FOR
DEMOLITION SERVICES
Demo Dormitories F. 37, 38 and 162

STATEMENT OF WORK (SOW)
FOR
DEMOLITION SERVICES
1. DESCRIPTION OF SERVICE. The Contractor shall furnish all personnel, ve-hicles and equipment required to perform Contractor services to deconstruct Fa-cilities 37, 38 and 162 at JBLE-Langley, Virginia. All work shall be performed in accordance with attached drawings, specifications, and all applicable laws, regula-tions, standards and commercial practices as described in the statement of work with the focus on safety and customer service. The period of performance is 200 days. The Contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish SOW requirements in a timely manner at reduced costs, and in a way, which fosters pride and ownership in the work per-formed.
2. The Government has established that deconstruction for this project shall be per-formed in such a way as to recover for reuse the greatest amount of building ma-terials possible, and to recycle materials that are not recoverable for reuse. Em-ploy processes that ensure the prevention of damage to salvaged materials due to mishandling, improper storage, contamination, inadequate protection, pilferage, and other causes that can decrease their value.
3. Perform deconstruction activities to recover, recycle and dispose of building ma-terials in accordance with Section 02 41 00, Demolition and Deconstruction and Section 01 12 00 Environmental Management special conditions.
4. The Contractor shall furnish all personnel, vehicles and equipment required to perform Contractor services to demolish by “DECONSTRUCTION”, facilities 37, 38 and 162 in their entirety to include pile caps, all associated utility lines, above ground storm pipes, parking areas and sidewalks in accordance with any attached drawings and all applicable laws, regulations, standards and com-mercial practices as described in the statement of work with the focus on safety and customer service.
1.1. SCOPE OF WORK.
The work under this project consists of removal, by deconstruction Facilities 37, 38 and 162 located at JBLE-Langley, VA. Deconstruction all appurtenances including (but not limited to) sidewalks; foundation; footings; roof and framing; ceilings, walls and framing;
floor slabs; fire protection, plumbing, HVAC, COMM and electrical systems, etc. leaving a clean site. The presence of ACM and LBP is suspected in all three facilities.
For bidding purposes, the following estimate quantities are Asbestos Containing Materi-als (ACM):
a. 1000 LF and 7,000 SF
For bidding purposes, the following estimated quantities are Lead-Based Paint (LBP) ma-terials:
a. 1000 LF and 5000 SF
Where suspect, the Contractor shall perform test for Asbestos Containing Material (ACM) and Lead Based Paint (LBP) to verify their existence. In work areas where ACM and/or LBP are discovered, the Contractor shall stop work in the affected area(s) immedi-ately, notify the Contracting Officer and not proceed with work in the affected area(s) until told to do so by the Contracting Officer. If the ACM and/or LBP tests are negative, the Government will require the Contractor to deduct the cost for ACM and LBP removal from the principal cost of the project based on the Unit Price identified in the contract Bid Schedule. Remove all hazardous materials in accordance with the most recent local, state, and federal environmental regulations.
Ensure all utilities are removed back to the nearest tie-in or source. Disconnect and cap underground water and sewage to the building. Disconnect electrical service from the closest electrical device serving the facilities. Above-ground electrical utilities such as electrical poles, power lines, transformers, switches, etc. shall be removed. The Contrac-tor shall ensure demolition of all utilities will not disturb service to buildings to remain.
Contractor shall coordinate with 633 CS/SCPX and 633 CES/CEO for the removal of communications and fire alarm equipment.
The entire four poles and lines from F. 37 and F. 38 all the way out to Tuskegee Road shall be removed. The parking lot lights near the bank and the lemon lot are powered from F. 162 and will need to be redone once F. 162 is demolished.
Adjoining property, roadways and other adjacent items shall be completely protected from damage during deconstruction activities.
All work shall be accomplished in accordance with specifications 01 11 00 Special Con-ditions, 01 12 00 Environmental Management Special Conditions, 02 41 00 Demolition and Deconstruction, 32 92 19 Seeding, drawings, and terms and conditions of the con-tract. See Appendix A, B and C.
1.1.1. ENVIRONMENTAL COMPLIANCE. Safely remove, transport and dispose of construction debris. All building units contain asbestos containing material and lead based paint. Contractor shall comply with all safety requirements and regulations when removing asbestos and/or hazardous materials. The contractor shall obtain the services of an independent Environmental Consultant to monitor the abatement work and area air monitoring. The contractor shall transport and dispose of construction debris at a li-censed off-base disposal site. The contractor is responsible for any permit or fees associ-ated with disposal. Prior to contract start, the contractor shall provide Material Safety Data Sheets (MSDS) to Contracting Officer for any hazardous materials brought on base.
