FA4801-13-T-0004 Refuse Contractor Questions and Answers

Zero Waste Solution

1. Q) The collection schedule has all 4 CY containers. If a location has (1) 4 CY, 2 times per week, would the contractor be allowed to place (1) 8 CY, 1 x week? Basically, add a larger container but have less frequency?

A) Larger containers can be substituted in places where space allows, some areas are too small to add larger containers.

2. Q) The solicitation does not list any technical proposal requirements or proposal submission requirements. Does the government only require pricing in response to the solicitation?

A) This is a Request for Quote (RFQ) not a Request for Proposal (RFP). There is only a pricing submission required.

3. Q) Can the contractor use the washrack to clean containers? Can the contractor use the washrack to wash off mud on the truck, i.e. to wash off truck tires before going onto the flight line because of FOD precautions?

A) PWS Paragraph 1.3 has been updated to read ″The contractor shall perform all cleaning, painting, repair and other maintenance tasks for containers at building 1266. Trucks and trailers used for hauling and collecting can be washed at building 1266 wash area as required to ensure they are free of odor, dirt, debris, and pests. Any major repairs or maintenance to trucks and trailers shall be done off base. Minor repairs for trucks and trailers can be performed at building 1266, upon approval from COR. ″

4. Q) Appendix B-1, Please clarify the number of ″on call″ roll-off containers needed. Does the contractor need 4 or 10 containers?

A) Four (4) ″on call″ 40 yard containers

5. Q) Appendix B-2, Regarding the BLDG numbers, what does the lower case ″r″ indicate?

A) These are typos, and have been removed.

Onopa Services LLC

1. Q) Does the gross receipts tax have to be paid on the landfill CLIN item as part of a total gross receipts? Since the landfill charges the contractors tax it seems duplicitous.

A) All applicable taxes and fees apply to the Tipping CLIN and must be turned in monthly to validate payment in WAWF. The CLIN estimates the tipping fees for the cost per ton with taxes for landfill.

2. Q) How long does it take for a truck to run out to RAMS and service the containers? Are the roads paved? What is the speed limit?

A) It takes 3-4 hours round trip to service the containers at RAMS; some of the roads are paved and some are not. The speed limit is 45 mph, which is posted, at all the sites off main base.

3. Q) Will the government allow for an equitable adjustment should the gross receipts tax increase?

A) No, it is the contractor’s responsibility to build into their quote any possible changes to the New Mexico Gross Reciepts Tax Rate (website listed in the solicitation).

4. Q) Will the government allow for an equitable adjustment should the taxation on diesel fuel increase?

A) No, this is a Firm Fixed Price Contract, not Firm Fixed Price with economic price adjustment.

5. Q) Do all of the roll off loads go the Mesa Verde landfill or do some of them go to Lincoln

Otero? There is a considerable travel distance.

A) No, some of the roll-offs go to Mesa Verde and some go to Otero county but the majority goes to the Otero County Land fill.

6. Q) What size are the containers at the WSMR? They appear to be 8yd containers.

A) There are currently no 8 yd. containers on the current contract they are all 4 yd. containers.

If there are 8 yd. containers at WSMR they are not managed by CE.

7. Q) What Past Performance information is required in the proposal, if any?

A) No past performance data is required.

8. Q) Will the Government accept electronic submission of proposals?

A) Yes, but the SF 1449 and all amendments must be signed.

9. Q) CLINs 1005 – 4005 do not specify container size. Please clarify.

A) These are option CLINS of 0005 and will be the same 4CY.

Southwest General Construction, Inc.

1. Q) Under the solicitation item no 0004- 72 special event 40 cubic yard. Are these the four mobile refuse containers listed on under appendix B-1?

A) Yes, the 40 yard containers will be used for special events.

2. Q) In appendix B-1 10 Mobile Refuse Roll Off Containers there are four containers listed.

Could the number of roll offs needed increase to 10?

A) There are 8 roll-off containers that will be picked up monthly and 4 containers that are going to be on call that are considered specials.

3. Q) What are the procedures for contract amendments if diesel fuel or labor schedules increase in price?

A) A request for equitable adjustment shall be made to the contracting office.

4. Q) Are CPI index or diesel market adjustments allowed in option years?

A) Yes CPI Index can be used for option years.

5. Q) Is this contract considered a taxable item for the State of NM gross receipts tax?

A) YES

6. Q) Is equipment other than equipment for this contract allowed to be stored in the storage yard area?

A) No only authorized equipment used for the refuse contract are allowed to be stored in the yard area.

7. Q) Servicing of trucks (washing, changing of oil, fixing of equipment) are not allowed in the storage yard area?

A) No, per section 1.3 of the PWS with the exception of the wheels prior to flightline driving.

8. Q) Cubic yardage of containers placed for garbage is the quantity requirement for the contract.

If a 4 yard containers is schedule to be picked up twice a week currently a 8 yard containers schedule in its place once a week could be substituted. If a location has (2) 4 yard containers side by side for once a week pick up a 8 yard container could be placed for once a week pickup?

A) Yes if space provides the room.

9. Q) Did not see mileage calculations for off base sites listed after building 1320 on schedule.

Are there mileage calculations available to these sites?

A) Yes rat scat, rams, boles wells, frequency monitoring station and Andre Site are estimated to be 230 miles round trip. The other facilities are considered to be on main base Holloman.
