17a. Contractor/Offeror: Complete blocks 17a, 26, 30a, 30b, and 30c. of the SF 1449. SF1449, Block 17a has boxes for “code” and “facility code”. Is it sufficient for offeror to type in company name, address, and phone?

If not, please advise about what the Government wants in the “code” and “facility code” boxes.

26. TOTAL AWARD AMOUNT (For Gov t. Use Only )

Complete blocks 17a, 26, 30a, 30b, and 30c. of the SF 1449.

SF1449, Block 26 says “For Govt Use Only”, but the instruction in L-04.A tells the offeror to fill in that block.

Please clarify what the Government wants offeror to do with block 26.

4 RFP 103 To receive an “Acceptable” rating for Past Performance, the combination of references evaluated shall meet all four (4) of the Relevancy criteria.”

Please clarify what the four relevancy criteria are.

5 PWS 1.3.10 9 Routine maintenance of the VPS system is via MAJCOM Communication Control Center

(MCCC). Contractor shall respond to any requests for local maintenance as directed by the

COR or MCCC.

What product shall we acquire and does Nellis have a preferred manufacturer?

6 PWS 1.3.15.6.1 12 New Developments for Maintaining CSIR Drawing Records. Air Force is developing and implementing the Cyberspace Infrastructure Planning System (CIPS)

Visualization Component (CVC) It changes the method of developing, maintaining, and editing information historically contained in installation drawings (CSIRs) from a

Computer Aided Drawing and Design (CADD) process to a Geographic Information

Systems (GIS) process that interfaces with the Geobase initiative and provides an Air

Force portal accessible, enterprise- wide database structure suitable for storing, visualizing, editing, and analyzing base-level communications and information systems infrastructure. At this time, CVC is not designed to store inside plant information. Until such time as the CVC has standard provisions for recording inside plant information, inside plant record drawings shall be maintained in Base’s existing drawing record systems. The Contractor shall coordinate with the Base CSIR

Manager, and develop/maintain CSIR IAW AFI 33-101, TO 00-33A-1001, TO 00-

33D-3004 and TO 00-33D-3003.

Is the Air Force using any COTS products for 1) the current

CADD system or 2) the in-progress CIPS/CVC product?

Solicitation Questions

1. Why is the period of Performance Base x 2 6month options (2 years total), instead of the standard Base x 4 option years (5 years total)? Do you intend to exercise both options?

A: That is the Governement’s strategy.

2. There is an SCA wage determination mentioned in the contract. Will you also incorporate a Davis Bacon Wage Determination for work orders falling under PWS 1.4.4?

A: Added as “Attachment 7- NV140001 10/10/2014 NV1” via Amendment 3 to solicitation.

3. 252.237-7042 Notice of Continuation of Essential Contractor Services Section (b) (page 90): states that the written plan will be provided with the offer. Where do you want this plan in the proposal? Can it be provided as an attachment?

A: Please provide as an attachment. Limit to 10 pages.

4. Section L-02. General Instructions (page 94): states “each part shall contain a detailed table of contents to delineate the sections and subparagraphs contained therein.” Please define “subparagraph.” To what degree do we need to delineate the sections in our proposal?

A: Delineate to the extent necessary to make your proposal organized and concise.

5. Section M Price Evaluation (page 104): states, “the total evaluated price will be derived by adding up CLIN’d 0001 & 0003.”

Later it states, “the product of these calculations will be added for the base year and all option periods. Will only CLINs x001 and x003 added for this calculation? Will the total of CLINs x001 and x003 drive lowest price when determining Lowest Price

Technically Acceptable (LPTA)?

A: Correct. CLINS 0001 and 0003, are the “must pays”. The rest of the PID list is not guaranteed. Therefore they will only be evaluated for price reasonableness IAW the solicitation.

6. Section M (page 104): Will CLINs x004 – x008 only be evaluated for price reasonableness and not included in the total evaluated price to determine LPTA?

A: Correct

PWS Questions

1. 1.2.4 and 1.2.4.1: states that the contractor has to receive clearance for CE for any requirement that is expected to involve any penetration or disturbance of the surface, walls or ceiling. It sounds like this will affect almost every work order. Will this also affect our ability to do walk throughs and provide technical solutions? How long do clearances take to receive? Will the COR extend timeframes to complete work if the clearance is not received from CE in a timely manner?

A. All asbestos and LBP clearances are to be completed by the customer. The CE memo will be attached in Work Order

Management System (WOMS): If ceiling tiles need to be removed to provide technical solution or site survey – CE memo letter will be required prior to this being issued to the BTS contractor. Time line will start when issued to BTS with documents and this is a task the COR should catch prior to issuance.

2. 1.3.5: Are remote monitoring systems (ie Sensaphone) – which do not use a continuous direct line access and is controlled and protected the use of password access diagnostic modems – allowed for switching system alarm notification?

A. Only remote monitoring as far as sensaphone are in the medical monitoring the refrigerators. Not allowed for monitoring the Telephone Switch/Switches.

