QUESTIONS & ANSWERS

1. Are we required to provide support to the DOE facility on the East side?

A: The DOE does not have Base Telephone Extensions, their circuits rides our infrastructure which is already place captured in the PWS as cable maintenance.

2. What is the building number for the tin roof building next to 10201?

A: Building 10215 is the building number in AREA II new ITN.

3. Will we be able to use the Area 2 gate for Area 2 access?

A: Yes, all gates that are opened are for all use. However, deliveries and larger vehicles shall use the Area II gate.

4. Can you provide a matrix matching all Port Networks with the appropriate building numbers?

A: Yes, please see attachment

5. Are we required to provide support to Angel Peak, Pt. Bravo, Black Mountain, Tolicai Peak, and TTR?

A: No.

6. How much office space (rooms/sq ft.) is there at each base?

A: Nellis, the identified location is building 625, second hallway at south west end of facility (approx. 888 sq ft) , How the spaces is set up will be dependent on the awarded Vendor. Creech, 1 room provided for Technician to work out shared with COR, Planned office space in new facility will be approx. 160sq';open storage area (inside fac) approx. 400 sq' (access by wide roll-up door).

7. How much storage (rooms/yards/sq ft) is there at each base?

A: Answer in above. Square footage is not known. Creech : Current office is approx. 190sq'; storage is in temp warehouse area, sq' footage unknown. (at least 200')

8. What are the historical average times to complete routine, priority and emergency outages, and work orders?

A: There is no historical data available, please refer back to the PWS for time lines. Outages section 1.3.4 and Work orders Para 1.4.2

1. Does the current vendor maintain the Avaya switch now?

A: Yes

2. Are the spare parts on site owned by the current vendor or by the Government?

A: The Avaya Switch tier two and above is through the VSS, they send the Spare part IAW the contract.

Awarded Vendor will get a copy of the VSS “how to” book upon award.

1. Notice of Buy American Act for Supplies, 52.225-1, is not incorporated by reference. Is this correct

A: Will add this clause by reference in Amendment 0002.

2. Can the Government please post the attendee sheet?

A: Attendance Sheet has been posted.

3. With questions not due until 14 October and proposals due 24 October, will proposal due date be extended?

A: The Government does not intend to extend the proposal due date. All questions will be posted as soon as answers are received from customer.

4. PWS Para. 1.6.2 states Creech AFB Personnel are required to obtain a Secret Security Clearance. At the site visit this was stated to be an error. When can expect an amended PWS that reflects changes?

A: The Government is currently working the PWS. The amended copy will be posted as soon as changes are made.

5. Reference page 97 of solicitation, L-05.1: Does pertinent information count against the 30 page limit? (awards, etc.)

A: Yes. Pertinent information does count towards the 30 page limit.

6. Reference PWS 1.3.15.6.2. What % of OSP Drawings have been input into CVC?

A: 10 Percent of drawing in CVC

1. Reference PWS para 1.3.6: “Contractor shall locate, stake, and mark up to 25,000 (Creech)/50,000 (Nellis) feet of encased or direct buried/underground conduits/cable per base period and each option period (if exercised).”

Q: Since the option periods are only six months, are we still required to locate, stake, and mark the same amount of feet as required in the base year?

A Yes it would be broken down into the six month portions 1 six months after base year would be Creech 12,500 and second six month option period also 12,500 same formulas will be used for Nellis

2. Reference PWS Paragraph 1.4.1.3: The last sentence references PWS paragraph 4.4 which we are unable to find.

A. Reference removed.

3. Reference PWS Appendix 5.1.3.1.B Creech AFB Work Orders: There appears to be an excessive number of emergency work orders (254).

Q: Is this correct? If so, please explain why almost 50% of the total work orders are considered an emergency.

A. That was a typo and should read 25. It is corrected.

4. Reference PWS Paragraph 5.2.3.4.7.B “Remote Six (7) on page A5.1-40: This paragraph should be numbered 5.2.3.4.8.B Remote Seven (7)”

A. Corrected. Thank you

5. Reference Solicitation page 94, Paragraph L-02.A.2: “Each part (volume) should be separately bound.

Staples shall not be used. Consolidated parts are acceptable provided tabs separate them.”

Q: Are we correct in interpreting this to mean all three parts can be consolidated into one binder as long as there is a tab between each part?

A. The preference is to bind each volume separately for evaluation purposes.

6. Reference Solicitation page 101, paragraph M-03.1.C.b: “Necessary training, experience, qualifications and certifications of the proposed on-site personnel as listed in Attachment 1, PWS.”

Q: We are unable to find any references to specific training, experience, qualifications and certifications anywhere in the PWS. Were these inadvertently left out? If so, please provide. If not provided, what is considered “acceptable” for this portion of Sub factor 3?

A. See question 7 below.

7. Reference PWS Paragraph 1.2.5: “The Contractor is solely responsible for ensuring sufficient personnel are assigned to this contract and all personnel are qualified and certified to perform the requirements listed herein, including those qualifications and certifications required by the OEM requirements to maintain, install, or operate the equipment covered by this contract.”

Q: What are the qualifications and certifications required by the OEM requirements?

A. The contractor must ensure that the personnel are qualified to perform the task they are assigned. The only position(s) that must show training is the Telephone Switch Technician. They must be trained and knowledgeable of current telephone switch configuration at time of award. All other positions are subject to the Site manager and/or companies policies.

8. AFMAN 33-145 has replaced AFI 33-111. Section G of AFI 33-111 provided guidance and direction on telephone switch security. AFMAN 33-145 does not provide this guidance but it, as well as PWS Appendix 5.5, reference MPTO 33A-1108, Voice Systems Management. However, a search of the e-publishing website provided in the PWS returns the following: “MPTO33A-1108 may have been rescinded or superseded by another publication. Please review the additional list of products available at Obsolete Products”. We tried to search this link to no avail.

Q: Does this TO govern telephone switch security? If so, will you please provide this TO or a working link to it that we can use?

A. The TO will be provided, it is not available to open market upon award.

1. There is a statement in the EIPS that says "Telephone instruments purchased, if not new, shall represent the best possible appearance on the user's desk".

Q: Please confirm that refurbished equipment may be offered under this solicitation.

A: It is not required to be new out the box; however you will still have to warranty the material/phones as if new.

2. Are the jumpers listed on A&B Tab 3362 through 3480 are these duplex or simplex?

A: Duplex

3. If we are awarded the contract will the Air Force sponsor us for a Secret Facilities Clearance or can we utilize personnel whose secret clearance is maintained by a separate party. Will there be a DD254 associated with this award?

A: This contract will not require a DD254 and will not be maintained. No persons are required to maintain anything higher that a NACI. Previous remarks of Secret requirement have been removed.
