The Base Civil Engineering Work Clearance Request must be approved by the Chief of Operations, building 418. Existing utility lines to remain in place, both Government-owned and private or leased, shall be protected from damage during excavation and backfilling. If damaged, lines shall be repaired in a timely manner by the contractor at no expense to the Government. A minimum of 72 hours should be allowed for agency response to contractor requests for identifying and marking buried utility line routes. If the contractor damages the marked utility within this area, he/she is responsible for replacing the utility back to its original working condition. Work to repair the damaged utility will commence immediately and will continue uninterrupted until the utility is restored. If the contractor damages a utility that was not identified or is outside 5 feet either side of the utility marking, the contractor shall notify the CO and the Construction Inspector to determine the method of repair (i.e., in-house or by contract). If the damaged utility requires an outside source (e.g., someone to repair fiber optic lines) to accomplish the repairs, and the contractor is responsible for the damage, and the contractor shall be liable to pay for such repairs.

5. POWER OUTAGES: Work shall be planned so that power outages will interfere as little as possible with base operations. Wherever possible, portions of the work that can be accomplished without a power outage will be done prior to outages. All materials, equipment, and labor required during a

Only minimal storage (for short term work) will be allowed at the project site.

8.3.2. Dumpsters: Equip dumpsters with a secure cover and paint the standard base color

(tobacco brown). The cover shall be closed at all times, except when being loaded with trash and debris. Locate dumpsters behind the construction fence or out of the public view. Empty site dumpsters at least once a week, or as needed to keep the site free of debris and trash. If necessary, provide 208 liter (55 gallon) trash containers painted the darker base color to collect debris in the construct site area.

Locate the trash containers behind the construction fence or out of the public view.

01000 - 6 of 47 JFSD200800

Empty trash containers at least once a day. Large demolition normally requires a large dumpster without lids-these are acceptable, but shall not have debris higher than the sides before emptying.

8.3.3. Temporary Sanitation Facilities: All temporary sewer and sanitation facilities shall be self-contained units with both urinals and stool capabilities. Ventilate the units to control odors and fumes and empty and clean them at least once a week or more often if required by the Contracting Officer. The doors shall be self-closing. The exterior of the unit will match the base standard (antique linen), unless the facility is behind the construction fence or out of the public view.

8.3.4. Construction Site Clean Up and Safety Fence:

8.3.4.1. The construction site must be kept neat, clean, and free of debris. Clean up shall be performed at the end of each work day in conjunction with a complete general clean up at the end of the project.

8.3.4.2. The contractor shall provide a temporary construction fence with gates and warnings signs at the construction site prior to the start of work to protect the public from construction activities. Unless shown otherwise in the drawings, the fence shall enclose the construction site. The exact location of the fence shall be coordinated with the Contracting Officer prior to installation. The construction fence shall be chain link with dark brown fabric from ground level to a height of 6’, and shall be secured with vertical wood slats screwed together at least every 8’ and each end of the fabric, or more often if needed. The contractor shall maintain the fence in good condition throughout the construction period, and shall refasten the fabric as needed.

8.3.4.3. A safety fence will enclose those areas not within the construction fence.

The safety fence will match the base standard (Federal Color Standard #23531) (or bright orange where it protects excavated areas), high density polyethylene grid or approved equal, a minimum of 1.1 m (42 inches) high, supported and tightly secured to steel posts located on minimum 3 m (10 feet) centers. The contractor must remove the fence from the work site upon completion of the contract.

8.3.5. Grass Cutting: Cut grass (or annual weeds) within the construction and storage sites to a 4 inch height at least once a week during the growing season unless the grass area is not visible to the public. Trim the grass around the fences at times of grass cutting. Grass or weeds on stockpiled earth shall be maintained as described above.

9. UTILITY AVAILABILITY: All reasonable quantities of utilities (water and electricity) will be made available to the contractor without charge. The Government may not be held responsible for interruptions of utility service and shall not be liable for contractor delays, damages, or increased costs occasioned by any such interruption of service.

9.1. A centrally located water filling station for contractors is located at Facility 537.

Government provided water is only available at this location. For more information regarding filling station contact designated construction inspector.

As changes occur and additional information becomes available, correct and change the information contained in previous lists.

11.1.2. Supervision: Have at least one qualifying supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a Quality Control (QC) representative is required on the contract, then that individual shall also have fluent English communication skills. Contractor shall submit a letter to the CO designating site superintendent/project manager for the duration of contract.

11.2. PRECONSTRUCTION CONFERENCE: After award of the contract but prior to commencement of any work at the site, the contractor shall meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule prices, shop drawings, and other submittals, scheduling programming, and prosecution of the work. Major subcontractors who will engage in the work shall also attend.

11.3. AVAILABILITY OF CADD DRAWING FILES: After award and upon request, the electronic “Computer Aided Drafting and Design (CADD)” drawings files will be made available to the contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions. Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the contractor and without liability or legal exposure to the Government.

The contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney’s fees and defense costs, arising out of or resulting from the use of these electronic files. These electronic CADD drawing files are not construction documents. Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files and the corresponding construction documents. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project. If the contractor uses, duplicates and/or modifies these electronic CADD files for

01000 - 8 of 47 JFSD200800 use in producing construction data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
