QUESTION AND ANSWER
PROJ: DEMOLITION DORMITORIES 37, 38 & 162
SOLICITATION #FA4800-15-R-0004
REVISION 1
21 March 2015
1. Question: The answer to these questions incorporate the document "B_37,38,_162_Sidewalk_Demo" into the bid documents. This document defines the extent of surface concrete, pavement and other appurtenances to be demolished. This document also adds the demolition of the "pads" between Bldgs 37/38 and Bldg 162 into the project.
Can you provide as a basis of bid the type of material the pads are constructed of, the thickness of this material and the depth of any stone base below the pads?
Answer: The pads between the buildings are made of asphalt. We follow construction standards to construct our parking pads. Please use the standard thickness when for when completing estimates.
2. Question: Into which of the bid form line items should be incorporate the funds related to the demolition of these pads?
Answer: The additional cost for the storage/mechanical buildings should be added to
CLIN 0001.
3. Question: It was brought to my attention this morning that your answer to question #7 states that the square footage of the 3 buildings is: Bldg 37 29,918 sf, Bldg 38 39,774 sf and Bldg 162 59,639 sf. How can there be a 9,856 sf difference between Buildings 37 and 38 when they are mirror images of one another?
Answer: Buildings 37 & 38 are each 39,774 sf.
4. Question: Addendum 0002 RFI question and answer, #5 reads Are Performance or
Payment Bonds required? Govt Answer: NO. This is highly unlikely for the Govt issue a $2-3M contract without a P&P bond. Am I reading the above correctly?
Answer: The previously answered question is correct, bid guarantees have been determined by the Contracting Officer to not be required.
5. Question: To some degree it can be determined from drawing S-1 Foundation Plan and elevation drawings A-7 and A-8, that the piles on these buildings are treated wood piles and an estimated count of the piles related to the balcony foundations – but there is no information available on the length of the piles and there is no information available on the number of piles and length of piles for the original building foundation. Can you provide a pile count and length for the building foundations and a pile length for the balcony foundations to utilize as a basis of bid? Bldg 164, There is no information provided that aid in determining the number of pile caps, number of piles or length of piles for this building.
Can you provide a pile cap count, a pile count and pile length to utilize as a basis of bid?
Answer: The pile foundation at Langley varies greatly in length. We have some that are as short as 5 ft and some as long as 30 ft. We have decided that only the pile caps are to be demolished for all three buildings. We do not have the total number of pile caps for each building. The Contractor shall include in the as-builts, all pile locations.
6. Question: Deconstruction Versus Demolition Can we use an excavator to tear into the building and knock the entire building to the ground then sort materials from the pile of ruble?
Answer: Yes
7. Question: If we crush on site must all crushed material be removed from the site within the
200 days? Can we sell the material on site to outside contractors or must the material be removed from site for resale.
Answer: The materials must be removed from site within the 200- day performance period. The contractor shall not allow demolition debris to accumulate at the work site. Material cannot be sold on-site to outside contractors.
8. Question: Does the contracting officer have a list of designated steel recycle facilities? Why must we dismantle the steel if whole when the recycle facility upon receipt cuts up the steel and send it out?
Answer: The Government does not have a list of designated steel recycling facilities.
The steel structures do not have be dismantled whole.
9. Question: This RFP is promoting recycling of the existing building materials. To do so the most cost efficiently demolition contractors would request crushing the masonry and concrete structures onsite using mobile crushing equipment.
Answer: No, onsite mobile crushing equipment is not authorized (NOTE: CHANGE

1. Question: Because it's an 8(a) Competitive I assume it's more than $4M otherwise the SBA would have opposed a Competitive 8(a). Can you provide a dollar range of the work, i.e. $4M to $6M or $6M to $10M?
Answer: The above assumption is inaccurate. The Small Business Administration (SBA) has a process in place to allow for agencies to request competitive procedures for 8(a) acquisitions under the $4 million threshold. A dollar range will not be released due to this acquisition being subject to FAR Part 37, Service Contracting. Disclosure of the magnitude of construction projects is required for construction projects, FAR Part 36 only. Interested offerors should be able to provide a competitive offer after thoroughly reviewing the solicitation and the requirements documents for this acquisition, which will provide sufficient information on what is needed to successfully conduct demolition of these three buildings.
