SUBJECT: Pre-Proposal Conference/Site Visit Meeting Minutes for Advance Life Support (ALS)

(Ambulance), Solicitation FA4801-16-R-0007

1. The pre-proposal site visit began at 0805 on October 5, 2016, at the Holloman AFB (HAFB) Visitor

Center, Bldg 1. The following individuals listed below were in attendance:

2. Ms. Roberts welcomed and thanked all attendees for their appearance. After attendance was taken, the group boarded two (2) government buses and began the site visit. The bus, entered through the main gate (south) and traveled down First Street, passing the Medical Center, on the left (Bldg 15, plus others).

Mr. Middleton informed Ms. Wilson that a new Medical Center is under construction, behind the current one, with a projected completion date in March. He stated that a new ambulance shelter providing lodging quarters for the ALS contractors, would be located near the Medical Center. The bus passed the

Base Headquarters building (Bldg 29) and the Holloman Shoppette (Bldg 33), turning left at the end of

First Street onto Delaware.

3. At 0810, the buses arrived at Fire Station #1 (Bldg 525). All attendees exited the buses and assembled outside the Fire Station, near the vehicle bays. Ms. Roberts informed the attendees that this location was

Fire Station #1. Additionally, Ms. Roberts explained that the present ALS contractors are lodged at Fire

Station #1 until the new ambulance shelter is completed. TSgt Capers informed attendees there are a total of three (3) fire stations on HAFB, but Fire Station #1 is where all emergency calls are routed and dispatched. TSgt Capers provided a map that illustrated the location of all fire stations and their specific zones (ref. Attachment 2). A question and answer session ensued, as well as brief inspection of an ambulance. All questions from the site visit will be posted as a separate document on the Federal

Business Opportunities (FBO) website. A current ALS contractor was present and informed the group

Global Power for America that a binder is kept in the ambulance listing the proper protocol for state and military emergencies. Ms.

Roberts informed all attendees that the protocol information was written into the Performance Work

Statement (PWS). TSgt Capers concurred with Ms. Roberts.

4. At 0829, the buses departed the Fire Department heading east on Delaware, turning right onto First

Street, destined for 49 MDG Main Clinic (aka Medical Center) (Bldg. 15). The buses pulled into the north side parking lot of Bldg 15 and all attendees exited at 0832. First Lt. Burns informed the attendees that the construction north of Bldg 15 is the site for the new ambulance shelter. She also used a map to better illustrate the location of the new ambulance shelter in proportion to the new medical facility.

Supplemental: When a copy of the New Ambulance Shelter Map is available, it will be posted on FBO.

5. Ms. Wilson inquired about the integration of the Service Contract Act (SCA) (now known as the

Service Contract Labor Standards Statute) into the contract. Ms. Roberts responded, “Yes, it is the intent of the Government that the wage determination rates incorporated in the contract integrate the Service

Contract Labor Standards.” All attendees boarded the buses at 0836 and continued to the south side of the parking lot to the Logistics Warehouse (Bldg. 12).

6. At 0838, the buses arrived at Bldg 12. All attendees took a short walk to the warehouse’s conference room for the out brief and to take and address any remaining questions. After that questions and answers session, Ms. Roberts informed the attendees of the Real ID Act for New Mexico and HAFB. Currently, the state of New Mexico-issued driver's licenses are not in compliance with the REAL ID Act, but the state has a waiver, which is not applicable for the base. The base had a phase in period which expires 10

Oct 2016. Any person needing access to the base must have two (2) forms of ID. Supplemental: In

September the following was posted on the 49th Wing homepage:

Enforcement of the REAL ID requirements takes effect on 10 October 2016.

Non-compliant state-issued driver’s licenses will no longer be acceptable for entry to federal installations. Acceptable documents for entry per the

Department of Homeland Security include Enhanced Driver’s Licenses and

Transportation Security Administration (TSA) Acceptable Documents, e.g. a US

Passport.

7. Since there were no further discussions or questions, Ms. Roberts informed all attendees that the pre-proposal conference/site visit minutes will be posted to FBO. Furthermore, she stated that the deadline for all questions concerning this requirement are due by noon on 7 October 2016, and should be posted by the middle of the next week.

8. Ms. Roberts again thanked all attendees for attending the pre-proposal conference which concluded at

0902. The potential contractors were escorted back to the main gate visitor's center (Bldg 1) which ended the Site Visit at 0904. The foregoing is a brief summary of the site visit held for the subject solicitation.

5. 0845 arrive at 49 MDG Main clinic (Bldg. 15) for tour of the new ambulance shelter.

7. 1015 load van and return to Visitor’s center for drop off.

Fire Response Districts (FRD):

Holloman AFB has three FRD to effectively deploy our response assets to meet the emergency response demands. FRDs are designed to meet required aggregate response time (ART) criteria, as outlined by table E3.T1 of DoDI 6055.06. The boundaries were established after numerous timed test responses during different periods of the day and weather conditions. Additionally, response times are continually reevaluated through real world responses. Full alarm assignment = Effective Response Force (ERF)

The three Holloman FRDs are:

District 3 – Northern Air Field Area containing Fire Demand Zone 2, 6, & 7

In 2010, our flight modified what was formerly identified as fire district 4's fire demand zones (FDZ), in accordance with AFCESA direction in the October 2010 NFPA 1710, Technical Implementation Guide, to be classified as a remote or rural zones. The performance standards for the new Remote/Rural Area are:

Fire Demand Zones (FDZ):

In order to provide adequate coverage and response times for all of Holloman AFB, we established 7

FDZs that contain like hazards/occupancies/risk factors. Holloman AFB’s 7 FDZs to permit effective risk management and response planning functions:

Fire Demand Zone #3 – School/Day Care Facilities
