Questions Received Regarding Solicitation: FA4801‐18‐Q‐1090, Modular Building feat. Office Furniture

General Requirement and Technical Specifications Related Questions:

1. Question: The solicitation requests a minimum of 6,000 SF for the modular building. Are there additional room requirements that are not called out in the solicitation as there would be appear to be an excess of additional space after all the rooms are accounted for in the floor plan?

Response: Requirement is not necessarily for 6000 SF. The more important requirement is to fulfill all space requirements, listed in the SOW. If there is leftover SF and we are not a 6000 total SF, that is fine.

2. Q: How will site specific code compliance for the structure be evaluated?

R: Typically all code compliance is executed by the contractor’s Quality Control personnel.

3. Q: How far from building footprint are the connections for sanitary, domestic, sprinkler/non‐potable water, electric service, COMM backbone connection?

R: Please reference the attached Modular Bldg document. The magenta outline is the basic area of where the trailer will be located. The yellow circle shows the location of the utility hook‐ups. This will be within 5 feet of the trailer.

4. Q: How deep in ground are the sanitary, domestic and non‐potable laterals?

R: All utilities are required to be a minimum of 36‐inches deep.

5. Q: Since the building will be in a parking lot, how far away are of these utility hook up from the main source?R:

6. Q: (regarding utilities) Is there any digging required to hook these up?

R: No. Please reference the attached Modular Bldg document. The magenta outline is the basic area of where the trailer will be located. The yellow circle shows the location of the utility hook‐ups.

7. Q: Will the base civil team be bringing the utilities to a single point of connection, or is it the contractor’s duty to do so? (Typically when it is our duty to manifold, the base civil team brings all utilities to a single point about 5 feet away from the building.)

8. Q: Is there a need for a breakroom?/Is a breakroom required?

R: Not needed.

9. Q: What transmitter is required for the fire alarm/MNS? If any requirement

R: Transmitter shall be a MONACO BTX; Fire Alarm Panel shall be MAAP‐X.

10. Q: Will the fire alarm/MNS communicate to a central station via a Monaco transmitter?

R: Yes.

11. Q: Are there special requirements for fire sprinkler in the Server/Sim rooms such as a dry type suppression system?

R: Requirement removed, please see updated SOW.

12. Q: Ramp we would provide is rated for 100 pounds PSF live load, is this acceptable?

R: A standard ADA compliant ramp is acceptable.

13. Q: Is there a specific model/manufacturer cipher lock required?

R: No

14. Q: The Instructions to Bidders states that the site is sloped ½”. Please confirm the horizontal distance in the slope ratio.

R: ½ %

15. Q: Does the site (parking lot) slope ½” total or ½” per foot?

R: ½ percent, i.e., 6‐inch per 10‐feet.

16. Q: Please provide a more detailed description of the slope of the asphalt parking area. The SOW indicates ½”, is that per foot and in what direction?

R: ½ percent, i.e., 6‐inch per 10‐feet.Site were trailers are to be located slopes to the SE.

17. Q: How many classrooms are there? The furniture CLIN seems to indicate one classroom for 40 students, but the SOW (Classroom Requirements) mentions both classrooms.

R: 3 classrooms, must hold 40 students per classroom at dual-occupancy desks.

18. Q: Are the decks, steps and ramps aluminum or PT wood? The documents have conflicting requirements?R:

Aluminum

19. Q: Does the contractor provide fiber cable from COMM Room to an existing COMM manhole? If so, where is the manhole located?

R: Yes the contractor must provide fiber from the COMM Room in the trailer to the nearest COMM manhole.

CE does not know where that MH is located. Contractor will need to coordinate with 49 COMM after award.

20. Q: Is there a requirement for construction of the 2‐ton equipment ramp (steel, concrete, etc.)?

R: Requirement removed, please see updated SOW. Standard ADA compliant ramp is acceptable.

21. Q: Will the equipment loading ramp be adequate for ADA access or will a separate ramp be required at the main entrance?

R: Equipment ramp requirement has been removed, please see updated SOW. Standard ADA access compliant ramp is acceptable.

22. Q: What is the desired size and type of exterior door at the equipment loading ramp?

R: Standard is acceptable.

23. Q: Is third‐party HVAC testing and balancing required?

R: No.

24. Q: Will HVAC redundancy be required?

R: Redundancy is not a requirement.

25. Q: Are the electrical, water and sewer stub‐ups shown existing? If so, what are the size/capacity?

R: Yes. Sewer size is 3‐inch diameter. Capacity unknown.

