30 May-10 Jun 08 Question 1: Page 58, Item (b), next to last sentence: The evaluation of past performance information will/will not take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Please clarify will/will not statement.
Answer: This paragraph should read will Question 2: Page 58, Item (b), (ii) Product/Service. Please clarify what information is needed to adequately address item (ii) Product/Service? Do you only want the title and location of contract, or a brief project description since one is not specifically requested?
Answer: When completing this section, you may put as much information as you feel necessary to describe the project.
Question 3: Page 65, Item 4: The evaluation team may consider the offeror’s, including subcontractors and joint ventures, past performance in aggregate, in addition to an effort (contract) by effort basis. Besides submitting Subcontractor Consent letters, please clarify if any other information is needed in proposal-Volume 2 for subcontractor evaluations?
Answer: No other information is required.
Question 5: Page 66, Item D, next to last sentence: Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will/will not be rated as highly as past performance information for the principal offeror. Please clarify will/will not statement
Answer: This paragraph should read will Question 6: Under Section M – Evaluation Factors for Award, page 62 of 67, are we to provide both a 35% submittal and 100% design submittal for review or just the 35% submittal?
Answer: Both 35% and 95% should be included. Please note that the reference to 100% design submittal on pages 62 and 63 should read 95%.
Question 7: In section (c) Subcontractor Consent on page 58, the last sentence ends with “…consenting to the release of their past performance information to the prime contractor.” Shouldn’t that last word be “offeror”? We believe that is who will receive the past performance information; not the contractor.
Answer: The last word is correctly referred to as Prime Contractor since in this instance of Past Performance you would be referring to a subcontractor under one of your projects.
Question 8: How many workstations are required?
Answer: Attachment 7 of the solicitation provides a Notional Design with the amount of desks to be determined in your design.
Question 9: Is there gas or not? If so where is it available? One place states that there is a 2” line, and right below that it states that there is no gas.
Answer: There is no gas.
Question 10: I have the base standards, but it also refers to Architectural Base Standards. Where can I find these?
Answer: Architectural Standards are addressed in Attachment 2, ACC Design Standards and Attachment 3, Shaw AFB Design Standards.
Question 11: Per RFP requirements stated on page 64 of 67- C. Performance Confidence Assessment: The statement reads “Using information in Volume II provided by the offeror and the Past Performance Questionnaire the Government will assign…” Has the contracting office released a Questionnaire template for the prime contractors to forward for evaluation? I cannot locate one within the RFP. Please advise.
Answer: The contracting office will send out questionnaires based on inputs received in Volume II Question 12: In Volume 2, if an Offeror only uses Past Performance References (10 contracts) where they are the Prime, is it still necessary to submit Subcontractor Consent Letters for subcontractors we plan to use on this MACC who will perform critical A/E design services? Since they are not included in the 10 contracts being evaluated I would assume NO.
Answer: If subcontractors are referred to in any past performance documentation, recommend submitting a Subcontractor Consent Letter.
