MEMORANDUM FOR: 27 SOCONS

SUBJECT: Project Number CZQZ140554, Repair Sanitary Sewer Deficiencies, PH-3

1) ManholeMH102923 is shown to be abandon. This manhole seems to be in line with manholes that are operational (MH# 102206and MH# 200). Please confirm that this manhole is to be abandoned?

27 SOCES Response: Manhole 102923 is abandon

2) Is there any area's on Base that will require an Escort with the construction Crews working on this project?

27 SOCES Response: Yes, when working on the airfield

3) Construction Water Source. Please provide location(s) construction water can be obtained. Is there more than one location available for the contractor?

27 SOCES Response: It is the Reclaimed Transfer Water Station near Sewer Treatment Plant bldg. 4082

4) The Spec's state that when the Contractor performs final cleaning of the manholes (max 500 gals p/manhole) the contractor is to plug a downstream manhole, catch the water, suck it into a water truck, and dispose of this so called contaminated liquid. If the products used are all classified environmentally safe do we have to catch this liquid and dispose of it? (See Drawing number OOGOOIGeneral note# 5).

27 SOCES Response: The intention of General Note #5 is not to effect the biological matter at treatment plant. If chemicals are used contractor shall submit Safety Data Sheet of used chemical and may comply with Note#5.

5) What are the sewage flows to the Treatment Plant at the peak flows and a low flows?

What time of day is the peak and what time of day are the low flows?

27 SOCES Response:

Low Flow is 200,000 to 300,000 gallons per day, received at the plant on 2:00-8:00 am.

Max. Flow is 350,000 to 450,000 gallons per day, peak flows received on 8:00-10:00 am

6) Is it possible to get a flow chart for a 24 hour period during a weekday?

27 SOCES Response: No

7) There are three Manholes with no depths given. They are MH # 102261 a, 102261 b, and 102261 c. The project documents call for "Repair Mastic" on these Manholes. It is also denoted under column l l on the "Sanitary Sewer Manhole Action Table" located in the bottom right hand side of every drawing.

27 SOCES Response: depth ofMH # 102261a, 102261b, and 102261c is approximately 48", 56" and 61", respectively, contractor is encouraged to verify existing conditions prior bedding.

8) Detail 2, Sheet 00C50 1 Makes reference to Detail lIC-06. Please provide detail lIC-06.

SOCES Response: It should be just Detail 1

9) Please confirm correct project solicitation number and updated project documents with correct solicitation number. Current Standard 1442 have a project solicitation number of:

FA4855-16-B-0004, Current Specifications have a project solicitation number of:

FA4855-15-0013, Current Schedule of Material Submittals has a project solicitation number of: FA4855-15-B-0013

SOCES Response: SOCONS Answer: The correct solicitation number is FA4855-16-B- 0004. The corrected Specifications, Schedule of Material Submittals, and NM Wage Determination have been added to the solicitation.

10) Detail 2, Sheet 00C501 calls out expanded polypropylene risers as required. Please confirm precast concrete manhole riser rings can be used as an alternate.

SOCES Response: Unless Contractor can explain that concrete is better for Gov't and will result in a credit to Gov't, the base would recommend staying with the specifications. See 33 30 OOA,paragraph 2.2.3 attached.

11) Note 5 and Note 21 Sheet 00G001 Makes reference to Spec Section 03 01 32A Please provide Spec Section 03 01 32A.

SOCES Response: all "A" is now available and included with the project spec, same answer questions 12) and 13)

14) Will the Government be providing a vactor machine for use during contract performance?

SOCES Response: No, the Government will not be providing any GFP.