26. Q: What is the site soil bearing pressure?

R: Unknown however typical soil bearing capacity on Base are determined using ASTM D 1586‐87 split spoon samplers that recommend excavating 18‐inches of native soil and replacing with engineer fill and designing to a maximum of 2.0 KSF. Soils in that area are lean clay with varying amounts of sand, gravel and silt. Gypsum present in soil matrix. Groundwater is typically found at about 11‐feet bgs. Trailer will sit on top of asphalt parking lot composed of 3‐inch of New Mexico State Highway Department Standard Specification (NMSHDSS) SP4 (Super Pave) design of HMAC over top of 6‐inch of NMSHDSS stabilized‐aggregate 95 CBR base course.

27. Q: What is the desired schedule for substantial completion?

R: December 2018

28. Q: Are canopies required over exterior doors?

R: No

29. Q: What is the ceiling height requirement for rooms other than the Simulator Rooms?

R: Requirement removed, please see updated SOW.

30. Q: Is 9’ ceiling required in Simulator rooms? 9’ plus 1’ raised access floor puts the actual ceiling height at 10’ above subfloor.

31. Q: What is the required clearance in front of the doors leading into the Sim & Server rooms?

R: Requirement removed, please see updated SOW.

32. Q: Is a pocket door and a swing door required at the Simulator rooms?

R: Requirement removed, please see updated SOW.

33. Q: Will a double swing door with a 36” and 48” leaf providing a minimum clear 81” opening be acceptable in lieu of a combination pocket/swing door for the Sim & Server rooms?

34. Q: Will hot aisle cold aisle cooling be required in the Sim/Server rooms?

35. Q: Will a CRAC be required for Sim/Server rooms?

36. Q: What is the required interior wall finish? Floor finish? Ceiling finish?

R: Interior wall – paneling or drywall, request most cost effective. Floor finish – carpet. Ceiling finish – dropped ceiling or interior paneling, request most cost effective.

37. Q: What is the required exterior wall finish?

R: Metal/most cost effective.

38. Q: Are standard modular finishes acceptable?

R: Yes, standard finishes are acceptable. If no price difference, decision will be made by customer after award.

39. Q: What is the required roofing material?

R: Metal.

40. Q: Can you please clarify the location for the electrical point of connection and what will actually be provided at this location?

R: Please see attached overhead diagram of trailer location and utilities hookups. Contractor will hook directly up to an existing transformer.

41. Q: Is the Contractor required to bring the data comm backbone to the Modular Building? If so where is the point of connection?

R: Yes the contractor must provide fiber from the COMM Room in the trailer to the nearest COMM manhole.

CE does not know where that MH is located. Contractor will need to coordinate with 49 COMM after award.

42. Q: Will a ramp be required to access the raised flooring area?

R: Requirement removed, please see updated SOW.

43. Q: Is a Facility Planning Guide available for the simulator?

R: Requirement removed, please see updated SOW.

44. Q: Do you have the weights of the equipment for the Sims and Server Rooms? The equipment is in the SOW for electrical needs, we are just requesting the weights.

45. Q: Are specifications available for this project?

R: No.

46. Q: What is the required floor load for the Sim/Server rooms. I read the weight load is 7000 pounds, does any of the equipment require a concentrated load?

47. Q: With the floor load needing to meet 7,000 lbs in the Simulator and Server rooms, is the equipment/ simulator machines sitting directly on the raised floor system, or are they on pedestals that evenly distribute the load?

48. Q: Will the Sim/server rooms require a dedicated electrical panel?

R: Requirement removed, please see updated SOW.

49. Q: The heat load chart for the sim server room is labelled PMATS LAN Room. Is that the server room or the comm room?

50. Q: Is a cut sheet or specifications available for the simulator? (need to know the actual footprint to determine the concentration of the floor load)

51. Q: Will the floor system in the Sim and Sim Server rooms require static dissipation?

52. Q: Are there dedicated electrical requirements for the simulator (other than the wall outlets described)?

53. Q: Is the electrical stub‐up single‐phase or three‐phase? What is the voltage?

R: Three‐phase; 225 KVA, 120/208.

54. Q: Is there a stub‐up for fire water at the same location as other stub‐ups? Do you have pipe size and flow data for the fire water stub‐up?

R: No dedicated fire water line provided.

55. Q: Can you please confirm the number of classrooms that are required?

R: 3

56. Q: Do you need electrical or gromets/grommets?

R: Yes, code compliant.

57. Q: Do you need beltline power?

R: Standard placement is acceptable.

58. Q: CLIN 0001 seems to indicate that the computer flooring is optional as it states the following; “RAISED COMPUTER FLOORING (2,508 S/F‐‐OPTIONAL)”, is it optional or required to be included?

R: Requirement removed, please see updated SOW.