2. What percentage of work must be performed by the 8(a) prime contractor on this project?
Answer: See the following references: FAR 52.219-17 SECTION 8(a) AWARD (DEC 1996) 5(c) states: The offeror/subcontractor agrees that it will not subcontract the performance of any of the requirements of this subcontract to any lower tier subcontractor without the prior written approval of the SBA and the cognizant Contracting Officer of the 633d Contracting Squadron. Additionally, in part, 13 CFR 125.6 states: In the case of a contract for services (except construction), the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. As stated above, THIS IS
NOT A CONSTRUCTION PROJECT.
3. Question: For an out of state 8(a) contractor, what SBA do they have to contact? The local SBA to the task order or their state SBA representative?
Answer: Notice of award will be sent to the servicing district office (Richmond, VA) and the awardees servicing office (if different) by this contracting office.
4. Question: Attachment 6 is a bid schedule. Is this for to be used for pricing?
Answer: Yes, contractors are to enter their pricing on the bid schedule by CLIN.
5. Question: Are performance or payment bonds required?
Answer: No.
6. Question: What does the abbreviation “ADC” stand for under the heading “DELIVERY
DATE”?
Answer: After Date of Contract.
7. Question: What is the total square footage of all three buildings at Langley that need demolished.
Answer: The sizes of the buildings are: Bldg 37 - 29,918 SF, Bldg 38 - 39,774 SF, Bldg 162 - 59,639 SF
8. Question: If the total contract duration is indeed 150 days will you consider extending the duration? Based on experience and discussions with a demolition subcontractor it is our opinion that the time needed for buying/subcontracting out the project, preparing and processing submittals, installing and removing fencing and erosion control measures, capping and making safe existing utilities, the demolition and removal of 3 buildings and site restoration work will be significantly longer than the 150 days allotted especially when you add additional time to the schedule for weather days/delays and holidays.
Answer: The Government has revised the period of performance to 200 days for all three buildings.
9. Question: Can work be conducted on all three buildings concurrently?
Answer: Yes, work can be conducted concurrently.
10. Question: Does the Govt already posses AutoCAD civil drawings for all areas of construction which accurately detail the existing conditions? If not is the Govt expecting the contractor to provide AutoCAD dwg’s depicting all features, utilities, and elevations after construction is complete?
Answer: Yes, a link to drawings on a file share site were distributed to interested parties prior to the March 4 site visit. If you need access to the site please email a request to Ms. Tyzsa Davis tyzsa.davis@us.af.mil and SMSgt Jesse Hobbs at jesse.hobbs@us.af.mil. All available drawings of the three buildings have been provided through access to the share file site. The contractor is required to provide as-builts (in AutoCad format) of the entire site once demolition is complete. See attachment for the floor plan for bldg 162
11. Question: What is the remedy in the event that the line item quantities are exceeded on the DD checklist Form 1354 and should the form be completed at the end of contract.
Answer: The intent of the DD Checklist Form 1354 is for the Contractor to confirm that demolition is complete. The form should be completed at the time of project completion and submitted to the Government for review and approval before the contract closeout. The Contractor is required to include demolished structures on the form (i.e. transformer, HVAC units, light poles, pad, etc.)
12. Question: Specification Section 01 11 00 – Paragraph 1.10.1.1 directs the contractor to report and deal with any petroleum contaminated soils found, but I do not find any way to determine:
(1) if contaminated soils will be encountered,

(3) there does not appear to be any indication that the discovery of petroleum contaminated soils will be treated as an unforeseen site condition for which a change order will be issued to address this situation. Is my interpretation of the documents accurate or am I mistaken?
Answer: All soils removed from the Base must be tested and approved (per RCRA guidelines). Petroleum contaminated soil is usually detected by odor and/or visual. If the removed soil is to be put back in place, no testing is required.
Petroleum contaminated soil, if encountered, would be considered an unforeseen site condition.
13. Question: The Specifications indicate that the contractor’s onsite staff requirement for supervision on this project is for one person to perform the duties of the Superintendent.
Will this person be required to have a USACE CQC Certification and also act as the
SSHO?
Answer: Yes
14. Question: Stormwater Management Plan- Please clarify that the contractor will NOT be responsible in obtaining a SWPPP Permit from VA DEQ for this project. If one is required will the Govt be providing the Erosion Control Plan drawings and engineering required for permitting?
