RFQ-Electric Survey Langley AFB FA4800-17-Q-0024 Questions and Answers

1. Can you circle or otherwise identify on this map the Shellbank, family housing, and airfield equipment and conductors that are not included in this project?

Q1. Map provided. Work covered under this SOW is ACC Campus area and North Base. All other areas which includes Shellbank area, military family housing and airfield are not included in this project. Conductors located in the Shellbank area, military family housing and airfield are not included in this project.

2. The SOW does not indicate how the survey is to be performed. For example, is the field survey on the aerial distribution system to be done from the ground using binoculars and zoom lenses or is it required to be assessed up close from bucket trucks? As you can imagine, the cost difference is enormous.

Q2. Survey of aerial distribution system should be accomplished up close in a bucket truck or similar piece of equipment approved for work around high voltage electrical systems.

3. The scope of work paragraph mentions testing but there are no testing requirements in the SOW. Are we to just conduct a survey then record the findings on the spreadsheet or are we actually testing the components? If we are to test, we will need a specification as to what types of testing is required as the equipment required to perform testing varies greatly with the type of test.

Q3. Visual examination of equipment and meter readings of circuits is all that is required. No testing which requires a power outage is necessary.

4. How will we gain access to fenced substations and other locked areas? Will we be given keys or will someone from the base accompany us?

Q4. Government employee will provide access to substations and fenced in areas as needed.
