Bid Questions Repair Chapel Trail FA4803-18-B-0002 (VLSB 18-0040)
Construct ARCENT Parking
New Questions:
1. 1. Are there any recycle requirements associated with the construction debris?
There are no recycle requirements associated with the construction debris, the government encourages recycling, but does not require those actions.
2. If needed is an owner/AFB supplied borrow site available for storage, equipment, debris or other?
Shaw will not provide a site for storage. Construction should be performed in a manner to utilize the existing site for such needs and the green space along Losano Rd in close proximity to the construction site.
3. If needed is an owner/AFB supplied site available:
a. waste site available for excess suitable soil?
Shaw does not have a site for suitable soil storage.
b. waste site available for excess non suitable soil?
Shaw does not have a site for non-suitable soil storage.
4. Is there a soil survey available for this area?
See attached.
5. Will parking lot lighting be installed by Sumter city electrical acting as a sub to the GC?
The City of Sumter does not maintain electrical lighting on Shaw AFB. The parking lot lighting should be installed by the prime or a subcontractor.
6. Is there an expectation of finished landscaping associated with this project? If yes, will further guidance be provided on type and quantity?
All areas disturbed should be graded and hydro seed used. Refer to “Appendix E:
Landscape and Plant Selection” for guidance.
7. Will we be allowed to store fuel on site?
Yes, fuel storage is allowed on-site. All OSHA requirements must be met while storing fuel on-site, this includes the type of tank and the containment.
8. What is the anticipated start timing for this project?
The anticipated start time for this project is early October.
9. Buffer from Road and Parking area, will it be 5’, 20’ or other?
The buffer from the road to the back of curb has been revised to 20’.
10. We understand there is No Environmental needed as this is less than one acre. Is this correct?
That is correct. There is no environmental assessment or testing needs for this site. The total site is approximately 0.5 acres.
11. Where is the power supply located for the New Lights being installed? Is boring required due to roads or other?
It has been determined that there is not enough capacity on the existing lights circuit at the adjacent parking lot. The power supply will be provided from lighting panel LP- HHC in the main electrical room. A utility map is attached. Boring under the road and drive entrances is required, the government expects to remove and replace 2 sections of sidewalk at the main electrical room doors before entering the side of the building at the main electrical room.
12. Will the Trees be removed by Contractor, Arborist or US Forest Service?
Trees will be removed by the contractor and disposed of by the contractor.
13. We understand the Stumps to be removed and disposed at what location? On Base or off Base?
Stumps are to be removed completely and disposed of off base.
14. Drainage slope runoff to swell around parking lot at what Grade?
Provide a 2% slope for the parking lot to the flumes. The tie-in grade at the road should match, the grade of the parking lot should be back calculated based on the slope.
15. How deep does the swell need to be for water runoff?
As needed to provide storage for a 2 year storm, 24 hour (precipitation only).
16. Is the water runoff only sloping one direction towards Losano Rd?
The water runoff should sheet flow to the curb flumes and swells as designed for the parking lot.
17. During the Site Visit we discussed tying the new electric into the closest power pole instead of the mechanical room in BLDG 1957. Can you verify there is enough current coming to that pole to handle the additional 4 poles in the new parking area?
See question 11.
18. The area in between the new parking lot and the road requires grass to be planted. Will \this be Hydroseed or SOD?
Hydro seed is acceptable, see question 6 for additional information.
19. In reviewing the plans that were loaded on Fed Biz Opps we noticed the following sheets missing C216 and C217. Per the note listed on page C214 we need these sheets for the concrete pavement. Please advise if these are available to us.
Site plans C216 is not applicable to this project. C217 is attached.