Answer: The Contractor is responsible for obtaining the land disturbance permit and SWPPP from VA DEQ. The Contractor is also responsible to obtain all required information in applying for the permits. The Contractor shall be responsible for complying with all the environmental requirements in the permits.
15. Question: Please outline all permits required by the Govt for this project. Are contractors required to use an expeditor for permits?
Answer: Land Disturbance permit
(1) SWPPP
(2) Erosion and Sediment Control Plans
(3) Hazardous Material Abatement Plans and Permits
(4) Any other additional permits that are required by the State.
No, contractors are not required to use expeditor
16. Question: Are these building supported by a pile foundation, if so do the pile caps and piles have to be removed?
Answer: Yes all three building are supported by pile foundations, all pile caps and piles must be completely removed.
17. Question: The SOW states to remove utilities and curbs, pavement, etc. adjacent to the building the buildings. What distance from the building is considered the desired limit of demolition? Can a site plan designating the limits of demolition be included?
Answer: All sidewalks leading to or coming from the buildings shall be demolished. In certain locations (near roadways), curbs shall not be demolished.
Please see attached drawing.
18. Question: What, if any, asphalt (or concrete pads or sidewalks) need to be removed and what are the limits of removal?
Answer: All sidewalks (leading to and coming from all three facilities), concrete and metal pads and above ground storm piping (at building 37 and 38). Please see attached drawing.
19. Question: In the scope of work the contractor is required to disconnect electrical service from the closest electrical device serving the facility. Above ground electrical utilities such as electrical poles, power lines, transfer switches etc. shall be removed.
Please provide detail scope of work for such work and the electrical drawings for all 3 building and please clarify what and where utilities are to be cut and capped.
Answer: Ensure all utilities are removed back to the nearest tie-in or source.
Disconnect and cap underground water and sewage to the building. Disconnect electrical service from the closest electrical device serving the facilities. Above-ground electrical utilities such as electrical poles, power lines, transformers, switches, etc. shall be removed. The Contractor shall ensure demolition of all utilities will not disturb service to buildings to remain.
20. Question: Who does the disconnects of utilities on this project, the contractor or the base?
Answer: The Base will disconnect all utilities and power for the Contractor to perform demolition of the utility structures.
21. Question: Is there a quantity for all the above ground poles that need to be removed?
Answer: Four
22. Question: This RFP is promoting recycling of the existing building materials. To do so the most cost efficiently demolition contractors would request crushing the masonry and concrete structures onsite using mobile crushing equipment. Please advise.
Answer: Yes, onsite mobile crushing equipment is authorized.
23. Question: When estimating asbestos remediation costs, what should we presume is the
ACM, as different ACM have different costs associated with the remediation? If we are to estimate pipe run insulation, what diameter of piping and height of piping?
Answer: Any materials such as walls, insulation, ceilings and floors that are found to be contaminated with asbestos should be removed and disposed in accordance with State’s laws and regulations. Maximum piping diameter is 6 inches. The Government does not have pipe height information.
24. Question: Please clarify the ACM and Lead quantities questions provided below:
a. ACM = 1000 LF of pipe insulation, up to what size pipe and does this include elbows as well?
Answer: The pipe diameter will be up to 6” and does include elbows.
b. ACM = 7000 SF of VCT floor tile, is this for mastic only or tile and mastic?
Answer: This includes, tile, wall, ceiling, etc. (anywhere that ACM is found).
c. LBP = 1000 LF of what, pipe?
Answer: Yes.
d. LBP = 5000 SF of how many layers of paint?
Answer: All layers where LBP that is detected.
25. Question: For abatement / Lead testing. Is there a limit on the number of tests we need to price at a minimum.
Answer: No
26. Question: Do the firms who perform the testing for ACM and Lead Based Paint have to be licensed in the Commonwealth of Virginia?
27. Question: Please provide a design and engineering for refeading power to parking lot lights in the Lemon and Bank parking lots.
Answer: The Government does not have such information. Please follow standard NEC guidelines for all electrical work.
28. Question: Please provide a required thickness for topsoil at each demolition site.
Answer: 4 inches
29. Question: What is the required grassing specification?
Answer: See Specification 32 92 19. Hydro seeding is Langley AFB standard requirement. Please see attached specification.
