Statement of Work (SOW)

REPAIR SANITARY SEWER DEFICIENCIES, PH III

Project Number: CZQZ14-0554

Cannon Air Force Base, New Mexico

2 4 June 2015

1. OBJECTIVES: The objectives of this Work include but are not limited to:

1.1. The scope of work will include rehabilitation of the existing sanitary sewer system in sub-basin 1 at Cannon Air Force Base, New Mexico. A total of 52 sanitary sewer manholes will be rehabilitated. The work will include everything from a simple cleaning to coating the existing manhole with high build epoxy liner.

1.2. The project is prepared to provide enhanced performance of the existing sanitary sewer system and to limit the amount of storm water inflow and infiltration (I/I). Thirty-one manholes will receive new water-tight frames and covers and be adjusted vertically to eliminate the amount of surface water intrusion.

1.3. Thirty-three manholes that will be rehabilitated will receive a concrete collar which is designed to not only protect the frame and cover from abuse and off-set forces, but to further restrict surface water influences.

1.4. Project work includes Close Circuit Televising (CCTV) inspection of 1,130 LF of sewer pipe.

Contractor to submit video files along with an analysis report. The report shall include the pipe size of all piping, damage location, and condition assessment of each damaged portion of sewer pipe. Repair actions shall be negotiated after report is submitted.

1.5. There are 4 sanitary cleanouts that will also be repaired as part of this project. The work here will include cleaning and replacement of the surface caps and concrete collars for protection.

1.6. The complete requirements for this project shall be completed as shown on sheets 00G001 and 00C101.

2. BACKGROUND: The sanitary sewer collection system as Cannon AFB, NM consists of approximately 23.67 miles of gravity mains and 409 manholes. The collection system is divided into seven (7) sub-basins. Of the seven sub-basins; the focus of this project will be in sub-basin 1.

In 2007, the Air Force commissioned URS Group (URS) to conduct a comprehensive Sanitary Sewer Infiltration and Inflow Evaluation and Rehabilitation Study. As a result URS developed solutions to correct Inflow and Infiltration (I/I) problems identified during manhole inspections, smoke testing and flow monitoring. This project again will focus on sub-basin 1 of the URS report.

The objective of the project is to evaluation the condition of the existing sanitary sewer system (i.e.

sub-basin 1), based on a site visit, consultations with building users and Air Force representatives, and referenced reports and documents, in order to determine appropriate design solutions and to document all solutions for Air Force review and approval and subsequent competitive bidding purposes.

Therefore, the basis of design is the SANITARY SEWER INFILTRATION AND INFLOW EVALUATION AND REHABILITATION PLAN, URS, June 2009. The will be referred to as ‘the plan’.

3. PERIOD OF PERFORMANCE: The period of performance is expected to be 120 days.

4. MEETINGS: The contractor shall attend one project kickoff meeting within one week of Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.

5. GOVERNMENT FURNISHED INFORMATION: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the work.

6. DELIVERABLES: The following must be provided to the designated Contracting Officer (CO) and Contracting Officer’ Representative (COR) or Program Manager (PM):

6.1. Project Schedule: Within one week of notice to proceed, provide a legible project schedule in printed and PDF format for design services to include dates of anticipated site visits, team meetings, and other milestone dates.

6.2. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents.

6.2.1. Electronic As-built Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR- 12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.

6.2.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.

6.2.3. Hardcopy As-built Drawings and Specifications: Provide two (2) full size and two (2) half size printed copies of the as-built drawings and two (2) copies of the final specifications.

6.3. Operation and Maintenance Manuals: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.

6.4. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:

6.4.1. DATUM – WGS84

6.4.2. Coordinate System – UTM

6.4.3.Units – Meters

6.4.4. Data in attribute Table will be SDSFIE version 2.6 Compliant

6.4.5. Shapefile Geodatabase format

7. REFERENCES:

All references are applicable in their entirety, due to the Contractor’s right to use their chose of ways and means. Versions of references effective before the award date of this contract will be used throughout the contract period of performance.