3. 1.3.15.6: Are the current CSIR drawings/records up to date?

A. NO. Currently the CSIRs are at 70% current

4. 1.3.15.9: Should the joint inventory with the COR be conducted upon award since we will be taking over responsibility for it when the contract is issued?

A. This should be done within 30 day after awarded contract start date and it shall be joint.

A. This should be done within 30 day after awarded contract start date and it shall be joint.

6. 1.6.2: States that Creech AFB site personnel are required to obtain a Secret Security Clearance. Is this is correct? Will a

DD254 be added to this requirement? Will the Contractor be required to have a Secret facilities clearance?

A: This contract will not require a DD254 and will not be maintained. No persons are required to maintain anything higher that a NACI. Previous remarks of Secret requirement have been removed.

7. Appendix 5.1.A and 5.1.B: This section provides workload estimates for the Restore Outages and Work Orders, can you also provide the workload estimates for each site for:

a. Locate and Mark Cable

b. Database Administration

i. Switching Systems

ii. Key Systems

iii. CSIRS

iv. VPS

c. Technical Solutions

i. Routine

ii. Priority

iii. Emergency

A. There are no historical data for this. The totals in the contract are based off averages.

8. Appendix 5.1.B – 5.1.3.1 B Work Orders: the Emergency Work Orders has a yearly avg. total of 254. Why are there so many?

A. That was a typo and should read 25. It is corrected in Amendment 2

Pricing Table Questions

1. The volumes are not included in the pricing table. Can you please provide us with a separate volume file, so we can check our total pricing to match what we will be evaluated against?

A. Volume will not be used to evaluate the contract. Prices of PID item will be evaluated only as fair and reasonable and not overall cost of contract.

2. If the U/I is blank, is no price needed?

A. Yes, everything highlighted in yellow will need to be priced out.

3. Pricing Table, tab A&B: Please add a U/I column for both Purchase Price and Install Price. Often a single piece of equipment will have a different Purchase and Install U/Is. We recommend the following format:

4. Pricing Table, tab A&B: Once the additional U/I has been added, please include a Purchase Price U/I and/or Install Price U/I for each item on the equipment list that needs one.

A. Format is set and will not change. There is not guarantee of quantities on the PID listing.

5. Pricing Table, tabs A&B, C&D: Please un-highlight any cells that do not need prices for each piece of equipment. Many pieces of equipment on Tab A&B have a purchase price OR an install price, but not both. Likewise, equipment on Tab C&D may have a removal price, but not a relocate price. For example, the items shown below probably need an install price but not a purchase price:

A. Customer has requested that a price is provided for every yellow block.

Government Attachment 3 Pricing Template:

1. Given the lack of PID quantities requested at each tab, how do bidders price PIDs for total price evaluation?

a. Do bidders assume a quantity of 1 for each PID and then total all PIDs?

i. Without government stated quantities, how do bidders achieve reasonable pricing per unit?

A. The only guarantee on this contract will be the monthly O & M. PIDs will be based on work flow. There will be no material guarantee for this contract.

1. Reference PWS paragraph 1.3.1: “O&M shall also include Voice over Internet Protocol (VoIP) operations as part of the BTS.

VoIP equipment is identified in Appendix 5.2/5.2.B.”

Q: How many active VoIP lines are currently being supported?

A. We are in the cusp of the IP world. At Nellis we have appox 500 lines as IP and Creech has approx. 750

2. Q: PWS Appendix 5.2 doesn’t appear to identify the VoIP equipment being utilized at the two locations. Could you please specify which equipment in PWS Appendix 5.2 is associated with the VoIP?

A. That is limited to the call servers and IPSI assigned to each PN

3. Reference RFP paragraph L-02.B: “minimum font pitch size 11. Times New Roman”. We’d like to utilize tables, text boxes, charts, etc. to enhance our discussion and proposal approach. It’s much easier to use these if we are allowed a smaller font for them.

Q: Is it permissible to use a smaller (minimum of 8 or 10 font) pitch size for tables, charts, graphs, text boxes, etc.?

A. No. All offerors are held to the same requirements, therefore all font must be a minimum of size 11.

4. Reference Solicitation Attachment 3, Pricing Table:

Q: For MM fiber optic cable, do you mean 62.5, 50 Micron or OM3?

A. OM3

5. Is there any on-going or planned work that will require the use of a hydraulic lift?

A. Current will be completed under current vendor/contract. Additional work is unknown at this time as funding is released by higher Headquarters

6. Many BTS contracts utilize Remedy for trouble calls/tickets. There is no mention in the PWS of Remedy.

A. Remedy is used however as technology changes and different databases are used, PWS only refers to database government uses not a specific type.

7. Q: Is TMS the only system the contractor will use to track trouble tickets/calls and outages? If not, what other system is used?

A. TMS only refers to telephone management system not a specific product. REMEDY is the current system, contract was left general terms in order to accommodate changes that may/may not take place with databases.