1.1.1.1. SPILLS. Spills of any hazardous material including but not limited to gasoline, oil, and hydraulic fluid shall be cleaned up immediately and reported to the government Quality Assurance Personnel (QAP). If the spill cannot be readily contained or cleaned-up, immediately call (911) and report the incident to the base fire department.
1.1.2. DEMOLITION SERVICES. Sidewalks, existing utilities to include transform-ers, mechanical equipment, and control box, storage sheds, gravel and asphalt parking area, timber curbing, above ground storm water piping, concrete curbs, and paving around buildings shall be completely removed. The contractor shall repair roads if they have been damaged as needed. Debris removed from the site will become the property of the contractor for recycle/reuse as necessary. Dust resulting from demolition shall be controlled at all times. The contractor shall not allow demolition debris to accumulate at the work site. The contractor shall take care to protect surrounding landscape. Existing trees will remain as they are and shall not be pruned or cut. The contractor shall only use approved routes to and from storage, work and disposal areas. Confine all operations, tools, and equipment, parking of vehicles and storage to areas designated by users (MSA). If required, written requests for street closures shall be submitted fourteen work-ing days prior to closing of the street.
1.1.3. UTILITIES. The contractor shall coordinate with CO to disconnect and cap at the main all water, sewer, and natural gas utility lines and accessories to all buildings.
The contractor shall provide a minimum seven day notice to 633 CONS/LGCD of all outages. The Contractor shall coordinate the electric shop CEOIE for termination of building electrical feed. The contractor shall return all fire extinguishers, alarm panels and transmitters to the government.
1.1.4. SITE RESTORATION. Perform site restoration in accordance with commercial practice and this SOW. Mobilization of heavy equipment is at the contractor’s discretion but should not cause damage to roads, grounds, vegetation or surrounding areas. Restore any depressions and holes to finish grade so as to provide positive drainage at the site.
Acceptable backfill grades as classified by ASTM D2487 are GW, GP or SW, and shall be free of organic or frozen materials and rocks with any dimension greater than three inches. Restore and hydroseed areas that are made bare and/or damaged by the demoli-tion.
1.1.5. PLANS, PERMITS, AND REPORTS. Contractor is required to submit the fol-lowing plans and/or reports prior to performance start date:
1.1.5.1. Quality Control Plan. The contractor shall utilize their own internal commer-cial quality control program/procedures to identify, prevent and ensure non-recurrence of defective services to guarantee the government receives quality services in meeting the requirements of this SOW. A copy of this plan shall be provided to the government as a submittal.
1.1.5.2. Abatement Plan. The abatement plan as a minimum shall specify containment details, waste disposal information, landfill authorization, environmental qualifications and worker certification information, and work plan. Include details on how PCBs and univer-sal waste (fluorescent light tubes) will be removed and disposed of. All hazardous waste must be manifested under Langley’s EPA ID number and requires coordination with the base Resources Flight (633 CES/CEAO) 48 hours prior to shipment. The work plan shall describe all techniques, methods and special equipment to be used on the project, including schematic drawings of the work area layout(s) showing entries/exits, HEPA exhausts, de-contamination units, waste load-outs, scaffolding and access plan for over height ACM, etc. The work plan shall also include specific information relating to handling, transport and disposal of asbestos-containing waste. Identify on the project drawings the proposed waste hauling routes and access time lines. Identify the proposed disposal site at which any waste material generated during the project shall be disposed and furnish evidence of all necessary government approvals to dispose of the waste.
1.1.5.3. Stormwater Management Plan. If greater than more than 1 acre of land will be impacted by this project the contractor shall submit a Storm-water Pollution Preven-tion Plan to the government to be covered by the base NPDES permit. This plan shall be approved by the government prior to contract performance.
1.1.5.4. Permits. The contractor shall provide a copy of all required State and local agency permits to the Contracting Officer before starting any demolition services Lang-ley Air Force Base. The permits shall remain on the job site at all times.
1.1.5.5. Work Clearance Request. The contractor shall submit an initiated AF Form 103, Base Civil Engineering Work Clearance Request, prior to commencement of work.
The contractor shall attend an AF Form 103 coordination meeting (held every Monday at 0900) to process the clearance request. The government requires a minimum of ten working days for final processing.
1.1.5.6. Demolition Notification. The Contractor shall provide written notification to the Contracting Officer seven days prior to commencement of work identifying the fol-lowing:
a. Building number
b. Demolition designation
c. Commencement date
d. Work hours, expected noise and vibration levels
e. Utility interruptions (dates and hours)
f. Demolition completion date
g. Contractor’s representative’s name and phone number for contract issues.
1.1.5.7. Demolition Debris. The Contractor shall use all reasonable means to divert demolition and demolition waste from landfills and incinerators and to facilitate their re-cycling or reuse. Revenues or other savings obtained from salvaging or recycling shall accrue to the Contractor. Two weeks prior to contract closeout, the Contractor shall submit to the Contracting Officer or his/her designated representative, a list which item-ize the salvaged recycled materials. All demolished materials that can not be recycled shall be legally disposed of off base. All concrete and asphalt shall be recycled. All dump receipts shall be provided to the Contracting Officer.