59. Q: The SOW states the following;” ADA (Americans with Disabilities Act) site accessibility and compliance, aluminum steps, decks and ramps, gutters, downspouts, and splash blocks.” The mention of aluminum steps, decks, and ramps contradicts the combined synopsis/solicitation CLIN 0001 which states; “STEPS, DECKS, RAMPS (PT WOOD ADA)” Are the steps and ramp to be pressure treated wood or aluminum?

R: Aluminum

60. Q: Can you please provide a more detailed description of the electrical connection requirements. The site layout indicates a location but no description of what we connect to. Is an appropriately sized disconnect or main breaker available at this location? Or a ground box with appropriate sized conductors coming from an appropriately sized breaker?

R: No breaker, disconnect switch and/or ground box is available at this location. A new transformer is available with two 4‐inch underground PVC conduit from the north edge of the parking lot to the new transformer located approximately 30‐feet away, see attached photo. Contractor will be required to provide power disconnect and appropriate sized conductors from trailer power panel through the conduit and connect to the existing transformer.

Furniture Requirement Related Questions:

61. Question: Do you have particular furniture vendors or brands you prefer?

Response: Please see attached photos of desired styles. Instructor podium is needed in media desk style.

62. Q: The solicitation requests a 29” x 22” deep, 2 person desk. This small size work station would be very cramped for 2 people to work from. Please confirm that 29” x 22” is intended to accommodate 2 people or if that dimension is intended to accommodate one person.

R: The minimum size we need for the classroom desks is 29” wide by 60” long.

63. Q: The “Classroom Requirements” calls out the desk sizes to be 29” W X 22” D. My question is how you would be able to fit two people at a desk this small? This appears to be quite small for two people. Please clarify if this is correct as the solicitation has stated.

R: The minimum size we need for the classroom desks is 29” wide by 60” long.

64. Q: What is the desired size/dimensions of the “L” shaped desks?

R: We would like desks at are approximately 60” long x 30” deep for the desk portion, and the return 48” long x 24” deep. Hutch over the return.

65. Q: What is the height of the 2 podiums needed?

R: Please see attached picture of concept we would like for the instructor media desk. We need an adjustable top for different instructor heights and give a sit or stand option for them.

66. Q: Clarification on CLIN 0002 for the above‐mentioned solicitation: It does not state chairs being needed for the 2‐person desks in the SOW, only for the (8) L‐shaped desks. Would you like pricing for (40) regular chairs for the 2‐person desks or should we assume they will not be needed?

R: Classroom chairs are not required for this contract. We will be reusing chairs we have in current classrooms.

67. Q: What is the required width and length of the 20 Classroom desks? 60” in length is typically the smallest used for 2 students, however many customers choose 66” or even 72”. Width is also a critical dimension as we can vary between 18, 24, and 30”.

R: The minimum size we need for the classroom desks is 29” wide by 60” long.

68. Q: Do you require modesty panels for these Classroom desks? Do you need 1/3, ¾ or full modesty panels for your desk and return?

R: Classroom desks will not have a return. Please see attached photo for desired concept. 1/3 modesty panel will be fine.

69. Q: Do you have a requirement of the manufacturer for the desk?

R: No, only requirement is that they look something like the attached photos (please reference). We need decent cable management that is fully hidden.

70. Q: Is there a height requirement on the desks?

R: No

71. Q: Do you require casters (wheels) or glides (stationary)?

R: Wheels

72. Q: What is the flooring substructure so that we can supply the correct casters or glides? (i.e. Hard like tile or

VCT, or Carpet)

R: Carpet

73. Q: Do you require a flip top, or folding mechanism for the Classroom desks enabling easy, more compact, storage so the Classroom can be considered a flexible space?

R: No

74. Q: What are the underdesk storage needs? (i.e. Box/Box/ File or File/File pedestals)

R: Please see attached picture of desk concept we are looking for. We would like drawers attached to the desk, at least 2 smaller drawers for office supplies, and at least 2 for file folders.

75. Q: How many Desk are required?

R: Stated in the SOW: 8 L‐shaped desks, 60 classroom desks.

76. Q: What is the required width and length of the Desk portion of the Modular L-shaped Desks? What is the required width and length of the Return portion of the Modular L-shaped Desks?

R: We would like desks at are approximately 60” long x 30” deep for the desk portion, and the return 48” long x 24” deep. Hutch over the return.

77. Q: Do you need ergonomic keyboard trays?

R: No keyboard trays.

78. Q: Do you want the hutch to run the length of the Desk, the width of the desk and return, or just over the return?

R: Just over the return

79. Q: Do you want the hutch to have sliding doors, flipper doors, or do you want open storage?

R: One side with a slider door, and the other side open storage.

