Questions:
Could you please help us by clarifying the radio manufacturer requirements for the above referenced solicitation?
Our confusion is that the original and current requirements posted again yesterday specifically call out the Harris XG-75 radio in the first line and then go on to say that Motorola is also acceptable and that brands outside of those two must be tested for compliance before purchase.
Another posting yesterday was a J&A stating that only a Motorola APX6000xe would be accepted. IT Tech Direct is a dealer for Harris Corporation Radios to the federal government and was prepared to submit a proposal for the originally specified Harris XG-75 radio which meets all requirements previously stated and as a P25 CAP tested radio is compliant with the base's radio system.
The J&A also goes on to state that Motorola equipment can only be used because it has OTAR and OTAP capability, but the Harris XG-75 radio also has those features available and the current requirements posted on FBO do not list these as required options for the radios.
Another point of confusion is the listed weight requirements cannot be met by the APX6000xe. The requested weight is 15.8 ounces, but the lightest an intrinsic certified APX6000xe radio can weigh is
25.19 ounces. Lastly, we are not sure that the APX6000xe is capable of the listed requirement for the instant recall function so that the last radio transmission can be replayed.
We do understand that there are many radio manufacturers and radio models available to choose from which can make the buying process daunting, but we believe that if the competition is open to the listed radios and the requirements are accurately represented, the government will be able to procure new radio equipment at a fair market price.
Could we please ask that the competition be opened to all manufacturers who can meet the posted requirements or that the accurate requirements be stated so as to ensure that there is no confusion among capable radio vendors.
Answer:
The solicitation has been amended to request Motorola APX 6000xe Land Mobile Radios with below requirements:
-50 high-visibility, bright green Motorola APX 6000xe P25 Enhanced Land Mobile Radios w/(extreme 1-sidednoisereduction, ASTRO 25 OTAR W/ MULTIKEY, ASTRO DIGITAL CAI OPERATION,IMPRES,SMARTZONE OPERATION)
-50 Intrinsically Safe IMRES 2 Li-Ion 3400 mAh high capacity submersible battery IP68 -9 IMPRES 2 Multi-unit Charger -6 IMPRES Single-Unit Rapid Rate Charger -50 3" Hard plastic belt clips
The most current amendment is dated 18 Aug 2016 including the Brand Name J&A which states that
“Cannon AFB's radio network currently utilizes the ASTRO P25 7.09 trunking system. Radios procured must be fully compatible with this trunking system.”