30. Question: Contract documents do not specify fencing around the limits of construction, just at the laydown area and refers to the EM385 1-1. The EM-385 1-1 calls for a controlled access at the construction site to be established. Please define what barriers types and limits are necessary to meet this requirement. Also please define if screening is also mandatory if a chain-link barrier is the method of controlled access selected by the Gov’t.
Answer: The Contractor shall install construction fence and silt fence around the entire construction site. Please refer to Special Conditions 01 11 00 para 1.8.4 for additional information.
31. Question: Specification section 01 11 00 states that there is no salvage materials.
However, section 1,1,3 of the SOW states that fire extinguishers, alarm panels, and transmitters are to be turned over to the government, please clarify.
Answer: Specification 01 11 00 is a standard document with general requirements. The SOW provides more detailed info. All fire extinguishers, alarm panels, and transmitters are to be removed by the Contractor and turned over to the government.
32. Question: Specification section 02 41 00 paragraph 3.1.6 states structural steel is to be delivered to a facility designated by the contracting officer for recycling. Is the steel to be recycled by the government as described or is it to be recycled by the contractor?
Answer: All recycling materials shall be recycled by the Contractor.
33. Question: If the steel is to be recycled by the contractor is the methodology described in specification section 02 41 00 paragraph 3.1.6 required or can conventional demolition techniques be used?
Answer: Please comply with the requirements in 02 41 00.
34. Question: Section 01 11 00 speaks extensively about record drawings and survey data.
Most of this requirement does not appear relevant to a demolition project. Please clarify the level of record documentation that will be required. Will a complete post demolition topographic survey be required?
Answer: A complete demolition topographic survey is required.
35. There is a transformer at the North side of the 162 property on Basswood Ave. Is this slated for demolition and does it power any other facilities?
Answer: Yes, this transformer shall be demolished. No, it does not power any other facilities.
36. Question: There is a pre-fab structure at the North corner of 162 at Basswood and
Spruce. Is this structure in the scope of demolition?
37. Question: Are there any buildings/structures located close to the buildings to be demolished (within 20 ft.)? Is the storage shed between buildings 37 and 38 included in the scope?
Answer: Yes, the storage shed between 37 and 38 along with the structure next to 162 will be demolished.
38. Question: The parking lots have a few access points to the roads. Can you provide a drawing depicting the limits of deconstruction?
Answer: See attached site drawings.
39. Question: What are the building materials for each building? (i.e. wood, metal, concrete)
Answer: Mostly metal and concrete. There are some wooden structures as well.
40. Question: Are there basements in each building?
Answer: Building 37 and 38 have a basement. Building 162 does not.
41. Question: Are each of the three dormitories three stories?
42. Question: Is the equipment, furniture and trash in each building to be removed by the contractor?
43. Question: What is the process and timeline for dig permits on base?
Answer: Approximately two weeks
44. Question: Will UXO clearance be required prior to demolition?
45. Question: Are there storage tanks (aboveground or underground) that require removal?
46. Question: Are there trees that have to be removed or avoided?
Answer: All existing trees will remain and are to be avoided during demolition.
47. Question: Are there any endangered species or other environmental considerations (i.e.
yearly climate)?
48. Question: Is water from fire hydrants available for use, does it need to be metered?
Answer: Yes, water from fire hydrants is available for use and must be metered.
49. Question: Any working hour restrictions?
Answer: Working hours are 0730-1630 Monday through Friday. Please refer to special conditions 01 11 00 para 1.3.1 for additional details.
50. Question: How many dorm rooms are there in each building?
Answer: Please reference the building drawings.
51. Question: Please define the term "dismantle" in the bid scope. By this I mean will it be brick by brick or are we allowed to separate as we demolish the facility?
Answer: The Contractor is allowed to separate materials as they demolish the facility.
52. Question: Per the Statement of Work it makes reference to “DECONSTRUCTION”.
What Items does the Air Force want to save and utilize? Does this statement just mean Salvage and Recycle?
Answer: Salvage and Recycle to the greatest possible extent
53. Question: Will the successful contractor be permitted to use the Langley limited landfill?
54. Question: Will the funds from recycling efforts be a credit back to the
Government or is the contractor permitted to retain the funds? Will the successful contractor retain all rights and value and only track the amount recycled?
Answer: The contractor will retain all funds generated from recycling. See SOW para 1.1.2 for recycling reporting requirments.
