Q &As for Advance Life Support (ALS) requirement

1. Question: Does Holloman AFB (HAFB) have an Emergency Room on the installation?

Answer: No, HAFB does not have an Emergency Room on the installation. The closest Emergency Room is at Gerald Champion Regional Medical Center (GCRMC) in Alamogordo, NM, located 12 miles from HAFB.

2. Question: Since the contract's place of performance is Holloman AFB, New Mexico and surrounding areas, would unrestricted EMT and EMT-P licenses from any contiguous states and/or national Registry EMT/EMT-Ps be sufficiently acceptable?

Answer: There are some employees that have other state licenses (e.g., Texas), but all employees must have New Mexico licenses.

3. Question: Does HAFB have Med Evac landing Capability?

Answer: Yes, however, there is no designated landing zone. Landing zones are determined on a case-by-case basis at the time when/where landing permits easy patient loading.

4. Question: Will the government consider the addition of Past Performance Questionnaires to validate contractor performance in similar contracts?

Reference: PWS p.13 Answer: Yes, if it is recent and relevant.

5. Question: What are the references/regulations/statutes for emergency protocol (State or Military) required of EMT/EMT- Ps?

Answer: References are state (New Mexico) protocols. The same protocols are used on base.

6. Question: Is electronic charting acceptable?

Answer: Currently, there is no electronic charting. Charting is all done on paper.

7. Question: How many projected hours are special events, trainings, and exercises, which will require contractor participation?

Reference: PWS Appendix 5.1, Workload Estimates Answer: Special events like the Live Fire Pit trainings (4-5 a year) last 4 to 5 hours, while Wing Exercises (5-7 a year) last approximatley 1 hour; 911 calls are always priority, and employees are permitted to leave these events in order to respond.

8. Question: Will past performance criteria outside of the requested documentation be reviewed and considered in the source selection process?

Answer: Yes, if it is recent and relevant.

9. Question: Will the Service Contract Act (SCA), time limitations, and wage hours be fully integrated into the award contract?

Reference: FAR 22.10 Answer: Yes, it is the intent of the Government to fully integrate the SCA, time limitations, and the hourly wage determinations mandated by federal law (wdol.gov) into the contract. As a reminder, this will be a firm fixed price contract; once contract line item number (CLIN) invoiced/paid on a monthly basis; no CLIN for overtime.

10. Question: Are overtime hours permitted at any time during the performance of the contract?

Answer: No overtime hours will be authorized.

11. Question: Are there other clinics on the installation besides the health clinic?

Answer: Yes, there are other clinics on HAFB: a dental clinic and a mental health clinic.

12. Question: What is the projected completion date for the new ambulance shelter?

Answer: The new ambulance shelter is scheduled for completion the end of March 2017.

13. Question: Will the National Standard [response time of 7 minutes] change with the location of the new ambulance shelter?

Answer: No.

14. Question: What is the level of the Fire Department (i.e., Are they Basic or Advanced)?

Answer: Basic

15. Question: How will the employees obtain fuel for their assigned vehicles? (e.g., gas-key cards) Answers: There is a gas-key assigned to the employees. Gas pumps are available 24hrs at the transportation squadron for all DoD vehicles.

16. Question: What licenses are required by the employees?

Reference: State of New Mexico/National Registry Answer: Licenses required for all employees include: EMT-P, (ACLS for EMT-P), EMT-B.

17. Question: Is the REAL ID Act required for differing base Threat levels (i.e., FPCON Levels)?

Answer: See the pre-proposal site visit meeting minutes, paragraph 6.
