FA480023Q0005 Ft Eustis Barracks Digital Video Monitoring System
Question and Answer Pool
1. Q: Will the Government please provide a Site Visit Attendee List?
A: An attendee list will not be provided.
2. Q: Would the Government consider extending the due date of the solicitation for 2 weeks after the answers to questions are posted to allow for proper pricing?
A: The due date has been moved to 7 February 2023 at 3:00 PM.
3. Q: When would the Government like to start the project? End the Project?
A: The government intends for the project to be complete within 120 days of award.
4. Q: Can the government please provide/update the maps/floor plans to show desired camera placement and coverage areas desired?
A: Floor plans have been attached to the SAM.gov posting.
5. Q: Can the government please indicate on the maps/floor plans the locations of MDFs and IDFs (room numbers) A: Room 103 for both buildings.
6. Q: Please provide a list of any government furnished equipment (GFE) that will be available throughout the engagement.
A: There will be zero GFE.
7. Q: Are there any other hardware requirements, for example FIPS 140-2, NDAA, TAA, Buy American?
A: The products and configuration must be NDAA compliant, Buy American compliant, and conform to the US Army Training and Doctrine Command (TRADOC) Regulation (TR) 350-6.
8. Q: At the site visit it was stated that the government does not want anyone to be able to change the camera views. To meet this request are non-motorized but varifocal lenses acceptable?
A: Yes, if adjustment meets requirement of continuous video monitoring of all specified areas.
9. Q: In section 1.1 of the Statement of Requirement it states a 55" monitor, but in 4.4.1 the part number is a 55" TV. Please specify if the government wants a monitor or a TV.
A: Monitor or TV is acceptable, the requirement is to monitor multiple cameras on a single screen.
10. Q: Please confirm cameras will be wall or ceiling mounted, and therefore do not need any special mounting hardware.
A: Per the Statement of Requirement, the requirements for mounts are to be wall mounts.
11. Q: In locations where there are multiple cameras located in close proximity, would the government allow a single Multi lens camera to replace them to reduce cabling?
A: Yes, if adjustment meets requirement of continuous video monitoring of all specified areas.
12. Q: Please confirm these systems will be stand alone, unconnected to any other system and with no external connections (e.g. Internet).
A: Systems will be standalone and never connected to an external network or cloud.
13. Q: Are there available penetrations through the building firewalls, or do new ones need to be drilled?
A: There are available penetrations, but if vendor believes new ones need to be drilled there may be room to do so.
14. Q: Will there be sufficient space available in all risers, and cable trays for cable distribution (if needed) throughout the buildings and between floors?
A. Yes.
15. Q: How many Army personnel require training on the new system?
A: 30-40 Cadre with at least 3 separate times over one-week due to varying shifts of people being trained. 30-40 Cadre with at least 3 separate times over a one-week due to shift work of people being trained
16. Q: Does this solicitation require a prevailing wage determination?
A: Because this requirement is primarily for products and not services, a prevailing wage determination is not needed.
17. Q: What is the pricing arrangement and evaluation criteria for this solicitation?
A: Per CLIN 0001 on the solicitation, the pricing arrangement is firm fixed price. The evaluation criteria will follow the lowest-price, technically acceptable approach.
18. Q: How many monitors and what sizes are needed for this requirement?
A: Per the SOR, two 55” monitors are needed and two 22” monitors.
19. Q: At the site visit, there were questions as to the actual total amount of cameras needed because of new technology allowing greater fields of view. How many cameras are required?
A: The customer intends to procure 60 new cameras for each building, equaling 120 total.
20. Q: A two-part question regarding racks and cabinets – A.) Can vendors use any existing cabinets? And B.) Where would be the 4x Tripp Lite SRWF12U38 racks and 2X Middle Atlantic Rack be placed?
A: A.) No; B.) Building 2304 - room 107 and Building 2301 - room 115
21. Q: Does the SOR call for new Cat6 wiring to all new cameras?
A: Yes.
22. Q: The SOR calls for certain brand name NVRs and cameras or equivalent. Does equivalent mean same brand or different model or a different brand but equivalent specs? The same question applies regarding switches and other components.
A: “Or equivalent" denotes equivalent specification and capability, able to meet requirements of continuous video monitoring of all specified areas.
