Statement of Work for B1026 and B1022 Emergency Antenna Installation

2017-01-18

1. Background:

The 704th Test Group (704TG) mission is to be the premier provider of unique test and evaluation capabilities relevant to tomorrow’s warfighter through world-class people improving technical excellence, cost-effectiveness, and agility. The 586th Flight Test

Squadron (586 FLTS) is one of the units assigned as part of the 704TG. The 586 FLTS has provided test and deployment support to the US Navy’s VX-20 test squadron for over

10 years. As part of the continued support of VX-20, the 586th is being asked to perform facility capabilities expansions to enhanced deployment support for future E-2D test deployments.

2. Purpose:

The current facility configuration requires the addition multiple towers and antennas in order to effectively support E-2D test operations. The addition of two (2x) towers and required antennas at Building 1022 and Building 1026 will enhance the ability to support upcoming E-2D flight test missions.

3. Scope/Requirements:

Vendor will supply all labor and required material to install two (2x) 30’ antennas with two (2x) antenna support cross bars and associated antenna support base support structure at building 1026 and two (2x) 30’ antennas with two (2x) antenna support cross bars and associated antenna support base support structure at building 1022. All antennas shall be concrete anchored to withstand typical wind conditions. See attached drawing for location.

a. Tower Specifications

i. Towers will be 30’ ROHN 45G concrete mount (or equivalent) antenna structures (four total)

ii. Towers will each be equipped with 3x cross-platform/beam antenna supports each (ten total)

iii. All towers must have antenna support beams pointed at 305 degrees

iv. Distance between towers will be a minimum of 15 feet. Final positioning of towers will be provided by 586 personnel prior to work commencement.

b. Antennas Tower Layout

v. Antenna Layouts: See “Attachment 1 – “SOW Antenna Layout”

c. Antenna Specifications: Vendor shall purchase/install the following antennas in accordance with (IAW) attached antenna layout information:

i. Eight total (8x) MIDS Antenna units, Vendor: db Systems Inc., P/N

5100A-HS/210 ADS-B (500300-108)

ii. Eight total (8x) MIDS Antenna mounting kits, Vendor: db Systems Inc., P/N 5100A-HS/210 ADS-B (510500-100)

iii. Eight total (8x) MIDS Antenna Lightning kits, Vendor: db Systems Inc., P/N 5100A-5100A-HS/210 ADS-B (510625-100)

iv. Four total (4x) UHF/VHF Antennas, Vendor: TRIVEC P/N AV463

v. Two total (2x) ARDS Antennas, Vendor: Cobham, P/N SA9-200-1.3V-

vi. Two total (2x) GPS antennas, Vendor: Trimble 810383 (or equivalent)

d. Cabling

i. Cabling used for the antenna installations shall be:

1. MIDS: LMR-900 with Type N connector’s

2. ARDS: LMR-900 with Type TNC connector’s

3. UHF: LMR- 400 with Type TNC connector’s

ii. Building Penetrations – all building penetrations shall be no greater than

90 square inches, and must be filled with sound-proof material once cabling is installed.

iii. All Building penetrations will be sealed inside and outside with NEMA

Enclosures. All cable penetrations will be a minimum of 7/5” above the ground

iv. For all cable installations, a minimum of sixty feet of additional uninterrupted cabling will be available for use AFTER the point of facility penetration.

v. All cabling will be properly grounded to ensure equipment protection.

4. Government Supplied Items:

a. 704TG to provide all required escorts to the facilities/compound for installation.

Delivery Schedule: All work shall be completed NLT 1 August 2017.