80. Q: Do you request steel or laminate or wood desk bases?

R: wood or laminate for the desk tops; steel for the bases

81. Q: Do you need wire management?

R: Yes. Please see attached photos for concepts we are looking for in classroom desks. We need fully enclosed cable management, no baskets, and a large enough trough to hold lots of cables. We need the cable management to go from end to end on the desks and be hidden for a neat and clean appearance (see pictures).

82. Q: Do you require Highback or Midback Task chairs?

R: Midback

83. Q: Do you require lumbar support?

R: Yes

84. Q: Do you require seat slide depth adjustment?

R: No

85. Q: Do you require mesh, fabric or polyurethane backs?

R: Any

86. Q: Do you require arms? If yes, do they need fixed height, or able to be adjusted up and down or 4d?

R: Yes, adjustable height, 4d not required

87. Q: Do you require forward tilt?

R: No

88. Q: Do you require a plastic, aluminum, or steel base?

R: Steel

89. Q: Is there a weight consideration we need to address (i.e. users over 275#)?

R: No additional considerations are needed.

90. Q: Does there need to be consideration for 24/7 use?

R: Yes, that is the purpose of the cypher lock entrance.

91. Q: Is there a requirement vinyl fabric if so does it need to be bleach cleanable?

R: CE does not have any requirement for vinyl fabric however if it is installed in the restroom it should be bleach cleanable.

92. Q: What material do you require the podium be constructed of? (Metal, Polyurethane, Laminate, Wood)

R: wood and/or laminate, we are looking for a media type desk, not so much a slanted podium. Something that will hold a monitor, keyboard, laptop, instructor papers, etc. and has an adjustable top for different heights of instructors. Please see the attached picture of the concept we are looking for in a media desk.

93. Q: Does the Podium need Casters or Glides?

R: Preferably casters. If we cannot find a suitable sub in the furniture contracts for the type of podium/media desk we need, we will purchase these with other funds. Please see the attached picture of the concept we are looking for in a media desk.

94. Q: Do you need a slide out drawer or writing surface?

R: In reference to the podium, we are looking more for a media type desk with an adjustable height top for different heights of instructors. Something that has room for a monitor, keyboard, laptop, instructor papers, etc. Please see the attached picture of the concept we are looking for in a media desk.

95. Q: Does the podium need power?

R: Yes

96. Q: Does the podium need a light or Microphone?

R: No to both items.

97. Q: What is the approximate size of the podium?

R: Approx. size of instructor media desks is 4 ft wide by 2 ft deep. Please see the attached picture of the concept we are looking for in a media desk.

Set Aside (WOSB), Qualification/Evaluation, and Contract Related Questions:

98. Question: The solicitation states this requirement is a Women‐Owned Small Business Concern set‐aside. We have the classification of a small business, but not women‐owned. Are we still able to submit a proposal on this project that will be considered for award should we offer the lowest responsive bid

Response: Only WOSB quotes will be evaluated at this time.

99. Q: Will preferential treatment be given to EDWOSB?

R: All WOSB will be evaluated equally.

100. Q: What procedures for the life cycle cost will be used for price evaluation? How will those the lowest life cycle cost be evaluated?

R: This is a one time commodity buy that will not be entered into real property. Life cycle costs will not be considered.

100. Q: Is this intended to be a lease or a purchase? If it is a lease, what is the desired lease duration?

R: This will be a purchase, not a lease.

101. Q: Does the prime bidder have to be licensed in the state of performance? Or can the subcontractors

(installers) be licensed in the state of performance?

R: Subcontractors (installers) are the only ones that need to be state licensed.

102. Q: The SOW states the following; “Contractor will provide a manufactured building for the Holloman AFB project per specifications, product data, project RFQ and associated documents.” I could not find any detailed specifications or product data included in the SOW or combined synopsis/solicitation. Are we missing this information or do we price based on the limited information listed in the updated SOW labeled

FA480118Q1090 and combined synopsis/solicitation?

R: Submit quotations off of the information provided on the FBO posting.

103. Q: Will there be any liquidated damages associated with the resultant contract?

R: No.

104. Q: Are payment and performance bonds required?

R: No.

105. Q: How will FAR Part 36 and the Brooks Act be applied to this procurement?

R: Brooks Act is only applicable to AE design.

106. Q: There was a similar requirement for a modular building of this size a few years back. Is this building intended to replace the previous 7,000 SF office that is already on site or is this project completely separate from the previous one?

R: This is a new requirement and unrelated to previous modular building requirements for Holloman AFB.

107. Q: Can the quote submission date be extended?

R: Yes. The quote submission deadline will be extended. Please continue to check the FBO Posting for updates.
