Statement of Need (SON) United States Special Operations Command (USSOCOM)

Pentagon Heritage Wall

Services Needed: Seeking vendor to provide the creation and installation of wall exhibits in the Pentagon that provides a comprehensive overview of U.S. Special Operations Forces. This includes vinyl wall wraps, dimensional art, light boxes, and lettering. Reference (Appendix 1) for concept of Pentagon Exhibit.

Location: Pentagon, Washington D.C.

Delivery Schedule: Graphics will be delivered by the Government to the vendor upon award of contract. Product inspection for accuracy and requirements before installation. Pre‐proof required. Installation to be completed by 30 SEPTEMBER 2019. All work will be completed during normal business hours.

Minimum Requirements:

1. All walls must have three dimensional lettering, Logos – titles and text. (See Appendix 2)

2. One government provided T.V. that will display looping video that can be readily changed‐out by anyone to be updated or based on Special Operations Forces event.

3. 1/3 of each MURAL must have different varied thicknesses of PVC/Gatorfoam, or substrate pop‐out photos and imagery – as per the murals in the USSOCOM Heritage Hall. (See Appendix 3).

4. Vendor must ensure four false walls are installed (according to Pentagon Engineering Standard) between the columns by the escalators that will feature each Co‐Command. (See Appendix 4)

False Wall Minimum Requirements:

Hollow Core ‐ Fire/Physical Damage Resistant Framed Wall

Smooth Substrate Surface

Minimum ‐ Four (4) Ceiling Support Mounting Brackets

5. Pentagon Building Management Office permits – must submit designs and material data sheets prior to installation starting.

6. The Office of the Pentagon Fire Marshal {OPFM) identifies the following fire protection and life safety issues with the applicant's space use request to construct USSOCOM displays at Apex 7/8 on the first floor, as documented in 18‐1714:

Vendor must submit datasheets on wall mural materials for approval against interior finish requirements of NFPA 101 Chapter 10 prior to placing any orders. Include flame spread index and smoke developed index information.

Vendor must identify display dimensions, notably the depth of any projections. Ensure displays are compliant with the Architectural Barriers Act (ABA) and no projections are greater than 4 inches from the wall. Also, note that displays, paint, and/or wallpaper shall not impede or conceal any fire or life safety features such as, fire extinguishers, AED cabinets, photoluminescent markings, or WON door instructional signage.

Vendor must identify the height of the false wall and clearance to ceiling. Note that 20 inch clearance must be maintained from the top of the wall to the ceiling in order to avoid impact to fire sprinkler system. Location: 1st Floor Corridor 7 and 8.

8. Additional Mural Requirements (See Appendix 15, slide 2)

9. Gov’t (Command) will provide items: Art & Template files for all lettering, 3d pop‐outs, and murals and T.V. monitor.

10. Security requirements: All vendor employees must complete a background check 14 days prior to onsite installation.

11. Minimum Quality Requirements:

Cut outs and lettering must have clean, smooth edges (See Appendix 16) Printing must not have banding and not be pixelated Letter kerning and leading will need to be adjusted to fit designated areas Letter kerning and leading will be consistent