1.1.5.8. Drawings, Manuals and Checklists. The Contractor shall provide within 10 days of final inspection, an AutoCAD version of as-built record drawings on computer disc and one 24” x 36” paper copies of as-built record drawings. The drawings shall at a minimum provide utility locations, pile locations, correct grade and elevation if changed, and all changes or modifications from the original design drawings. Ten days prior to final inspection, the Contractor shall complete a DD Form 1354, Transfer and Acceptance of Military Real Property for each building (see Appendix A).
2. SERVICE DELIVERY SUMMARY. The Service Delivery Summary (SDS) cap-tures the service requirements that can be measured and are considered to be critical op-erational requirements. The SDS includes Performance Objectives that describe the de-sired end result or outcome the Contractor shall achieve. The Performance Thresholds states the minimum acceptable level of performance in terms of quality, timeliness and quantity in realistic and achievable standards. These thresholds are critical to mission success. The SOW paragraphs reference the details of the Performance Objective in the SOW. Each requirement includes a government-determined performance objective.
(Note that the Performance Objective is merely a reference point for government person-nel and does not relieve the Contractor of any other contractual requirements.)

3. GOVERNMENT-FURNISHED FACILITIES/SERVICES. The government may provide water and electricity. The connection costs to fire hydrants and electrical sources are the Contractor’s responsibility. State approved double backflow preventers shall be used for hydrant connections.
4. GENERAL INFORMATION
4.1. Normal Hours of Operation. Normal hours of operation are Monday through Fri-day, 7:00 am to 4:45 pm excluding federal holidays. Hours other than specified require approval from the Contracting Officer and will be negotiated on a case-by-case basis.
4.2. Security Requirements.
4.2.1. Work Site. The Contractor must ensure that the job site and equipment is secured at the end of the workday. The construction site and equipment shall be contained within a temporary 6’ high chain link fence with brown UV resistant “tennis” netting.
4.3. Sanitary Facilities. The Contractor shall provide chemical sanitary toilets at the work site. The chemical toilets must be serviced regularly, and will be subject to gov-ernment inspection by the Base Medical Officer. All sanitary deficiencies shall be cor-rected within 24 hours after notification.
4.4. Submittals. The Contractor shall provide to the Contracting Officer submittals identified on the Submittal Register (see Appendix A). Number submittals sequentially (1, 2, 3, 4, etc.). Re-submittals shall retain the original number in addition to an alpha suffix (1A, 1B, 1C, etc.). The Contractor shall review, update and resubmit the submittal register at least every 30 days to reflect additions and changes.
4.4.1. Coordinate preparation and processing of submittals with the performance time of the contract. Transmit each submittal sufficiently in advance to ensure completion within the stated performance time. Allow sufficient review time so that installation will not be delayed as a result of the time required to process submittals, including time for resubmittals.
4.4.2. Allow two weeks for initial review. Allow additional time if processing must be delayed to permit coordination with subsequent submittals. The Government will promptly advise the Contractor when a submittal being processed must be delayed for coordination
4.4.3. No extension of Contract Time will be authorized because of failure to transmit submittals to the Government sufficiently in advance of the Work to permit processing.
4.4.4. Prior to submittal, each respective line item on every transmittal form (AF Form 3000) shall be reviewed, signed and dated by the Contractor’s Quality Control (CQC) representative certifying that the accompanying submittal complies with the contract requirements. Include the following information:

c. Line Item Number
d. Action Taken
e. Date of Review
f. CQC Representative Signature
4.4.5. All submittals shall include one completed AF Form 3000 and four copies of all attachments. Two completed copies of the AF Form 3000 with attachments will be re-turned to the Contractor for action.

CONTRACT MANPOWER REPORT
1. CONTRACTOR MANPOWER REPORTING. The Contractor shall provide a Con-tractor manpower report IAW the SAF/AQ, 13 Nov 12 Letter, Implementation of FY11 NDAA Section 8108, Contractor Inventory. Contract Manpower Report should contain the following:
2. AUTHORITATIVE REFERENCE. SAF/AQ Letter 13 Nov 12 (Implementation of FY11 NDAA Section 8108, Contractor Inventory.
3. FORMAT. Format shall be narrative as determined by the Contractor.
4. CONTENT. The report shall include the following:
“The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Demoli-tion of Dormitories 37,38 and 162 via a secure data collection site. The Contractor is re-quired to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 Octo-ber* of each calendar year. Contractors may direct questions to the CMRA help desk.”
*Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is consid-ered to be proprietary in nature when the contract number and Contractor identity are as-sociated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for Government personnel and Contractors are available at the Army CMRA link at http://www.ecmra.mil.
