BTS Q&A
1) Since we submitted our proposal in Oct 2014, will these changes require us to submit a complete new proposal package or do you require just the updated price table and CLIN updates along with signed SF30 form? Can new submission (changes) go to you by email or do we need to mail package by UPS/FedEx?
Changes made to any pages within a volume of the offeror’s proposal require resubmission of the entire volume. The offeror is not required to resubmit those volumes that are unchanged. All offerors are required to acknowledge the amendment by signing the SF30.
All proposals shall be submitted per the instructions in Section L of the solicitation. Proposal information submitted via email will not be accepted.
2) Will revised SF1449 Continuation Sheets be provided with the new CLIN alignment?
The conformed copy of the contract was also uploaded as part of the amendment on FBO.
3) Could you clarify the addition of the delivery order minimum quantity and maximum quantity and the contract maximum amount? How will they be applied and evaluated?
The delivery order minimum is $2,500 or the service micro-purchase threshold. The delivery order maximum amount is $4,500,000.
The contract maximum is $4,500,000. This is the established maximum for all combined delivery orders issued under this contract. However, the contract maximum is different from the “total evaluated price”. Reference FAR addendum 52.212-2 which outlines how the “total evaluated price” is generated.
4) There seems to be an issue on the calculations involving a couple of rows on the Purchase and Install Spreadsheet. Please look at PID items #9001, #3987, and #3941 and then clarify what the quantity for Purchase and Install should be for each of the three cited PID items?

5) There is a similar problem on the Remove and Relocate Spreadsheet. Please look at PID items #3942, #6061, and #3987 and then clarify what the quantity for Remove and Relocate should be for each of the three cited PID items?

6) Does the government want the offeror to re-submit all three parts—technical, past performance, and pricing—or just the Attachment 3 Pricing Table?

7) If all three parts, please advise on how the government wants the offeror to indicate changes from the October 2014 version.
Please highlight changes and create a cover page that briefly describes where the changes were made.
8) Does the total price for the government to evaluate include costs in Lines 13-24 for CLIN 0005? If so, shouldn’t the solicitation, Section M pricing evaluation criterion read X001-X005?
Correct. The total in block R26 includes CLIN 0005. The verbiage in Addendum 52.212-2 will be changed via Amendment 6 to read X001-X005
