June/13th Q&A: Question 6: Under Section M - Solicitation– Evaluation Factors for Award, page 62 of 63, are we to provide both a 35% submittal and 100% design submittal for review or just the 35% submittal? Answer: Both 35% and 95% should be included. Please note that the reference to 100% design submittal on pages 62 and 63 should read 95%.

Solicitation SECTION M-Evaluation Factors for Award, item 1. Drawings: Drawings must be legible, conform to the requirements contained in the definitions for 35% and 95% design, conform to the requirements of MACC General Provisions (Attachment 4) and display the professional certifications required by Sample Project (Attachment 6).

SAMPLE PROJECT—(ATTACHMENT 6), item 4. Award will be made to the Lowest Price Technically Acceptable (LPTA) offer meeting or exceeding the acceptability standards for non-cost evaluation factor(s). The non-cost evaluation factor for this award shall be the 35% design proposal submission which must meet the 35% design definition as stated in paragraph 1a of Attachment 16, General Provisions for Multiple Award Construction Contract (MACC), for a proposal to be determined technically acceptable. The 35% design proposal shall include drawings which show the main elements of work.

MACC GENERAL PROVISIONS (ATTACHMENT 4), 1.a 35% Design - In general, documents which show the essential components of the proposed design and convey that the contractor fully understands the TO requirements and that his / her proposed price includes all required elements of work to complete the project. The documents will include the following minimum information, as applicable to the project; drawings, a list showing sections to be incorporated in the specifications, and any other design components relating to the 35% design as identified in the Task Order. Major mechanical and electrical equipment items shall be shown on the drawings with single line diagrams. All utilities and structures shall be shown.

Both Attachments refer to a 35% Design for evaluation of proposals. The Solicitation Evaluation Factor conflicts with referenced instructions in the Sample Project and MACC General Provisions item 1.a.

Answer: There is no conflict. Please note that Attachment 6, para 7 requires the submission of 35% and 95% Design Submittals per MACC General Provisions. The intent of the 95% submittal is to ensure offerors demonstrate full design capabilities. MACC General Provisions (Attach 4), covers all phases of design and is referred to in the Sample Project and Evaluation Factors. The idea is to provide both a 35% and 95% submittal to demonstrate your design capabilities at each phase. We will be reviewing both phases at once during our evaluation process. There will be no 35% comments provided or re-submittals accepted.

Question 2: Per the following requirement we would like to request a copy of the Shaw AFB Title Block for drawings.

MACC GENERAL PROVISIONS (ATTACHMENT 4)—Item 5. DESIGN DOCUMENTS, GENERAL:

(2) Contractor developed drawings beyond the 35% point shall be prepared utilizing Auto CAD 2005 (or earlier version) computer aided drafting software and all drawings shall be in the same electronic format. The Shaw AFB cover sheet and title block sheets shall be used, templates for which will be provided to the Contractor on disk in Auto CAD 2006 (or earlier version).

Answer: Copies of these documents are attached.

Question 3: Attachment #3-Design Standards for Shaw AFB, SC regarding “Telephone & Data”, Section 9, Paragraph E, Item 1, says you have to have a 24 sf dedicated telephone room with an outside door.

The Notional layout - Architectural layout, Page 24 shows a 20 sf room with an interior door and it’s for all services.

Which requirement should be followed?

Answer: As stated in the above question, Attachment 7 provides a “Notional” layout. Attachment 3, Shaw AFB Design Standards should be followed.

Question 4: Please provide a clarification regarding the specifications to be submitted for the MACC Sample project.

As stated in the Sample Project (Attachment 6) Item 7. Design submittals required - 35% and 95% per definitions in MACC General Provisions.

However also in (Attachment 6) Item 12. Specification sections and versions required--you specifically identify items a. thru d. (Short Form) as the (Minimum requirements. Include others as appropriate for the work being performed).

Please clarify what specifications are required for your evaluation of the Sample Project.

Answer: As stated in Attachment 6, Item 12:

a. 02300 Earthwork (Short Form)

b. 03300 Cast-in Place Concrete (Short Form)

c. 05210 Steel Joists (Short Form)

d. 16442 Panelboards (Short Form)

Other specifications should be included as you deem necessary by your proposed design.

Question 5: Section 4 of the Statement of Work lists a 12" sanitary sewer line and a 6" water line for the new connections. Can we get a copy of the base utility master plan sheets for this area showing the locations of the sanitary sewer and water lines? The distance to the connections will affect the price of the piping to connect the new building.

Answer: Should be approximately 100’ from tap location for each with no borings or road cuts.

Question 6: The Main Gate Redevelopment Plan shows what appears to be a new lane of pavement adjacent to the existing off ramp and entrance lane at the existing visitor’s center. Is this lane included in the new Visitors Center project?

Answer: This is not required.

Question 7: Is the pavement demolition shown on the Main Gate Redevelopment Plan included in this project?

Answer: This is not required.

Question 8: Is there a minimum desirable distance from the new entrance lane pavement and the new visitors center building since this layout is not like any of the typical layouts in the ECF Design Guide?

Answer: If not spelled out in the design criteria then it is at the designer’s discretion.

Question 9: Can you provide a copy of the Comprehensive Land Use Plan showing the limits of the airfield clear zone? The limits are not shown on the CAD file provided and the new building must be outside those limits.

Answer: Clear zone should begin approximately 120’ from the existing Shaw Drive curb.
