Security of Nellis AFB is treated as serious business and full cooperation is required.
1.9.3.5 Once access to the base has been granted, each contractor employee will be expected to proceed to the work site and not go to other facilities except in the performance of their work. Access to the flightline can only be allowed through additional authorization.
1.9.3.6 Expect some delays in gaining access to the base especially between the hours of 6:30 AM to 8:00 AM due to heavy traffic.
1.9.3.7 Gate Hours: Gate hours are subject to change by the Government at any time due to military activities. Contractor shall be responsible for coordinating with the Contracting Officer for base access.
1.9.4 Unauthorized Activity: The contractor shall inform all personnel working under his/her jurisdiction (including subcontractor and supplier personnel) that access to areas outside of the immediate work area (excluding cafeterias and restrooms near the work site, direct haul and access routes, Contracting and Civil Engineering offices, and points of supply and storage) is prohibited. Circulation of said personnel will be limited to official business only. Persons engaged in unauthorized reconnaissance of other contractor or government activity will be referred to the Contracting Officer for disposition. Infractions involving possible compromise of national security will be turned over to the FBI for disposition.
1.9.5 FAA Notification: Contractor will submit the required FAA Form 7460-1 to the FAA via https://oeaaa.faa.gov/oeaaa/external/portal.jsp for all new construction, work on the exterior of existing facilities, and all crane usage. Contractor will follow any and all requirements dictated by the FAA or Nellis AFB Airfield Operations personnel in response to the FAA Form 7460-1 submittal.
1.9.6 AIRFIELD CONTROLLED AREA RESTRICTIONS:
