1. DESCRIPTION OF SERVICES

1.1 REQUIREMENTS: The contractor shall provide all personnel, equipment, tools, software, materials, vehicles, supervision, and other items and services to scan, enlarge, enhance, print, frame, and hang provided photographs included in PDF file (AFCENT BLDG

1130 Hallway Pictures Locations and Sizes).

1.2 SCOPE OF WORK:

1.2.1 Building 1130 Hallway Pictures

1.2.1.1 Description: AFCENT Headquarters building 1130 has several Directorates throughout the facility. The Facilities Working Group is adding photos to the hallways of the building which relate to the various directorates. The photos will be on acrylic and attached to the wall with standoffs. The building has 3 floors. The attached corresponding maps for each floor identify the location, size, and image for each photo. (Maps are last page of each floor binder.) See pages 2-34 in attached

1.2.1.2 Materials: Clear Acrylic, 1/4" - sizes are noted in image maps. Standoffs -

Gyford Systems Round (Graphite Anodized color, 1” diameter caps, 1” barrels stand offs will be threaded according to material thickness) See page 1 in attached

PDF file - “AFCENT BLDG 1130 Hallway picture locations” for required standoff.

1.2.1.3 Installation: The pictures will be mounted via standoffs. The pictures will have at least 4 standoffs. Larger pictures may have as many as 8. The standoffs should be mounted to the wall using appropriate drywall anchors.

1.2.1.4 Images A poster printed to be mounted between 2 clear 1/4" acrylic panels.

The poster should be mounted to the back acrylic with removable double-sided tape.

In the future, new posters can be printed to replace the initial photos as desired.

Contractor will contact AFCENT prior to printing any image in attached PDF to ensure there were not any potential picture substitutions.

1.2.2 Enhance: The contractor will be given image files and will use image editing software to enhance photos to ensure a quality print after enlarging to include removing grain, removing cracks from old photographs, preserving sharpness.

1.2.3 Print: The contractor will print photos to the sizes identified in attached PDF file.

1.2.4 Hang: The contractor will hang photos on the Basement, first and second floors of building 1130 as identified in the attached PDF file

1.3 SERVICES NOT COVERED: Remove and dispose of all generated debris off base and in accordance with all local, state, and federal guidelines.

1.4 LIABILITY: The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards. If damage occurs during installation, these damages will be identified within 48 hours of completion.

1.5 GOVERNMENT FURNISHED SERVICES: The government will provide emergency medical transportation and treatment if required. The contractor shall reimburse the

Government for the cost of these medical services at current rates.

1.6 RECOMMENDATIONS: AFCENT is open to suggestions from you and is willing to alter the contact prior to signatures if we choose to use your recommendation.

2. GENERAL INFORMATION

2.1 HOURS OF OPERATION: The normal hours of operation for the project are from 0730 to 1630, Monday through Friday, excluding holidays and ACC Family days.

2.2 CONTRACTOR PERSONNEL: The contractor shall provide point of contact (POC) for all contractual matters during all hours of operation. The POC shall respond on-site within 1 hour during normal duty hours of operation and within 2 hours during non-duty hours to discuss concerns with government personnel designated by the CO to discuss problem areas.

In turn, the government will provide a POC who shall available at the location to direct the installation.

2.3 ESCORT PERSONNEL: AFCENT will provide escorts as required in Building 1130 during picture installation.

3. SECURITY

3.1 PASS AND IDENTIFICATION ITEMS: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees.

3.2 RETRIEVING IDENTIFICATION MEDIA: The contractor shall return all identification media and/or visitor passes from employees who depart for any reason before the contract expires; i.e. terminated for cause, reassignment, retirement, etc.

3.3 TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:

Employees shall wear seatbelts when operating or riding in any vehicle (military, company or private owned) while on installation.

Speed limits on Shaw AFB are 35 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.

All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device. The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.

3.4 WEAPONS, FIREARMS, AND AMMUNITION: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on Shaw AFB.

3.5 FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD 5400.7-

R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

3.6 REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.

3.7 PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all

Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.

3.8 CONTROLLED/RESTRICTED AREAS: The contractor shall implement local base procedures for entry to AF Controlled/Restricted areas where contractor personnel will work.

An assigned government security manager (AFCENT/FP) will ensure access through visitor badges and assigned escort for the Contractor into the Controlled/Restricted areas in which he or she will work. Interim access can be granted in accordance with AFI 31-501, Personnel

Security Program Management.

3.9 MILITARY EXERCISES: No compensation will be claimed for any delays resulting from re-entry procedures due to exercises.
