Q18. The requirement to provide proof of experience for each automotive technician provides an advantage to the incumbent offeror, as they have access to the details of the incumbent staff, with relevant experience to the subject opportunity. Will the Government please provide the name, position title, position description, duration the position was held, employer, and employer POC for each of the incumbent automotive technicians?
A.18. The Government maintains the position that the requirements of Technical Subfactor 1 (Staffing Approach) provide the offeror with two reasonable methods for demonstrating that sufficiently qualified personnel are included in their staffing plan as necessary to meet PWS performance objectives. The Government does not find this methodology to provide the incumbent contractor with an unfair advantage. Historical workloads have been provided in the PWS. In conclusion, the Government seeks to verify that offerors have a sound staffing plan that reflects an adequate labor mix to fulfill all PWS objectives. The requirements of Technical Subfactor 1 reflects that intent.
