Questions and Answers for FBO POST FA4801-17-R-0020

Q1. Please advise if the completion of installation is still 1, August 2017?

Several items have 45 day lead times from date of order based on dialogue directly with the manufacturers. Shipping (even expedited) will add 3-5 days depending on the items. Given the time for tower assembly, construction and antenna configuration, the August 1 date does not seem feasible.

A1. We will be able to support a delivery date of 12 August.

Q2. Are there engineering drawings, architects drawings available for the site and location for these antennas?

A2. Facility site plan on hand. Requested architect site drawings from Civil Engineering.

Q3. Is there an existing concrete pad in place at each desired location or is this to be provided by the contractor?

A3. No concrete pads exist. To be provided by the contractor.

Q4. If provided by the contractor - Has a soil analysis/geotechnical report been done at each antenna location? And if so can you make that available?

A4. No soil analysis has been done in preparation for this project. Have requested most recent results from Civil Engineering and also requested a current soil analysis be accomplished.

Q5. Does work at Holloman AFB require any local permitting?

A5. No local permitting required. Civil Engineering will mark all utilities prior to contractor digging.

Q6. Does Holloman AFB require any additional PE stamped drawings for the site/civil work (earthwork, pad pour, fastening to the pad) besides the tower company drawings which are being provided and which will be PE stamped.

A6. The contractor PE drawings are sufficient.

Q7. The layout is described as follows:

Antennas Tower Layout i.Antenna Tower 1 1.Location: North Wall of building 1026 ii.Antenna Tower 2 1.Location: North Wall of building 1026 iii.Antenna Tower 3 1.Location: Northeast corner of building 1022 iv.Antenna Tower 4 1.Location: Northeast corner of building 1022 v.Antenna Layouts: See “Attachment 1 – “SOW Antenna Layout Attachment 1 shows the location of 2 of the 4 requested towers. Can you provide site drawings for the location of the other 2 towers designated as ‘Tower 3 and 4’?

A7. Attachment 3 - Compound Layout and Attachment 4 - Bldg 1022 Antenna Location are basic drawings for the compound and Bldg 1022 antenna locations.

Q8. Can you provide drawings of where on the base are buildings 1026 and 1022? (Showing access roads so we can plan for equipment movement.)

A8. No, a map cannot be provided. An escort will meet the contractor at the West Gate. It’s approximately four miles to the site location and there should be no problem getting equipment there.

Q9. Can you advise if crews are allowed to work on weekends and if there are any limitations to the hours they can be on site?

A9. Currently, work hours are 0700 – 1600 / M – F. However, if weekend work will allow the project to be completed by the need date, weekend ops can be coordinated.

Q10. Please advise of the exact heights of antenna loading/Center Lines and location on these arms as indicated on all towers so the loading factors for the proposed tower can be determined.

A10. Attachment 1 – SOW Antenna Layout shows how the antennas are to be installed on the towers, same for both buildings.

Q11. Is the Rohn Tower (65G) an acceptable substitute?

A11. As long as it meets the minimal specs of a Rohn 45 tower. Whatever is used will have to have the correct antenna mounting hardware that goes with that tower. The 65G has a bigger foot print and requires more concrete. Towers must be 15 Ft apart.

Q12. Can you provide the building address of buildings 1026 and 1022?

A12. See Q & A 8

Q13. Are any existing structures, towers, objects required to be demolished and or moved to allow for the tower installation?

A13. No

Q14. What are the heights of each antenna to be mounted to each tower?

This is required to calculate the wind load effect on each of the towers.

A14. See Attachment 2 – SOW – B1022 and B1026 Antennas, Section 3. Scope Requirements, para. c. Antenna Specifications. Vendor spec sheets should provide pertinant information related to your question.

Q15. Do you require lightning protection including lightning rods, ground protection, halo installation for electrical grounding for each tower?

A15. I would imagine the towers will require lightning rods. I know each antenna will have a lightning suppressor installed in the coax.

Q16. Will we be able to close off the site for construction related activities including trenching, excavation for pads etc. to all pedestrian and vehicle traffic during business hours M-F 8-4 and weekends and or until all work is completed?

A16. Can’t guarantee they will have complete closure of work site during construction, but we will work with them as best as we can. They will have an escort at the compound during the antenna installation anyway.

Q17. Are there existing ground rings, bus bars, halos installed at this site?

A17. 1026 has some grounding bus bars located inside, 1022 does not.

Q18. Do you require an anti climb panel?

A18. No.

Q19. Do you require tower lighting?

A19. Will require a warning light that comes on at night so aircraft knows they are there.

Q20. Do you require a safety climb system?

A20. No.

Q21. Under the section “Tower Specifications” you specify the following - Towers will each be equipped with 3x cross-platform/beam antenna supports each (ten total).

What are the dimensions of the antenna supports and exact locations on the towers for these to be installed?

A21. I would imagine the dimensions would correlate to what tower system they are using. SOW has antenna locations.

Q22. What materials are the antenna supports?

A22. I have no idea what materials are being used.

Q23. Is there a make/model/manufacturer that you are referencing?

Is the Rohn Side Arm assembly SA253UA an acceptable “antenna support”?

A23. I have attached a copy of work sheet of part numbers the customer provided, Attachment 5 - Antenna part numbers and accessories antenna. I don’t know if the SA253UA is an acceptable antenna support

Q24. “All towers must have antenna support beams pointed at 305 degrees.”

Are the “antenna support beams” the same as “antenna supports” referenced above?

A24. The directional antennas must be pointed at a 305 degree heading so the antenna mount must be installed to support the 305 degree heading.

Q25. Do you require us to provide structural engineering design work including wind loading, structural analysis, construction drawings, as built and final drawings to assure compliance with all codes, TIA and other recommendations, and requirements?

If not will the Air Force provide such engineering support services to insure compliance with engineering requirements?

A25. Will require construction and final assembly drawings.

Q26. Trimble 810383 does not appear to be a valid part number.

A26. Use part number 57861-20 instead, see Attachment 5 - Antenna part numbers and accessories.

Q27. Are there any special tower grounding requirements?

A27. None that I know of, just needs to meet code.

Q28. Do we need to provide Polyphasers or equivalent coaxial surge protectors at the building penetrations?

A28. No

Q29. When is the award scheduled to be made?

A29. No later than 10 Jul 17

Q30. Is there a part number for the cross-platform/beam antenna supports referenced in SOW paragraph 3.a.ii “Towers will each be equipped with 3x cross-platform/beam antenna supports each (ten total)” A30. Attachment 5 - Antenna part numbers and accessories, does not list a part number.
