Global Power For America
31 August 2016
MEMORANDUM FOR ALL INTERESTED VENDORS
FROM: 633 CONS/LGCD
120 BURRELL LOOP RD
LANGLEY AFB VA 23665
SUBJECT: FA4800-16-R-0006, Railroad Inspection, Maintenance & Repair Solicitation
Request for Information
The questions below have been received in response to the subject solicitation:
1. Could a scope of work for emergency repairs, bid item #0007, be provided? Is this just to look at the repairs needed and write up a quote or is to also perform the work itself? Since it is emergency repairs the contractor would not know what work would have to be repaired.
Answer: Emergency repairs will be determined on a case-by-case basis. A scope of the work to be provided is not available until the emergency occurs. The solicitation has been amended to reflect the appropriate not to exceed (NTE) pricing to be used for CLIN 0007 and subsequent option year Contract Line Item Numbers (CLINs). All interested vendors shall use the NTE pricing provided when submitting their quote.
2. Could a scope of work for special projects, bid item #0008, be provided? Is this just to look at the requested work and write up a quote or is to also perform the work itself? Since the contractor does not know the scope of the work, the contractor would not know what work would have to be performed. Or is the contractor to fill in $600K for the bid item price?
Answer: Special projects will consist of upgrades to the existing rail system that are outside the scope of the routine maintenance and repair. A scope of work is not available at this time. Work to be completed under this CLIN is NTE $600K. All interested vendors shall use the NTE pricing provided when submitting their quote; therefore, quoters will fill in $600K for the line item price.
3. The solicitation mentions 19.77 miles of track at Fort Eustis. Is this the correct quantity of track the contractor is to figure for weed spraying?
Answer: Yes, the contractor is required to provide spraying for the complete length of the track.
Spraying must be in compliance with the Performance Work Statement (PWS) and Unified
Facilities Criteria (UFC) 4-860-03, Railroad Track Maintenance & Safety Standards.
4. What may be included in the special project CLIN?
Answer: The special project CLIN may include potential upgrades and repairs to the existing railway in excess of the routine preventative maintenance and repairs covered in the PWS. The special projects CLIN is NTE $600K and is not guaranteed to be funded.
5. Will the bridge include the rail components, ties and the bridge structure?
Answer: Railroad inspection, maintenance, and repair services will apply only to the rail components. The bridge structure is not included and will not be serviced under this contract.
6. Will this contract provide potential additional railways?
Answer: This requirement will not be used as a vehicle to construct or extend the railway in any way. All services will be provided in support of the existing railway.
7. Is vegetation control managed in the rail ballast?
Answer: Contractor must maintain control vegetation within the rail ballast in accordance with the PWS as well as the areas identified within the UFC 4-860-03, Railroad Track Maintenance
& Safety Standards.
8. Will over hanging trees be included in the vegetation control?
Answer: Yes, over hanging trees shall be controlled as identified within UFC 4-860-03, Railroad
Track Maintenance & Safety Standards.
9. Will animal carcasses be removed during the monthly inspection or will service calls be made for each occurrence?
Answer: All animal carcass shall be removed during monthly inspections. Service calls will not be made to facilitate the removal of animal carcasses.
10. Who approves the pesticides and herbicides to be used on the installation?
Answer: All chemicals must be approved for use in the State of Virginia as well as approved for utilization by the Department of Defense and the federal government for use on military installations. Chemical approval shall be coordinated with the Contracting Officer’s
Representative as well as the 733d Civil Engineer Division Installation Pest Management
Coordinator. Compliance with all regulations and standards regarding animal and vegetation control will be strictly monitored.
11. Are pesticides/herbicides applicators required to be licensed?
Answer: All pesticides/herbicides applicators must possess Virginia Department of Agriculture and Consumer Services (VDACS) applicator certificate and Virginia Pesticide Business License.
The contractor shall be in full compliance with the UFC and the PWS with regard to chemical usage. Compliance will be strictly monitored.
12. What are some problems that occur which result in emergency calls?
Answer: Few emergency calls have occurred; however, most notably the crossing arms have been problematic during snow storms. The arms have come down and locked into position which requires them to be raised and reset.
13. Does the emergency CLIN mean someone has to be on call at all times?
Answer: Upon contract award, the contractor will be required to provide an emergency number as part of their personnel listing. When an emergency occurs, government personnel will contact the contractor to initiate an emergency service call.
14. Are railway signs included in the repairs?
Answer: The contractor shall annotate the condition of railway signs during the monthly inspection. The government will replace signs as needed using funding from the repair CLIN.
The contractor will not be expected to replace these signs as part of the railway preventative maintenance. Repair may be made by the contractor for minor adjustments.
15. Will an on-site office be available or required?
Answer: An on-site office is not available and is not required.
16. Is storage available on the installation?
Answer: Storage on the installation is not encouraged. Minimal storage may be made available for project and repair materials on a case-by-case basis. This space may be in the same storage yard as another contractor’s equipment and the Government accepts no responsibility for any contractor owned items left on the installation.
17. Are contractors responsible for the rail inside the museum?
Answer: No, contractors are only responsible for the track up to the gate of the museum.
18. How often is spraying of pesticides and herbicides?
Answer: Spraying is required twice annually (summer and spring). Contractors must follow specifically the regulations for all pesticide/herbicide applications.
19. Can you provide additional guidance on the reason for use of the IDIQ type contract?
Answer: An IDIQ type contract was selected to afford the government the ability to add funding for upgrades and repairs on an as needed basis. Task orders will be issued to facilitate required services such as inspection, preventative maintenance and repairs. A separate task order will be issued for work under the special projects CLIN, pending the availability of funds. Funding for special projects is not guaranteed and should not be considered guaranteed to the awardee.
